About this file

This is a Technical Worksheet attachment to a Request for Quote (RFQ HTC71126QE119) for Stevedoring and Related Terminal Services at ports in Malaysia. The worksheet serves as the evaluation template for assessing quoter technical responses and does not address specific products or services beyond the requirements outlined in the referenced Performance Work Statement.

The worksheet establishes submission requirements and evaluation criteria for quoters responding to the solicitation. Quoters must provide substantive, detailed responses (not merely restating PWS requirements) within a 15-page limit covering five technical evaluation areas: (1) qualified labor capable of flexible scheduling and 24/7 operations across multiple work sites; (2) Material Handling Equipment including cargo movement capability for vehicles, containers, aircraft, breakbulk cargo, and ramps rated to 70 tons, plus heavy tow equipment for inoperable vehicles up to 150,000 lbs with maintenance support; (3) current HAZMAT certifications per CFR Title 49 Section 172.702 for at least two personnel and valid Host Nation business licenses or work permits for legal port operations; (4) certified safety programs compliant with USG or host nation authorities with capability to provide a safety officer upon request; and (5) demonstrated experience in conveyance loading and discharge operations. Unacceptable ratings on any evaluation question result in an overall unacceptable technical rating. Supporting documents including certifications, licenses, permits, and translated foreign language documents are excluded from the page limit.

3. Page Limit for Technical Submission: The Quoter’s written technical response within this Worksheet shall not exceed 15 pages. This limit applies to all narrative and descriptive content provided for submission, including appendices, annexes, figures, and tables directly supporting the written response. Content exceeding this 15-page limit will be removed before evaluation.

4. Exclusions from Page Limit: The following content will not be subject to the page limit:

5. Foreign Language Documents: Quoters must provide certified English translations for any supporting document issued in a language other than English (e.g., port certifications, licenses, permits). Documents shall be clearly titled and/or marked to allow easy identification of the original document and its corresponding English translation.

NOTE** Failure to complete this document in its entirety or attach requested documents may result in a Quoter being ineligible for award.
