About this file

This is a Request for Proposals (RFP) document from the City of Tucson's Environmental Services Department for processing and marketing of recyclable materials collected through the City's Single Stream Recycling Program, Neighborhood Recycling Centers, and commercial recycling programs. The City is soliciting proposals for two potential scenarios: a Material Recovery Facility (MRF) sited at the Los Reales Landfill that may be city-owned or operated under a public-private partnership, or a contractor-owned and operated MRF for which the contractor assumes responsibility for siting, constructing, owning, and operating the facility. Proposers must demonstrate the ability to process recyclable materials with a minimum capture rate of 95% and residuals not exceeding 5% per working day. A pre-submittal meeting is scheduled for December 10, 2025, at 10:00 AM, with proposal responses due on January 15, 2026, at 2:00 PM Arizona local time. The contract will commence on July 1, 2027, and run for 15 years through June 30, 2042, with options to renew for up to five additional one-year periods. The City's current agreement expires on June 30, 2027, though the City retains the right to negotiate an extension.

The City will evaluate proposals based on four key criteria: price, method of approach, qualifications and experience, and performance history. The RFP includes a complex pricing structure involving processing fees, revenue sharing, and host fees for non-city tons. The solicitation emphasizes participation from diverse businesses and mandates compliance with HUD Section 3 requirements, stipulating that 25% of labor hours be performed by Section 3 workers, with 5% specifically by Targeted Section 3 workers. Contractors must also comply with minority and women-owned business enterprise participation requirements, Buy America compliance, workplace safety regulations, and environmental protection standards. In fiscal year 2024, the City processed approximately 23,577 tons of recyclable materials. The proposed facility location at the Los Reales Sustainability Campus features a 60,000 square foot processing plant with a 70,000 square foot tip floor and 122,700 square feet of parking and bale storage. No specific budget range is provided in the solicitation materials.
