CSS RFP Q&As
| Q# | Q&A Round | Topic | RFP Document & Para | Question | Answer |
3 | PWS 2.0 Service Delivery Summary (SDS) | Table | Response rate frequency is monthly and the threshold is set at => 40%. Per Section 1.6 Reports: “Customers have up to one year to complete surveys.” How will the government score/measure response rates (per surveys sent or per surveys sent per stage) on a monthly basis when the final response rate for surveys sent in the first month can’t be fully computed until the 1-year response window closes? Will the response window be shortened? Will the COR/KO consider the final response rate for the year (preceeding 12 months) in CPAR only to the extent the survey response window has completely closed? | Reference Q & A #36.
3 | Volume IV - Price | RFP and Atch 2 - Pricing Sheet | The RFP doesn’t permit changes to the Pricing Sheet, however, it is unclear whether the pricing sheet is the only submission the Government is expecting in Volume IV. Will the government clarify whether offerors are able to add more content to Volume IV – Price (i.e., consulting or engineering services) or whether the “Unit Price” must be a fully-burdened per survey amount that accounts for all services, software, etc.? | Offerors are to input rates for each CLIN in Attachment 2 (column D). These are FFP unit prices and should be fully-burdened inclusive of all services required by the contract.
3 | Projected Totals and Survey Quantities | Appendix 1 and Atch 2 - Pricing Sheet | Base Year in Appendix 1 – Projected Totals is only 8 Months (Feb-Sep) but in the Pricing Sheet it is 12 months (Dec 20 – Nov 21) and the Projected Totals for TO 0001 estimate the totals using 9 months (Mar – Sep 21). Will the government confirm that the BY is a 12 month POP beginning Dec 20? Also, please confirm that the pricing sheet is incorrect for the Base Period (i.e., while 12 months in duration, it is really only 9 months of surveys—Mar-Sep 21) to account for the first 90 days Ramp-up (System Integrations and Tool Set-up)? | The Pricing Sheet (Attachment 2) date ranges represent the IDIQ contract Period of Performance (PoP). The Government will issue Task Orders from the IDIQ to order specific performance. Attachment 8 depicts performance to be executed via Task Order 0001, which will be issued subsequent the IDIQ.
3 | CLIN 0005 Systems Integration / Interfacing | Atch 2 - Pricing Sheet | The NOTE specifies that “Systems Integration/Interfacing will be ordered a maximum of three (3) times throughout the life of the contract.” In contrast, the Pricing Sheet includes a carve out for CLIN 005 across Base Period (1) and all Option Periods (4)—Total of 5 years—with ‘3’ as the specified quantity in each period. Will the government please confirm that offerors should add pricing for CLIN 0005 in each of the 5 years even though it will only be ordered a maximum of 3 times? While this will inflate the TEP in the two years that the government doesn’t order Systems Integration/Interfacing, it is what is being requested as the government doesn’t know at this point in which years it will order. | Reference Q & A #45.
3 | CLIN 0005 | Atch 2 - Pricing Sheet | Not all API’s are created equal from a LOE/Cost perspective. The cost of System Integration/Interface Development using API/ REST services varies by the system it is being created to interface with and the data that must be exchanged. Will the government provide additional details on the other Systems that the solution may interface with and what the requirements of that interface are? Else, will the government accept a binding statement in the Volume IV that specifies the assumptions/constraints that the estimate for additional Systems Integration/Interfacing are based. | See additional details in Attachment 4
3 | Development of Surveys by line of business and phase | PWS 1.7.1 | Will the government clarify what is meant by the statement: “The survey question bank shall be validated using the manual triggering process and online / downloadable reports." Further, does the government intend to perform analysis on survey data in the new Survey Tool or in IGC or both? | PWS 1.7 specifies the ramp-up period of 90-days for the contractor to test their manual triggering process including sending survey questions, reports, etc as outlined in their transition plan. The Government will perform analysis in IGC.
3 | Systems Integration | PWS 1.3 | This section references triggers being sent via API from MilMove and DPS, but not IGC. In contrast, IGC is listed on Appendix 4-Triggering Systems as a System providing triggers. Will the government clarify whether IGC provides Survey Triggers (input to Survey Tool) or just receives data related to reports (output from Survey Tool)? | Triggers will come from DPS and MilMove. IGC is the data warehouse where the contractor will send survey data and reports via DAAS
3 | IT System | PWS 1.7.2 | This section requires that “System testing for this capability will be available at the start of ramp-up.” At the start of ramp-up there will be nothing to test. Will the government clarify what is meant by this requirement? | The 90-day ramp-up period will be used for building API/Web Service and for the contractor to test their IT system with DPS and Milmove for the purposes of receiving triggers and sending reports to IGC via DAAS
3 | Billing/Payment | RFP | Since the Pricing Sheet is based on a “per survey” price, how does the government intend to pay the awarded offeror when Task Orders are issued and surveys are sent? Will it be a monthly bill submitted by the offeror based on actual # of surveys sent with NET 30 or 45 day payment terms? Or will the government use the survey report transmitted to IGC of surveys sent as specified in PWS 1.6 Reports and 2.0 Service Delivery Summary (SDS)? Will the government provide for an up-front licensing cost for use of the software/survey tool as part of this agreement, or is it strictly by the survey based on actual monthly volume? How will the first 90 Days (Ramp-up) be billed/paid when no surveys will be sent until the beginning of Month 4? | Monthly invoices will be submitted and paid via Wide Area Work Flow (WAWF), Net 30 payment terms based on actual number of surveys sent. Ramp-up performance includes systems integration/interfacing which shall be priced and paid in accordance with Attachment 2.
3 | CSS vs. GPC | Appendix 1 - Projected Totals | The RFP states that “Task orders may be issued under this IDIQ contract for any of the DP3 programs”, which includes Defense Personal Property System (DPS), in the future to be replaced by Global Household Goods Contract (GHC), stores Non-Temporary Storage (NTS) for 30,000 shipments and ships 68,000 privately-owned vehicles (POV) under the Government Privately-Owned Vehicles Contract (GPC). All are included in the overall DP3 program. In contrast, the Projected Totals only include numbers for CSS and GPC. Will the government confirm that DPS/GHC and NTS number are included with the CSS totals in Appendix 1-Projected Totals and that both are included in the CSS numbers in Atch 2-Pricing Sheet spread across the stages that actually apply (i.e., GPC only applies in up to 3 stages)? | Appendix 1 includes all programs encompassed in DP3.
3 | N/A | Atch 2 - Pricing Sheet | Would the government consider a Task Order for Survey Software licensing at the beginning of each year (Base and all exercised options) to cover the annual, up-front cost that is typical of software vendors in this space. Most vendors require an annual license (even if subscription/ SaaS-based) fee for the use of their product. This investment is considerable and may make the best solution for the Government cost-prohibitive for a small business to bid.. | At this time the requirement will remain unchanged. Offerors' pricing should be inclusive of all services required.
3 | 1.1.1 | PWS | PWS indicates that "Survey shall indicate if the customer was counseled by a contractor or government representative." Will the Government provide this information for each customer, or must the contractor include a survey question in CSS Stage 1 that requests this information? | PWS 1.1.1 states the survey shall indicate if the customer was counseled by a contractor or government and will be provided by the Government.
3 | 3.4 | PWS - Government Furnished Property/Information | If the customer starts in one location (say Stage 2) then begins traveling, should the contractor continue to contact the customer (say, for reminders) based on the original location time zone to abide by the 0800-1800 requirement? Note that travel overseas could result in large changes in time zone. | Survey questions for Pre-Move Services and Physical Move Services will be based on the origin time zone until there is an indication that customer has arrived at destination. Survey questions for Post Move Services and Claims Services will be based on destination time zone
3 | 3.4 | PWS - Government Furnished Property/Information | Please expain the rationale behind the 0800-1800 and no weekend contact restriction. Assuming customers are contacted via email and text (no phone calls), the contact should have little or no impact of disturbing the customer regardless of the time sent. | Requirement remains unchanged.
3 | 1.7.1 | 1.7.1. Development of surveys by line of business and phase. | Please confirm if this scenario is accurate: The government will send customer information to the contractor, to include the line of business (HHG, POV, etc), and the contractor will be required to send the appropriate survey (HHG, POV, etc) based on HHG-type survey questions or POV-type survey questions form a bank of questions. | Yes, this is correct.
3 | Do offeror's proposed solutions need to match the provided templates exactly, or are offerors able to provide solutions that will provide TRANSCOM the same information in a different format that's been shown to increase response rates and make the data easier to digest? | Proposed solutions do not need to match the provided templates exactly. The Government is seeking solutions that will maximize response rates. | |
3 | Is there an incumbent for this requirement? If not, how is the Government currently gathering this data? | Reference Q & A #58. There is no incumbant. The Government currently handles surveys in-house. | |
3 | General Information; Volume III - Past Performance | RFP | Would the Government consider modifying these instructions to allow offerors to submit four Atch+5+PAST+PERFORMANCE+SURVEY-1 from clients and declare one reference and “alternate” on their Atch+4+PP+Reference+Submission+Sheet-2 submissions which would not be evaluated if three other references were provided? Given the coordination required submission of questionnaires, and the business of the time of year, this will help ensure offerors are able to provide three strong references without requiring the Government to review additional material. | Requirement remains unchanged.
3 | Paragraph a | RFP | Can we assume the API we must expose for the survey triggers can be RESTful (JSON over HTTPS) interfaces? This relates to the initial part of the workflow, ie. Transcom sends us a notification to start the surveying workflow. They send a person’s name, ID, email, etc to us programmatically, so we can kick off our emails to the government employee to capture feedback on their move experience. | If that is your proposed technical approach.
3 | 1.6 | Atch 1 IDIQ PWS | As we understand it, Transcom would like for us to send them feedback data (in csv format) every 12 hours so it can be registered into IGC. Similarly, can we assume that IGC has exposed an API for this data to be sent? If so, can you generally describe this API? Is it RESTful (stateless), and what are the payload formats/protocols involved (perhaps JSON over HTTPS)? Also, is there authentication wrapping the API? What are the authentication details? | Reference Q & A #100. It will go thru the GEX. CSS would be going through DAAS rather than directly to IGC to send data and the interface with them is through SFTP.
3 | 1.1 and 2.0 | Atch 1 IDIQ PWS | Are offerors required to submit Appendix 5 with their response or is this simply meant to be a pre-submission internal check to help offerors confirm they're able to meet the Government's requirements? | Appendix 5 submission is only required by the contract awardee IAW PWS para 5.
3 | 1.1.1 | Atch 1 IDIQ PWS | Given the fact that this engagement is central to TRANSCOM's ability to meet its mission, would TRANSCOM consider adding a presentation component to its evaluation process so that offerors can further demonstrate their capabilities and approach in an interactive setting to allow stakeholders to further explore proposed solutions? This would enable the Government to "pressure test" solutions before award. | The requirement remains unchanged at this time.
3 | N/A | Appendix 2 | Can the Government please provide its DoD SAFE request code? | Further DoD SAFE submission instructions has been amended into the RFP provision 52.212-1, Instructions.
3 | All | Appendix 2 | Can the Government please provide some examples of the types of analysis it requires? Would it be possible for it to provide examples of previous reports? | The type of analysis is listed in PWS Paragraph 1.6
3 | N/A | Appendix 3 | How often does TRANSCOM anticipate changing survey questions? | As stated in PWS 1.1, As DP3 evolves, there may be a need to revise the customer satisfaction survey questions within the scope of this contract. The Contractor will work with the Government to develop new and/or revise existing survey questions when the need arises.
3 | N/A | Appendix 3 | TRANSCOM states that the performance threshold for Customer Satisfaction Surveys is "98% of all surveys are sent within 24 hours of receiving trigger," however; in section 1.1, it states "Surveys are not to be sent on weekends or holidays." Can the Government please confirm that the threshold is only 24 hours when the next day is a business day? | PWS states, surveys are not to be sent on weekends or holidays. within 24 hours excludes holidays and weekends.
3 | 1 | Appendix 5 | TRANSCOM states that, "The survey shall include a block for additional free-text comments with no less than 3,000 characters" can the Government please confirm that it does not expect survey respondents to type 3,000 characters in every response? | The Government has no expectation of respondents' level of free text utilization.
3 | Submission/DoD SAFE | RFP General Information; Pg. 56, Para. 1 | The proposal submission website (https://safe.apps.mil/) requires a recipient code. Can the Government share the code? | Reference Q & A #154.
3 | Pricing | FRP Volume IV - Price; Pg. 59, para. 1 | In addition to submitting Attachment 2, does the Government also request offerors submit the SF 1449 Continuation Sheets (pages 3-17 of the RFP)? | Offerors are only required to fill in prices in Attachment 2, Pricing Sheet.
3 | Pricing Sheet | Atch 2. Pricing Sheet, Cell B1 | Will the government allow offerors to propose a unit price that is a non-integer number? For example, can the unit price be $1.2345 or $0.1234? If yes, can the Government provide an updated Atch 2 - Pricing Sheet that allows offerors to show more than two decimal places? If no, can the Government relax the following RFP requirement/request (RFP page 59)? "Efforts should be made to ensure totals are divisible by the number of months in the base year and all option periods to allow for equal monthly payments." | Unit prices shall remain two (2) decimal places. The requirement calling for efforts to be made to ensure totals are divisible by the number of months will be amended out of the RFP.
3 | Survey Questions | PWS 1.1; Pg. 2, para. 3-6 | Can the Government please confirm or correct our understanding of this requirement: The survey shall include a block for free text comments. The block shall allow for comments to be at least 3,000 characters. The upper limit of the text block is up to the Contractor, as long as it is greater than 3,000 characters. | Correct; text block shall allow for a minimum of 3,000 characters.
3 | Past Pefromance | RFP Evaluation process, Factor 3; Pg. 63, para. 2 | Can the Government please confirm or correct our understanding of the evaluation methodology for past performance: Each past performance effort is reviewed to determine if it is 1) relevant and 2) current. If it is determined not relevant or not current, then that specific past performance reference is not evaluated to receive an "acceptable"/"not acceptable" rating. If the offeror submits multiple efforts and one is determined not relevant or not current, but other efforts are considered relevant and current, the evaluation will be based on those relevant/current efforts alone. | In accordance with provision 52.212-2, Evaluation, "any past performance effort deemed not current OR not relevant will not be utilized in the Government’s past performance evaluation." This will not affect other submissions deemed relevant and current.
3 | Customer Satisfaction Survey | RFP Submission requirements, Volume II - Technical Approach; Pg. 58, para. 2 / Round 1 Answer to Question #58 | What response rate does the Government receive for DPS surveys of stages 2 and 3? | Required response rates are outlined in the PWS para 2.0, SDS table.
3 | Customer Satisfaction Survey | PWS 1.1; Pg. 2, para. 1 | Can incentives be offered for participation? If so, what are the limits? | Reference Q & A #131. Incentives are not authorized under this contract.
3 | System Integration | PWS 1.3; Pg. 3, para. 1 | What is the expected delay between service being provided and a trigger being sent? | Once the service is marked complete in DPS or MilMove a trigger will be sent. The within 24 hour requirement for the CSS contractor to send a survey will not start until the trigger is sent by either DPS or MilMove.
Q&A #1 | Adding to question 7, is any contact mode required (i.e., email required, but cell number is optional), or are all contact methods optional to the customer? | All contact methods should be included in proposal and be optional to the customer. | |
Will the CSS provider have the ability to contact the TSP/Contractor for additional contact options for the customer if needed? | No. The Government will provide the customer contact information to the CSS contractor . | ||
Can the CSS provider take verbal surveys if the customer wishes? | All contact methods should be included in proposal and be optional to the customer. | ||
Given that the QA is being provided in the final ten days prior to the RFP due date, is there a possibility that the bid period will be extended? | Should the Government determine an extension is required, it will be executed via beta.SAM.gov. | ||
RFP pg 59 | RFP page 59 notes that the total pricing should be divisible by the number of months in the base year and all option periods to allow for equal monthly payments: 1) Please confirm that the number of months in the base year is 12, and 2) WAWF payment instructions starting on page 41, section f (1) does not provide instruction for fixed price line items, or applicable invoice and receive report examples. Please clarify how payment requests are to be made by the award winner. | That requirement has been amended out of the RFP; pricing does not need to be divisible by the number of months. WAWF will be utilized for invoicing, instructions will be outlined when Task Orders are issued. | |
Please confirm that payment requests by the contractor are made on the basis of 1/12th of the annual contract value, and not based on a the number of survey requests in a particular period. | Please refer to Q & A #171. Contractors shall invoice based on the number of surveys sent. | ||
If the actual shipment volume in a particular performance period is higher/lower than projected in the RFP does that have any effect the value of the contract? | The Government will issue Task Orders ordering a specific number and types of surveys. Contractor shall invoice based on the number of surveys sent. If the Government requires more surveys than ordered in a Task Order, a modification will be issued increasing the number of surveys required. | ||
IDIQ PWS Section 1.4 | First paragraph in Section 1.4 | This paragraph states that "The contractor shall transfer all CSS data and metadata to a Government Data Warehouse (currently IGC via the Global Exchange or GeX, subject to change over time). New and updated CSS data and metadata shall be transferred no less than every 12 hours into the Government’s data warehouse." Is it required that similar/same comments BE GROUPED and sent every 12 hours into the Government's data warehouse? | Trend anlysis of free-text comments should be grouped in the monthly report. |
IDIQ PWS Section 1.6 | Point #4 in Section 1.6 | Point #4 in Section 1.6 states that reports may include "Trend analysis of all free text comments. (similar/same comments should be grouped in the analysis)." At what frequency would trend analysis of all free text comments be required? | Monthly reports should include trend analysis on the free text comments. This analysis will be on the previous month's results. For instance: June report would include analysis of May's surveys and free text comments analysis. |
IDIQ PWS Section 1.6 | Point #4 in Section 1.6 | Point #4 in Section 1.6 states that reports may include "Trend analysis of all free text comments. (similar/same comments should be grouped in the analysis)." How much time would the vendor get from the time the free text comments are collected to the time the analysis should be submitted to USTRANSCOM? | Reference Q & A #175 |
Round 1 Answer to Question #58 / Round 2 Answer to Question #111 | Customer Satisfaction Survey | The Government indicated in its response to an earlier question that DPS currently surveys customers for stages 2 and 3 and that responses are either submitted by logging into DPS or via phone call. 1) How are customers invited to complete these surveys? 2) Does every customer receive an invitation or only a sample? 3) What are the response rates for these methods? 4) How many survey phone calls does the Government conduct annually and what is the typical response rate, i.e., completed surveys out of total attempted phone surveys?
The scope of this PWS is different than the way we collect survey information today. Reference Q & A #17
PWS 1.6 Pg.4 #1 | Reporting | Can the Government please define "a response rate for surveys returned" including the methodology used to calculate response rate? To clarify, supposing the response rate for any stage's survey is the number of completed survey responses divided by total customers, does the denominator include customers who never receive the survey invitation? For example, what if a survey invitation sent via email is blocked by the customer's spam filter, or, if called, the respondent's phone number is invalid or they never answer the phone? | IAW PWS 1.6 The number of surveys sent and number of surveys returned. Response rate must capture 1.6, and must account for completed responses, normalized to appropriate trigger date of each phase survey divided by total number for all phase and time period. If the contact info is wrong it will count towards survey sent, but not survey completed. |
PWS 1.3 Pg. 3 "Customer" row of "Triggers" table | Triggers | The table in section 1.3 provides two emails for a single customer. 1) Are triggers going to provide contact information for more than one person per trigger? 2) If so, should both identified individuals be contracted for the CSS? 3) Will this be considered as one response when calculating response rate? | Triggers will include a primary POC and alternate contact information per customer. Only one individual will respond to the survey, therefore it will count as one one response in calcualting the response rate. |
PWS 1.6 Pg.4 para. 1 | Reporting | The Government expressed a preference for JSON formatted survey responses. What is the preferred format for monthly reports containing response rates, scores, and trend analysis (Word, Excel, XML, JSON, etc.)? | PWS Paragraph 1.6 states "Report shall be submitted in a mutually agreed upon format with the Government". |
RFP General Information; Pg. 56, Para. 4 | Formatting | Do the formatting requirements in this section also apply to text within tables, images and graphics? | Times New Roman 12 point font shall be used except for figures, tables, and diagrams where smaller is acceptable as long as it is readable. The exception to Times New Roman 12 point font extends to text within images and graphics as well. |
PWS 1.6 Pg.4 para. 1 | Reporting | Can the government provide its definition for a completed survey? Will responses that omit a free-text response be considered incomplete? | A completed survey is a survey with all questions answered. A completed survey does not have to include free-text comments completed. |
Round 1 Answer to Question #58 / Round 2 Answer to Question #111 | Customer Satisfaction Survey | The Government indicated in its response to an earlier question that DPS currently surveys customers for stages 2 and 3 and that responses are either submitted by (1) logging into DPS or (2) via phone call. Were these calls conducted by interviewers or interactive voice response? | The Service Response Center (SRC) contractor completes phone calls for customers who have not responded to stages 2 and 3. |
RFP Submission requirements, Volume II - Technical Approach; Pg. 58, para. 2 | Customer Satisfaction Survey | How did the government determine its requirement for a 40% response rate? From what experience or source? | The 40% requirement is based on historical information and various forms of market research. |
RFP Submission requirements, Volume II - Technical Approach; Pg. 58, para. 2 | Customer Satisfaction Survey | Why does the government require a 40% response rate? What goal drives this requirement? | Reference Q & A #184. The Government is seeking a maximum response rate. |
Atch 8. / Q&A #124 | Expected Quanities | By this statement, is the government assuring that under the first task order in the base year period, exactly 191,006 of CLIN 0001 will be ordered, 291,360 of CLIN 0002, 251,949 or CLIN 0003, and 47,167 of CLIN 0004. Even though this is lower than the maximum allowances for these CLINs? | The quantities outlined in Attachment 8 will be awarded via Task Order 0001. Triggers will initiate specific surveys to be sent. The awardee will invoice for the actual number of surveys sent per month, which shall not exceed the number awarded via Task Order. |
Atch 8. / Q&A #124 | Expected Quanities | 18 | The Government anticipates up to four (4) option periods in Task Order 0001 with similar numbers of annual surveys required during each. Option periods are executed solely at the Government's discretion. |
| THE FOLLOWING PREVIOUS ANSWERS HAVE BEEN UPDATED | |||||
1 | Attachment 3/PWS - Systems Integration | 1.3, Pg 3 | Does the “Government’s Data Warehouse” and “Government IT System” icon in the Attachment 3 equate to the same system (s) interface that the contractor will be sending reports and transferring data or are there two different system/interfaces that must be developed during the ramp up period? The last requirement in the references seems to infer there are two separate systems that need to be interfaced. If so, please update the drawing in attachment 3 and text in this section to ensure the offerors understanding of Government’s requirements/current infrastructure are clear. 2) Does the Government’s IT System/Data Warehouse (IGC) reside on NIPRNET or set outside the Government’s NIPR firewalls so data can be more easily accessed by commercial contractors/move vendors in both directions? If the Government systems are on NIPRNET, will the Government provide the necessary Government email address/CAC/security protocols/APIs for the data interface to work in both directions? | PREVIOUS ANSWER: There are 3 interfaces required. 2 separate interfaces with MilMove and DPS for the purpose of receiving triggers and 1 interface with IGC, where completed surveys and reports will be sent. Appendix 3 shows step 1 as interface with DPS and MilMove and step 4 shows data being transferred to IGC as another interface point. UPDATED ANSWER: See Appendix 4 as amended for clarification of requirement.
1 | RFP - Instructions to Offerors, Vol III, Past Performance; Attachment 2 Note | Pg 59 | The note in attachment 2 states that Systems Integration/Interfacing will be ordered a maximum of three times throughout the life of the contract yet the spreadsheet reflects that offerors should price 3 times for the base year and each option year, totaling 15. Please clarify? | PREVIOUS ANSWER: The interface clin may be orderd at any time during the IDIQ period of performance depending on the timing the interface is ordered. For instance, if the Government orders an interface via task order in the base year, the base year price will be paid. If the Government oders the interface in option year 1, option year one price would be paid and so forth. UPDATED ANSWER: See amendment 0002 for change to CLIN structure.
