About this file

This is a Request for Proposals (RFP) from the City of Tucson's Environmental Services Department soliciting proposals for processing and marketing of recyclable materials collected through the City's Single Stream Recycling Program, Neighborhood Recycling Centers, and commercial recycling programs. The City is evaluating two scenarios for a Material Recovery Facility (MRF): a city-owned or public-private partnership facility located at the Los Reales Landfill (5300 E Los Reales Rd, Tucson, AZ 85756), or a contractor-owned and operated MRF where the contractor assumes responsibility for siting, constructing, owning, and operating the facility. A pre-submittal meeting is scheduled for December 10, 2025, at 10:00 AM, with proposal responses due on January 15, 2026, at 2:00 PM local Arizona time. The contract will run for 15 years, from July 1, 2027, to June 30, 2042, with options to renew for up to five additional one-year periods. The current contract expires on June 30, 2027, though the City reserves the right to negotiate an extension.

Proposers must demonstrate the ability to process recyclable materials with a minimum 95% capture rate and residuals not exceeding 5% per working day, and assume responsibility for marketing these materials. In fiscal year 2024, the City processed approximately 23,577 tons of recyclable materials. The City will evaluate proposals based on price, method of approach, qualifications and experience, and performance history. The proposed facility at Los Reales Sustainability Campus includes a 60,000 square foot processing plant, 70,000 square foot tip floor, and 122,700 square feet of parking and bale storage. The RFP emphasizes compliance with federal requirements including HUD Section 3 labor requirements (25% of labor hours worked by Section 3 workers, with 5% by Targeted Section 3 workers), Buy America compliance, and provisions for minority and women-owned business enterprise participation. The pricing structure involves processing fees, revenue sharing, and a host fee for non-city tons. No specific budget range is provided in the summary documentation.
