Performance Work Statement
Our PWS outlines both general terms and conditions, and a menu of FAR Part 135 airlift service requirements the government intends to utilize under this IDIQ contract. The government acknowledges the diverse and flexible capabilities offered by commercial FAR Part 135 carriers to meet future global requirements. It is understood, not all carriers will be capable of providing all (or combination of) services listed herein. Therefore, we have designed the PWS to flow as follows:
PWS Sections 1-5
Section 1: General Requirements; applicable to all subsequent Task Orders (TOs);
General requirements are comparable with previous work orders. Paragraph 1.17.3 outlines an updated Operational Readiness requirement.

Section 2: Service Delivery Summary Performance measurements may be tailored at the TO level to meet specific mission goals and characteristics.
General SDS provided in Para 2.1, 2.2 and 2.3 Section 3: Government Furnished Property & Services GFP/GFS identified does not represent an all-inclusive list; the Government reserves the right to provide none, some, or all GFP (or additional GFP items as required) When available, the Government will specify what GFP/GFS will be provided at the TO level.
Section 4: Catalog of Airlift Services Applicability: The following list is a menu of pre-identified services from which the requirement owner may select (any or combination of), and tailor at the TO level to meet specific mission goals or characteristics.

The RFP consists of:

ELECTRONIC PROPOSAL SUBMISSION
Deadline for proposal submission is 3:00 p.m. CST, 11 March 2019
Proposals must be submitted via ARL Secure Access File Exchange (SAFE) https://safe.arl.army.mil
To electronically upload documents, you must follow the following steps to request an electronic drop off link no later than three (3) business days prior to proposal submission date.
ELECTRONIC PROPOSAL SUBMISSION
Step 1 - Submit request for electronic drop off (upload) WASP-135 Organizational Mailbox at transcom.scott.tcaq.mbx.wasp-135@mail.mil Step 2 - Include name, phone number and email address of the person responsible for uploading the documents for your company.
Step 3 - 24 hours after your request you will receive an auto-generated email from safe-support@arl.army.mil Step 4 - Click on link in email to electronic drop-off(upload) your proposal documents IMPORTANT! - Request for electronic drop off must be made no later than three (3) business days prior to proposal due date.
PROPOSALS
The Government intends to award without discussions, therefore all offerors are highly encouraged to submit their best proposal in response to this RFP.
Proposals shall consist of:
Technical Capability Business Proposal

Technical Capability Certification Documentation U.S. Flag Carriers
1. Copies of any supplemental type certificates shall be provided for applicable proposed aircraft.
2. Federal Aviation Administration (FAA) certificates are not required to be submitted. The Government will retrieve directly from the FAA automated systems.
Technical Capability (Continued) Certification Documentation (Continued) Non-U.S. Flag Air Carriers (only) shall provide CAA certifications for any services offered in response to this solicitation. In addition, provide:
1. CAA equivalent information to the Federal Aviation Administration Flight Standards District Office (FSDO) location.
2. CAA equivalent to the FSDO Manager. Provide title, phone #, and E-Mail Address.
3. CAA equivalent to Aviation Safety Inspector (ASI). Provide title, phone #, and E-Mail Address.
4. CAA equivalent to Principal Maintenance Inspector (PMI). Provide title, phone #, and E-Mail Address.
5. CAA equivalent to Principal Operations Inspector (POI). Provide title, phone #, and E-Mail Address.

Business Proposal (Continued) Organizational Conflict of Interest IAW FAR Part 9.5 DD Form 254 Facilities Clearance (if applicable) Small Business Subcontracting Plan (U.S. Flag, Large Businesses Only) Submit One of the following (as applicable) A statement the offeror and aircraft are currently Commercial Airlift Review Board (CARB) approved Or If not currently CARB approved, offeror shall submit an AMC Form 207, DoD Statement of Intent, found at http://www.amc.af.mil/home/AMC-Commercial-Services.
ELIGIBILITY REQUIREMENTS
To Receive Award Offeror Must:
Be deemed responsible IAW FAR Part 9 Conform to the requirements of the solicitation Be DoD Approved pursuant to 32 CFR 861 Be the entity operating the aircraft under this contract, unless subcontracting is required by international agreement Represent Best Value to the Government
EVALUATION RATING
Acceptable Proposal meets the requirements of the solicitation Unacceptable Proposal does not meet the requirements of the solicitation
EVALUATION CRITERIA
To be rated Acceptable, the following shall be met:
Factor 1: Technical Capability (to be rated acceptable) Technical Subfactor 1: FAA/CAA Certification Documentation is current and complete demonstrating compliance with the equivalent FAR Part 135 Certificate requirements Technical Subfactor 2: Offerors responses in Attachment 2 “Air Carrier Operations” and corresponding flight logs must be complete and accurate to demonstrate 12 months continuous equivalent service for international and/or domestic services At least one mission performed in Winter, Mountainous and/or Remote environments at any point during immediate preceding 12 months from date of offer
Factor 1: Technical Capability (to be rated acceptable) Technical Subfactor 3: Documentation for aircraft proposed in Attachment 3 “Aircraft Identification Table” with corresponding performance data/charts, to include Supplemental Type Certificates, must be complete, accurate and consistent with PAR Part 135 or CAA equivalent certifications.
Technical Subfactor 4: Responses to Attachment 4 “Catalog of Services Offered” must meet PWS requirements for services offered.
Factor 2: Business Proposal (to be rated acceptable) The following items must be complete, accurate and submitted IAW Section L-3 Part II of the solicitation Cover Letter Solicitation/Contract Form Amendment Acknowledgement (if any) On-line Reps and Certs Company/Division Address, DUNS Number and CAGE Code Organizational Conflict of Interest DD Form 254 (if applicable) Statement of Current CARB approval or submittal of AMC Form 207, DoD Statement of Intent
