About this file
This document is a Solicitation Questions and Answers file for a Surface & Rail Transportation Services (S&RTS) contract at Ports of Southern California. The solicitation (HTC71125RR003) is issued by the Department of Defense United States Transportation Command for handling Defense Transportation System cargo at Port Hueneme, Port of San Diego, and Naval Air Station North Island from July 1, 2025, through June 30, 2030.
Key details include a proposal deadline pushed to March 10th, 2025, with final proposals to be submitted via email to Tony Laudano and Neil Huegen. The contract covers full spectrum cargo handling services including receipt, disposition, staging, transfer, tallying, warehousing, and processing cargo for surface transportation modes. Notable Q&A clarifications address labor dispatch rules, equipment rental rates, overtime calculations, shift times, and personnel certification requirements for crane operators and drivers. The government will compensate the contractor using commodity and man-hour rates specified in the Schedule of Rates (SOR).
