About this file

This is a Mission Essential Plan template submission requirement for RFQ HTC71126QE119, establishing continuity of operations procedures for stevedoring and related terminal services at Malaysian ports. Quoters must submit a plan not exceeding five pages describing how they will maintain essential contractor services during crisis periods, with failure to complete the template resulting in ineligibility for award. The plan must address specific mandatory elements including provisions for acquiring essential personnel and resources to sustain operations for up to 30 days; challenges associated with maintaining services during extended events such as pandemics occurring in waves; time lapses between initiating acquisition of personnel and resources and their on-site availability; identification, training, and preparedness components for personnel capable of relocating to alternate facilities or performing remote work; established alert and notification procedures for mobilizing essential contractor service personnel; and communication approaches for conveying employee roles and responsibilities during crisis situations.

The evaluation criteria require quoters to demonstrate that their Mission Essential Plan clearly meets minimum solicitation requirements to receive an "Acceptable" rating; submissions rated "Unacceptable" on any question element will result in an overall unacceptable subfactor rating. This submission addresses compliance with DFARS 252.237-7024 regarding continuation of essential contractor services and is specific to the requirement's multiple ports including Penang, Klang, Bintulu, Johor, Kuantan, Labuan, and Tanjung Pelepas in Malaysia, where services must operate 24 hours daily, seven days weekly, and 365 days annually.
