Q&A Responses – HTC71125RC005 San Clemente PAX

1. Does the offerors past performance have to be for Department of Defense contracts to be considered acceptable?

Answer: No. Past performance recency and relevance is gauged based on the similarity to the current services stated in the PWS, not the agency that the work was performed for.

2. Reference Submission of offers, which states, "Electronic copies of each volume shall be submitted through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) suite at https://piee.eb.mil/. Hard copy, facsimile, or emailed proposals will NOT be accepted." Question: In vendor attempts to view and confirm submission processes within the Solicitation Module of the PIEE system, a search for the solicitation HTC71125RC005 did not identifiy this solicitation being available with the PIEE system. Please advise on if this solicitation is available within the PIEE system for future vender PIEE response uploading before the response due date.

Answer: See Amendment 0001. Revised this section to state that proposals shall be submitted via email to the listed points of contact in that section.

3. Section 2 Respondenet Information states, "Questionnaires must be returned no later than 11 February 2025 to the USTRANSCOM Acquisition Office via E-mail". Question: As the Government's solicitation release date was 7 Feb 2025 with an identified response date of 13 Mar 2025, would the Government be amendable to the respondent PPQ return date of 13 Mar 2025?

Answer: See Amendment 0001. Revised Atch 4 to update the PPQ due date to 5 March 2025.

4. Is it acceptable to propose two (2) different aircraft types, e.g. a Dornier 328 Jet (30 seat regional jet) and a King Air 350 (9 seat twin turboprop)? This will allow us to more closely match capacity to demand and be more cost efficient for the U.S. Navy. If yes, should the pricing schedule (Attch. 3) be completed once using a blended rate or twice creating a separate rate for each aircraft type?

Answer: The Government will not prescribe which aircraft will be used to satisfy the requirements outlined in the PWS. Each technical proposal will be evaluated separately using the criteria found in the solicitation provision 52.212-2(b), Factor 2 – Technical Capability. It is recommended that the format of the contractor’s pricing remains as close to the formatting used in Attachment 3 – Pricing Sheet as possible to ensure an accurate assessment of the price by proposal evaluators.

5. Will the U.S. Navy want to adjust the flight schedule based on demand i.e. cancel or add flights? If so, will payment be based on actual miles flown?

Answer: IAW paragraphs 2.2 through 2.5, changes to the schedule may occur as a result of weather conditions, after-hours flights, and off-line missions with advanced notice provided by the Government.
