REQUEST FOR INFORMATION (RFI)

1. Purpose

This RFI is being issued for informational and planning purposes. Information gathered under this RFI will be used as market research. This means that information provided will be used exclusively within USTRANSCOM to facilitate decision making and will only be disclosed to the stakeholders of the requirement.

This announcement is not a Request for Proposal (RFP) or solicitation of any kind.

USTRANSCOM is not seeking or accepting unsolicited proposals for this requirement. This notice should not be construed as a commitment of any type by the Government to take or not take any action. Please note USTRANSCOM will not be responsible for any costs incurred by any entity which provides and/or attempts to provide information in response to this RFI.

2. Background and Description

The requirement will be a follow-on to the current full plane passenger charter contract in support of the Atlantic Undersea Test and Evaluation Center (AUTEC). The current requirement will expire 30 September 2018, unless an extension of services is awarded, and the estimated award date of the new requirement will be 1 October 2018. The Government is seeking information from interested carriers to assist in further defining the requirements for the follow-on contract. Please see attached DRAFT PWS for details. The final RFP for the AUTEC passenger requirement will be issued after responses to this RFI are reviewed.

During FY19 only, the Government will provide a hangar facility at KPBI. The current passenger terminal is also co-located at this facility. Beginning in FY20, the Government will no longer provide the hangar at KPBI, and a new passenger terminal location will be identified by the Government. The contractor will be responsible for housing its own aircraft beginning 1 October 2019.

Given the requirement will change between FY19 and FY20, the Government intends to issue a one-year requirement for FY19 (October 2018—September 2019), and a separate requirement beginning in FY20 (October 2019) with one-year option periods potentially running through FY23 (September 2023).

The North American Industry Classification System (NAICS) code for this requirement is anticipated to be NAICS 481211, Nonscheduled Chartered Passenger Air Transportation.

The acquisition strategy of this requirement has yet to be determined.

3. White Paper

Interested parties are requested to submit responses to the following information in the format outlined below. Responses should be concise (no more than 4 pages) and address only the information requested below. Again, this information will support market research activities for the AUTEC passenger requirement.

E. Industry Input: Please provide responses which specifically address the questions in the subparagraphs below. USTRANSCOM is not asking for disclosure of specific or detailed innovative solutions.

1) Please provide a description of your ability to perform the air transportation services in the attached Draft PWS, paragraph 1.2.

2) Does or will your company have access to an aircraft hangar in the vicinity of KPBI?

3) Please provide any feedback regarding the PWS language attached to this RFI.

4) Have you performed similar services within the United States Department of Defense

(DoD)? Please explain.

5) Please provide additional information that may be useful to develop this acquisition, including performance of similar services outside of the DoD.
