DRAFT FY19 PERFORMANCE WORK STATEMENT (PWS)
AIR TRANSPORTATION SERVICES
WEST PALM BEACH FL (KPBI)—ANDROS TOWN BAHAMAS (MYAF)
1. DESCRIPTION OF SERVICES.
1.1. SCOPE. Except as otherwise stated in this contract, the contractor shall provide all personnel, equipment, tools, materials, supervision, insurance, permits, and other items and services necessary to perform air transportation services for passenger movement between West Palm Beach International Airport, FL (KPBI), and Andros Town International Airport, Bahamas (MYAF), in accordance with the PWS and daily schedule, to include eight (8) round trips weekly between KPBI and MYAF (See 2.1.). Additional missions between these locations may be scheduled by mutual agreement during weekends and holidays and at midday during the week (See 2.2.2. and 2.2.3.).
1.2. AIRCRAFT. The contractor shall provide air transportation capable of moving at least 12 passengers and baggage in 1.25 hours or less between KPBI and MYAF. In accordance with the Domestic Charter Airlift Services contract PWS, paragraph 2. k. (5), the aircraft Auxiliary Power Unit (APU) shall be used to provide power and air-conditioning on aircraft so equipped. All passenger aircraft shall have a fully functioning APU for locations without external air conditioning support, unless prior permission from the CO is approved. In accordance with the general passenger requirements of the Domestic Charter Airlift Services contract PWS, paragraph 2.2, the contractor shall provide for passenger service that shall be the same level afforded coach class passengers, commensurate with customs, practices, and rules of the particular airport and carrier. The carrier shall provide safe, clean, comfortable aircraft and passenger services in compliance with FAA regulations and commercial standards. Andros Town International Airport has a runway length of 4,362 feet and should be considered suitable for daylight operations only. For planning purposes, the average weight load factor for each passenger is 230 pounds, including baggage.
2. SCHEDULE. The contractor shall perform between eight (8) and twelve (12) round-trips per week, normally Monday through Friday, moving approximately 165 passengers each week. For calculation purposes the flight time each way is approximately 50 minutes, and ground time at each location is typically 60 minutes. The contractor shall position the aircraft for boarding 30 minutes prior to the scheduled departure time.
2.1. PASSENGER SERVICES: KPBI—MYAF and MYAF—KPBI. The contractor shall transport passengers and baggage from KPBI to MYAF and from MYAF to KPBI. There are usually eight (8) round-trip missions per week between West Palm Beach and Andros Town, as follows:

AM flights depart KPBI at 0815L; return flights depart MYAF at 0945L.
PM flights depart KPBI at 1430L; return flights depart MYAF at 1600L.
Variations to the times of this schedule may be proposed for efficiency or effectiveness but shall not normally reduce the total number of flights per day.
2.2. CHANGES TO REGULAR SCHEDULE.
2.2.1. WEATHER DELAYS. During periods of inclement weather, the regularly scheduled flights may be delayed, but the passenger airlift requirements must still be met as soon as practical and safe operations can resume.
2.2.2. WEEKENDS AND HOLIDAYS. Flight schedules are subject to change during federal holidays and the holiday seasons and will be adjusted to meet the Government’s requirements. The Government will provide the contractor no less than seven days’ notice before holiday flight schedule changes. Flights on holidays will not result in additional per mileage cost to the Government. Weekend service may be required for flights between West Palm Beach, FL, and Andros Town International Airport. For example, a mission may be scheduled for Friday with a weather or operational back-up date scheduled for the following Saturday and/or Sunday. Occasional Saturday or Sunday flights may be scheduled with at least five days’ notice. Flights on weekends will not result in additional per mileage cost to the Government.
2.2.3. MIDDAY WEEKDAY FLIGHTS. If the Government requires the addition or cancelation of a midday flight on a weekday, the Government will provide the contractor no less than five days’ notice before the schedule change.
3. GOVERNMENT FURNISHED EQUIPMENT, FACILITIES, AND SERVICES. The Government will identify a passenger terminal location at KPBI with ramp space for passenger boarding and baggage loading. The Contractor will deliver passengers to the same passenger terminal location at KPBI even if the assigned port of entry is located elsewhere. FAA-issued Temporary Flight Restrictions (TFR) may require deviated routing and/or the use departure or arrival gateways. The contractor shall work directly with the Government or Government prime contractor providing passenger manifesting, passenger screening, passenger and baggage weighing, baggage loading/unloading and boarding services at both MYAF and KPBI, to ensure the greatest degree of cooperation and mission success. The Government will provide immigration and customs liaison services at MYAF.
3.1. GOVERNMENT FURNISHED EQUIPMENT. None provided.
3.2. GOVERNMENT SHALL PROVIDE WHEN AVAILABLE. The Government will provide Jet-A fueling services at MYAF via DLA. No other fuel is available at that location.
3.3. GOVERNMENT PERSONNEL. None provided.
4. GENERAL INFORMATION.
4.1. BILLING. Invoices will be submitted through Wide Area Work Flow (WAWF) e-Business Suite/Invoicing, Receipt, Acceptance, and Property Transfer (iRAPT).
The contractor shall bill for actual miles flown. Estimated West Palm Beach FL (KPBI)—Andros Town Bahamas (MYAF) round trip is 396 GCSMs. The contractor may invoice for additional live miles caused by circumstances outside their control, including weather, aborted missions, TFR, and other unexpected events. Initial positioning miles to KPBI and end-of-day depositioning miles from KPBI, including maintenance shuttle miles, are not billable.
4.2 FUEL ECONOMIC PRICE ADJUSTMENT (EPA). Fuel adjustments shall be made in accordance with Special Clause, ECONOMIC PRICE ADJUSTMENT BASED ON ACTUAL COST OF FUEL—AIRLIFT.
ECONOMIC PRICE ADJUSTMENT BASED ON ACTUAL COST OF FUEL – AIRLIFT (CLIN 0002)
In order to protect the contractor and the government from significant market fluctuations in the price of fuel, an adjustment will be made based on actual costs incurred. Adjustments will be made as indicated below for task orders with a period of performance of one month or greater.
(a) Economic price adjustment (EPA) pursuant to this clause is limited to changes in the contractor’s cost for fuel only.
(b) Allowable fuel adjustments will be made upward or downward only if the price of fuel varies by more than one cent per gallon from the following pegged rate for fuel:
FUEL TYPE PEGGED RATE: $2.76
(1) When the average price per gallon paid by the contractor is greater than the established base price indicated above, the government will reimburse the contractor the difference between the price paid and the established base price.
(2) When the average price per gallon paid by the contractor is below the established base price indicated above, the contractor will reimburse the government the difference between the price paid and the established base price. Under these circumstances, the contracting officer will issue a demand letter and funds will be reimbursed as directed.
(a) Required reports for adjustments shall be received no later than 30 days after the month ends. A sample report format labeled, “Monthly Fuel Report Summary” is provided as attachment 1, appendix 7 to the PWS.
(b) The actual average cost per gallon under this EPA clause shall be rounded to four decimal positions (e.g., $2.9308).
(c) For the contracting officer to consider a request for adjustment, the contractor shall submit data that clearly supports the request for adjustment. At a minimum, the contractor shall submit: 1) total mileage flown in performance of the USTRANSCOM contract 2) fuel costs associated with that performance, and 3) associated financial data or receipts, if requested by the Contracting Officer.
(d) Fuel adjustments will be made using the CLIN titled Domestic 135 Fuel EPA Reimbursable Fixed Price w/EPA.
The following steps will be taken to determine the adjustment:
(1) The contractor’s fuel burn rate, established in the List of Aircraft in the contract is multiplied by the total mileage flown in performance of the contract. In the case of a substitute aircraft not listed in the schedule, the lower burn rate of the substitute aircraft or the aircraft normally used in performance of the contract shall be used.
(2) The product is then multiplied by the difference between the average price per gallon paid and the established base price in the contract (also known as the variance).
Example:
Miles flown in support of the USTRANSCOM contract = 23,654 Burn rate for aircraft type (in schedule) = 4.21 gallons per mile Base price of fuel established in the contract = $2.7600 Actual average cost per gallon = $2.9308 EPA Price Variance (Actual average cost less base price of fuel) = $.01708
Calculation:
Miles * Burn Rate * EPA Price Variance = Adjustment 23,654 * 4.21 * $0.1708 = $17,008.83
