FROM: USTRANSCOM TCAQ-CE

SUBJECT: Federal Aviation Regulation (FAR) Part 135 Domestic Airlift Services, Request for Information (RFI)
The United States Transportation Command (USTRANSCOM) Acquisition Directorate (TCAQ) is conducting market research in support of the FAR Part 135 Domestic Airlift Services acquisition. With this acquisition, the Government anticipates contractors shall provide domestic air cargo and passenger charter services on FAR Part 135 approved aircraft. Services include all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform air charter transportation services for both ad hoc and long term (usually more than one year) domestic passenger or cargo movements at both military and commercial airfields. Performance of services shall take place within the Continental United States (CONUS), Alaska, Puerto Rico, Canada, Mexico, the Bahamas, and the US Territories as specified in the individual solicitation or delivery order. The objective of this market research is to determine if charter air transportation services required in supporting the war fighter are customarily available in the commercial market and to determine the most suitable method for acquiring these services. The North American Industry Classification System (NAICS) codes to be used for this procurement are 481211 for Nonscheduled Chartered Passenger Air Transportation and 481212 for Nonscheduled Chartered Freight Air Transportation.
This RFI is a market research tool used to aid in acquisition strategy planning. The government is not obligated to and will not pay for any information received from any sources responding to this synopsis. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. USTRANSCOM will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued.
Please complete the attached questionnaire no later than 5:00 p.m. Central Time, Wednesday, 24 January 2018, and email the file to Mr. Matt Bowen at matthew.r.bowen4.civ@mail.mil. We solicit and appreciate your open and honest responses to the questions contained herein, as they will provide valuable insight and direction in the development of a future solicitation. Note: This survey is for market research purposes only; all responses are confidential.
