About this file

This is a Request for Proposals (RFP) document from the City of Tucson's Environmental Services Department soliciting proposals for processing and marketing of recyclable materials collected through the City's Single Stream Recycling Program, Neighborhood Recycling Centers, and commercial recycling programs. The City is evaluating two operational scenarios: a Material Recovery Facility (MRF) sited at the Los Reales Landfill that may be city-owned or operated under a public-private partnership, or a contractor-owned and operated facility where the contractor assumes responsibility for siting, constructing, owning, and operating the MRF. Proposers must demonstrate the ability to process recyclable materials with a minimum capture rate of 95% and residuals not exceeding 5% per working day, and be responsible for marketing recovered materials. The contract will commence on July 1, 2027, and run for 15 years through June 30, 2042, with options to renew for up to five additional one-year periods. A pre-submittal meeting is scheduled for December 10, 2025, at 10:00 AM, and proposal responses are due on January 15, 2026, at 2:00 PM Arizona time. In fiscal year 2024, the City processed approximately 23,577 tons of recyclable materials.

The RFP evaluation will be based on four key criteria: price, method of approach, qualifications and experience, and performance history. The pricing structure is complex, involving processing fees, revenue sharing, and host fees for non-city tons. The solicitation includes federal compliance requirements, specifically HUD Section 3 mandates requiring 25% of labor hours be performed by Section 3 workers with 5% by Targeted Section 3 workers. The RFP emphasizes minority and women-owned business enterprise (MWBE) participation and requires contractors to verify non-exclusion from federal contracts. Additional compliance requirements include Buy America provisions, workplace safety regulations, and environmental protection standards. The proposed facility location at the Los Reales Sustainability Campus includes a 60,000 square foot processing plant with a 70,000 square foot tip floor and 122,700 square feet of parking and bale storage. The City's current contract is set to expire on June 30, 2027, though the City retains the right to negotiate an extension of the current agreement.
