About this file

This is a Request for Proposals (RFP) document from the City of Tucson's Environmental Services Department for processing and marketing of recyclable materials collected through the City's Single Stream Recycling Program, Neighborhood Recycling Centers, and commercial recycling programs. The City is evaluating two operational scenarios: a Material Recovery Facility (MRF) sited at the Los Reales Landfill that may be City-owned or operated through a public-private partnership, or a contractor-owned and operated MRF for which the contractor is responsible for siting, construction, ownership, and operations. Proposers must demonstrate the ability to process recyclable materials with a minimum capture rate of 95% and residuals not exceeding 5% per working day, while also being responsible for marketing processed materials. A pre-submittal meeting is scheduled for December 10, 2025, at 10:00 AM, with proposals due on January 15, 2026, at 2:00 PM Arizona time. The contract will commence July 1, 2027, and run for 15 years through June 30, 2042, with options to renew for up to five additional one-year periods. In fiscal year 2024, the City processed approximately 23,577 tons of recyclable materials.

The City will evaluate proposals based on price, method of approach, qualifications and experience, and performance history. The RFP includes a complex pricing structure involving processing fees, revenue sharing, and host fees for non-city tons. Federal compliance requirements are mandatory, including HUD Section 3 provisions requiring that 25% of labor hours be worked by Section 3 workers with 5% specifically by Targeted Section 3 workers, as well as compliance with Buy America standards, workplace safety regulations, and environmental protection standards. The solicitation emphasizes participation from diverse businesses, including minority and women-owned business enterprises. Contractors must verify non-exclusion from federal contracts. The proposed facility will be located at the Los Reales Sustainability Campus, which includes a 60,000 square-foot processing plant with a 70,000 square-foot tip floor and 122,700 square feet of parking and bale storage. The City's current contract is set to expire June 30, 2027, though the City retains the right to negotiate an extension of the existing agreement.
