About this file

This document is a Request for Proposal (RFP) for San Clemente Air Transportation Shuttle Services, solicitation number HTC71125RC005, issued by the Department of Defense United States Transportation Command. The contract seeks a dedicated fixed-wing airlift service to provide transportation services, with a base period of 12 months and four additional 12-month option periods, plus a potential 6-month extension. The procurement is set aside for small businesses and includes several contract line items: monthly basing rates, per-mile rates, fuel reimbursement, and mobilization/demobilization costs.

The RFP requires the contractor to provide air transportation services primarily for San Clemente Island, with specific performance requirements outlined in the Performance Work Statement. The total contract period could extend up to 5.5 years, with a pricing structure that includes fixed monthly rates, per-mile rates, and reimbursable fuel costs. Proposals are due by 9:00 AM on March 13, 2025, with a contract start date of October 1, 2025. The government will evaluate proposals based on factors including business proposal, technical capability, past performance, and price, with non-price factors being more important than price in the best value determination.
