8. Question: I am looking at the statement of work. Based on prior experience, the 3 WIS Access F&C does not have protective grading specified. Do you want the grading or do you want as is? Some one can fall into it if not specified. This grading is separately ordered.
Response: The specified W1S access door model No. W1S2424 by Halliday shall be replaced with 15-inch HS20 Rated Galvanized Steel access hatch (detail LHS40-D01) as manufactured by Trenwa, Inc or equal.
9. Question: Can you please also specify what kind of pipe supports to use for the 8” Glass Lined ductile iron pipes inside the precast concrete trench? I don’t believe that it will be good to merely leave the ductile iron pipes inside the concrete trench without any metal braces or supports.
Response: The two 8-inch Glass Lined Ductile Iron pipe supports shall be in accordance with pipe manufacture’s rating and recommendations and per the precast concrete Trench system manufacturer’s recommendation and approved by the COR.
10. Question: Section 15052, Paragraph 1.1C.11.” Please provide Specification” Section 15140, Pipe Hangers and Supports.
Response: See response to question #9 above.
11. Question: Section 15052 Exposed Piping Installation, Paragraph 2.1. D.2a. “ Flanged Joints: a.Assemble flanged joints using 1/8-inch ring-type gaskets for raised face flanges.
Use full face gaskets for flat face flanges unless otherwise approved by COR. Gaskets shall be suitable for the service intended in accordance with the manufacturer's ratings and instruc¬tions. Gaskets shall be properly centered. “What Kind of gasket material.
“This information is usually stated in the Specification Section 15061 Ductile Iron Pipe”.
Response: The gasket shall be 1/8-inch full face flange-TyTE supplied by U.S. Pipe (United States Pipe and Foundry Company, LLC) or equal. Gaskets installations shall be in accordance with manufacturer’ instructions and recommendations and approved by the COR. Section 15061 Ductile Iron Pipe is included in the attached revised Specification.
Solicitation: IBM17R0007 Title: Replacement of the Grit lines and the Installation of new Glass Lined Ductile Iron pipes in Precast Concrete Trench at South Bay International Wastewater Treatment Plant
Questions received from prospective offerors are clarified/answered as follows:
12. Question: Section 15052, Part 3, Paragraph 3.8 D, Piping Schedule “Please supply bidder a complete list. Here the Spec. is truncated.”
Response: A complete Exposed Piping Schedule is included in the attached revised Specifications.
13. Question: Section 15068, Glass Lined Ductile Iron pipe, Part1, Paragraph 1.1B.5,8 and 9 “please provide these three specification (Section 09900 Painting, Section 15052 Exposed Piping Installation and Section 15061 Ductile Iron Pipe).
Response: The three section are included in the attached revised Specifications.
14. Question: Scope of Work, Paragraph 6. Provide and install all required conduits, fittings and wires and connect the flow meters to SCADA system and update SCADA screen to reflect new flow meters. All installation and testing shall be in accordance with manufacturer recommendations. “Please provide details where (what structures) and what travel route to install to. Please provide the testing details.
Response: The flow meters shall be installed at the SBIWTP Headworks Building.
The contractor is required to core drill through the west wall of the Headworks Local Control Center (HW-LCC). The contractor shall provide and install all required conduits, meter power, and control wiring between each meter’s location and the Programable Logic Controller (PLC) and power supply located at Headworks Local Control Center (HW-LCC). Contractor shall be required to terminate meters’ power and control wiring as directed by the COR. The programming to SCADA system shall be performed by the Government. (See attached Drawings M102 and E111.
15. Question: There appears to be various utilities to be identified (exposed) after marking or exploratory by pothole or by vacuum excavation. The cost to Relocate them will be more than your budget ($1,000,000) limit. My questions: will you approve additional RFI funding to have them relocated by contractor or will relocation be done by owner prior to installation? If contractor will relocate, any permit required by contractor from owners?
Response: None of the existing unities is anticipated to be relocated except for 3-inch buried Gate Valve (approximately 4 feet deep) and shallow street light box (29”X 23X 12”) to be relocated in same vicinity at Headworks Area (See attached picture # I). No permit is required except the approval of the COR prior to relocating. The cost for relocating of these two items shall be included in the contractor’s bid proposal.
16. Question: Secondly, relocating utility is a daunting task requiring time especially when different outside Agency owners are involved. 120 completion days might not be enough
Response: No. (see response to question #15 above).
17. Question: when we tie into the existing 6” pipeline, will we need to bypass that existing 6” line or will the existing 6” pipeline be shut down by the owner prior to our pipe connection.
Response: The contractor shall provide and install all required piping, fittings, supports, incidentals, services, and labor required to bypass the girts flows from the Grit Chambers to the Headworks during the construction period including the final tie in. The contractor shall replace the existing temporary two 6-inch pipelines bypass system with new temporary two 6-inch bypass system between the Grit Chambers and the Headworks.
The contractor shall maintain the new temporary bypass two 6-inch pipelines grit system during the construction period. The contractor shall ensure the continued operation of the Grit system at all the times during the construction period. The contractor shall comply with all contract documents requirements. (See attached picture # II) considering liquidation count. If contractor will relocate utility will you consider doing in phase thereto extending contract completion date?
