This evaluation question includes reference to “reception of cargo by commercial trucks”. However, there is no requirement in the PWS or the SOR for any cargo reception. All work performed is on board the vessel only. Can you please clarify this requirement?
31-Jan-22 Attachment 3, Technical Worksheet, Question 1a. Has been updated to accurately reflect the requirement.
YES
26-Jan-22 Atch 2 SOR Extra Labor, Detention and Shift Differentials The Extra Labor, Detention and Shift Differentials line items in the SOR require the offeror to price all shifts at one rate. Each shift has different costs. If the offeror is required to price all shifts at the same rate and there is no indication of how many shifts are required for first, second, third or fourth shifts, then the offeror must assume the shift at the highest rate is required. This will add unnecessary cost to the government. We suggest the SOR is updated to break out each of these categories for each shift for each day (Work Day, Saturday, Sunday-Holiday, Pre-Fest day).
31-Jan-22 Attachment 2, Schedule of Rates has been updated accordingly. YES
