Questions and Answers
Questions received from prospective offerors are clarified/answered as follows:
1. Question: Due to about 12 weeks procurement time for precast concrete trench system and 10 weeks for the Glass lined Ductile Iron
Pipes, can notice-to-proceed be issued in two (2) stages?
Stage one: up to 45 calendar days for submittal and approval, excluding Government’s review time; stage two: 150 calendar days for procurement and field installation.
Specification allows for a total 120 calendar days. It is too short to accommodate the submittal review times and material procurement lead time.
The constriction time is only about 45 calendar days.
Response: All work included under these Contract Documents shall be completed by the contractor, and fully operational within 150 calendar days after the Notice to Proceed.
2. Question: Scope of Work, page 3, number 6: “…Provide and install all required conduits, fittings and wires and connect the flow meters to SCADA system and update SCADA screen to reflect new flow meters.” In the job walk of June 29, 2017, the plant representative asked the contractor to submit RFI to the Government for further details. Please provide details where and what SCADA system is referring to.
Response: The flow meters shall be installed at the SBIWTP Headworks Building. The contractor is required to provide conduit, meter power, and control wiring between each meter’s location and the Programable Logic Controller (PLC) located at Headworks Local Control Center (HW-LCC). Contractor shall be required to terminate meters power and control wiring as directed by the COR. The programming to SCADA system shall be performed by the Government.
3. Question: In the job walk of June 29, 2017, the plant representative told contractor to submit RFI because the following works are not applicable. Please clarify.
Specification, pages 33 through 35:
• paragraph 3.6 “STEWARTS DRAIN GRIT BOX AND SUMP PUMP”.
• paragraph 3.7 ELECTRICAL AND INSTRUMENTATION REMOVALS
• paragraph 3.9 DRAINAGE CHANNEL REMOVAL
Response: SECTION 02050 DEMOLITION is revised to delete paragraphs 3.6, 3.7 and 3.9.
4. Question: Specification, page 41, paragraph 1.4 JOB CONDITIONS, “ … The boring logs from these reports are included at the end of this Section …” However, there are no boring logs attached. Please clarify.
Response: Geotechnical Investigation Report may be reviewed at the USIBWC Field Office located at 2995 Clear Water Way, San Diego, California 92154.
5. Question: Specification, page 42, paragraph 2.1 SOIL MATERIALS, A.2 - “… Use granular material free from organic matter that has a UBC expansion index of 30 or less …”. Please provide the soil report so that contractor can determine if the onsite excavated soils are suitable to be used as Select Fill.
Response: Geotechnical Investigation Report may be reviewed at the USIBWC Field Office located at 2995 Clear Water Way, San Diego, California 92154.
6. Question: Specification, page 43, paragraph E.4 “… HDPE liner materials shall be …”. Please clarify where will the HDPE liner be required.
Response: SECTION 02220 EXCAVATION AND BACKFILL is revised to delete paragraph 2.1.E Geomembrane
7. Question: Specification, page 46, paragraph B.3 “ … In the below grade facilities, overcut by two feet and clean the subgrade of all loose or disturbed soils, moisten or allow to dry as necessary, and compact the exposed subgrade. Entire base slab shall be supported by a minimum 12 inches of 3/4-inch open graded gravel encapsulated in filter fabric (proof-rolled with a vibrating roller) or Class 2 permeable material (Caltrans Standard Specifications Section 68-1.025) compacted to 95 percent relative compaction (ASTM D1557) over dense compacted select fill. The uppermost 12 inches of the select fill shall be compacted to at least 95 percent relative compaction. Extend subgrade minimum of 2'-0" beyond edge of the base slab ...” Paragraph B.8 “… Excavation shall be extended a minimum of two feet on each side of structures, footing, etc. unless otherwise shown or specified ...” These two paragraphs of requirements contradict to the SCOPE OF WORK, page 2 “… The trench width and depth shall be minimized to greatest extent practical but shall conform to the manufacturer installation specifications and recommendations …” , “ … The trench will be approximately (53-1/2") wide x (26-1/2") deep overall including cover …”
Please clarify if the following work are required?
• the minimum 12 inches of 3/4-inch open graded gravel encapsulated in filter fabric required below the precast concrete trench system.
Response: No.
• overcut by two feet below bottom of precast concrete trench system and then recompact for subgrade preparation.
Response: The trench width and depth shall be minimized to greatest extent practical but shall conform to the manufacturer installation specifications requirements and recommendations and as approved by the COR.
