Pre-solicitation notice of for Worldwide Airlift Services Program – 135 (WASP – 135) Federal Aviation Regulation Part 135 Airlift Charter Services.
Description:
This is a presolicitation notice for U.S. Transportation Command’s (USTRANSCOM) upcoming requirement to acquire a wide variety of airlift services, procured under the United States Transportation Command’s (USTRANSCOM) acquisition authority and Department of Defense (DoD) Directive 5158.4. The requirement is for Federal Aviation Regulation Part 135 services including Rotary Wing and Fixed Wing aircraft types in support of common user and dedicated airlift needs to/from various locations throughout the world. Operations (at both military and commercial airfields) could include passengers or cargo (or combination thereof), medical evacuation, Short-Take-Off and Landing (STOL) Jet requirements, sling-load cargo operations and delivery of class I-X supplies and U.S. Mail. Contractors shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform air charter transportation for global passenger and cargo movements.

Place of Performance:
Performance of services shall take place anywhere throughout the world as specified in the individual solicitation or task order.
Set-aside Status:
No small business Set-Aside utilized. The Government intends to award multiple-award IDIQ contracts with a performance period with a one-year base and four one-year options, with an optional six-month extension, commencing on 1 May 2019.
USTRANSCOM is not seeking or accepting unsolicited proposals for this requirement. This notice should not be construed as a commitment of any type by the Government to take or not take any action. Please note USTRANSCOM will not be responsible for any costs incurred by any entity which provides and/or attempts to provide information in response to this synopsis.
