About this file
This is a Questions and Answers log for Round 2 of the Stevedoring & Related Terminal Services (S&RTS) solicitation for Ports in Malaysia (HTC711-26-Q-E119). The document contains nine substantive questions and answers received between February 5-18, 2026, addressing operational and logistical requirements for the contract.
Key clarifications include: vessel agents will coordinate port services directly with port authorities, but the contractor is responsible for all cargo-related tariffs while vessel port call costs are excluded; 1,400 square meters of yard space is estimated for staging vehicles; contractors must address all seven designated ports (Penang, Klang, Bintulu, Johor, Kuantan, Labuan, and Tanjung Pelepas) in their proposals; the USG will not reimburse customs duties, taxes, or staging fees; cargo will move under a free time agreement (5-7 days) established between the USG and Malaysian Port Authority; typical Ro-Ro vessels are approximately 200 meters length overall with 21,232 MT deadweight; chartered carriers will appoint their own ship agents; transport frequency depends entirely on mission requirements; detailed cargo specifications including dangerous goods, size/weight ranges, and container certifications will be provided per mission through cargo manifests; facility requirements are 3,000-5,000 square meters for short-term use during operations only, with office space ordered as-needed; no MPL platform or IT integration with TRANSCOM is required. The RFQ submission deadline was extended from February 27, 2026 to March 11, 2026 at 12:00 PM CT to accommodate the Lunar New Year period.
