SOLICITATION HTC711-18-R-CC02 QUESTIONS AND ANSWERS

Q1. PWS Page 3, Paragraph 2.b. Is contractor expected to provide its list of aircraft upon IDIQ award? There doesn’t seem to be a requirement to add aircraft to any initial list in the proposal preparation instructions.

A1. The contractor is not required to provide its list of aircraft with its proposal in response to the IDIQ solicitation, due 31 July 2018, but must provide verification it is a FAR 135 Certified and CARB approved carrier. The contractor, however, will be required to identify a list of CARB-approved aircraft with tail numbers that it intends to use in response to the task order solicitations.

Q2. PWS Page 3, Paragraph 2.a. Paragraph 2.a. states “Carriers must be DoD approved by Air Mobility Command (AMC), FAR Part 135 certified, and DoD Commercial Airlift Review Board (CARB) approved.”

Please confirm that approval DoD CARB approval and DoD AMC approval are synonymous in this context, and that no DoD approval in addition to CARB approval is required.

A2. “DOD approved” and “CARB approved” are synonymous. There is not an additional approval process other than the CARB approval. AMC will certify the carrier and its list of aircraft as CARB approved, provided the carrier meets the CARB requirements. If the carrier wants to add new aircraft to their list at a later date, those new aircraft must be reviewed and CARB approved before they can be added.

Q3. PWS Page 3, Paragraph 2.b. Please further define the statement “Aircraft, having no similarities to the aircraft on contract shall not be added after award.” How is similarity determined? Is it aircraft type? For example: Light, Medium, Heavy, Super Heavy RW and FW aircraft.

Paragraph 2.b.1. states “Contractors may request the replacement or addition of aircraft at any time.”

A3. The statement in paragraph 2.b.1., “Contractors may request the replacement or addition of aircraft at any time,” is correct and applies to this solicitation. The statement in paragraph 2.b., “Aircraft, having no similarities to the aircraft on contract shall not be added after award,” is being removed from this solicitation as it does not apply. A solicitation amendment will be issued to incorporate this change.

Q4. Pg. 2, Paragraph 3: Request for Information (RFI) for USTRANSCOM Air Transportation Services, West Palm Beach, FL (KPBI)—Andros Town Bahamas (MYAF).

Please confirm the following statement made in Request for Information (RFI) for USTRANSCOM Air Transportation Services, West Palm Beach, FL (KPBI)—Andros Town Bahamas (MYAF):

“This requirement will be 100% Small Business Set-Aside and will be awarded under the Domestic 135 Charter Airlift Solicitation and Resulting IDIQ Contracts (Solicitation HTC711-

18-R-CC02).”

Is there an anticipated Solicitation release date for this task order?

A4. The KPBI-MYAF requirement, along with all other task order solicitations, will be issued to all offerors who submit acceptable proposals in response to the IDIQ Domestic 135 solicitation.

The anticipated release date for the task order solicitations will be the week of 13-17 August 2018.

Q5. Pg. 2 of 90, CLIN 0001-0006. Pg. 24 of 27, 52.212-1, Paragraph 1.b.2.

Please confirm that offerors are not required to submit pricing with this proposal. The Proposal Preparation Instructions make no mention of offerors submitting pricing at this stage, in order to receive IDIQ award.

A5. Yes. Offerors are not required to submit pricing in their offers in response to this IDIQ solicitation. Pricing will be submitted in response to task order solicitations.

Q6. Ref: PWS; Page: 6 of 39; Para: 2.l.(5). Paragraph states “The aircraft APU shall be used to provide power and air-conditioning on aircraft so equipped. All passenger aircraft shall have a fully functioning APU for locations without external air conditioning support.” Light and Medium Turboprop and Jet utility aircraft are not typically equipped with APUs. Additionally, not all FBOs have ground AC units available. The current Domestic Charter IDIQ includes a caveat stating “unless prior permission from the CO was approved.” Will the Govt consider revising the language in the paragraph to allow for exceptions to be granted upon approval of the

CO?

A6. Requirements for APU backup will be defined in task order solicitations.

Q7. Ref: Appendix 5; Page: 34 of 39; Para: 3. Paragraph 3 states, in part, the contractor shall provide a Self-Assessment of its compliance with NIST SP 800-171 and present.

A7. Yes, with due date change. The first sentence of paragraph 3 is updated to show 31 July 2018 in lieu of 2 July 2018: “The contractor shall provide a Self-Assessment of its compliance with NIST SP 800-171 and present a Plan of Action that identifies any deviations, non-compliance, or proposed alternative means of compliance as well as plans for correcting non-compliant requirements to the contracting officer on 31 July 2018 and then annually thereafter.”

A solicitation amendment will be issued to incorporate this change.

Q8. Will submittal of an acceptable business proposal in response to Solicitation # HTC711-18- R-CC02 trigger an internal DoD request for CARB review and approval?

A8. Contractors who submit an acceptable business proposal in response to Solicitation# HTC711-18-R-CC02, but who are not CARB approved, will not receive a contract award but will be endorsed by TCAQ to receive CARB review and approval by AMC. Once the contractor receives CARB approval, then they are eligible for IDIQ contract award and can offer on task order solicitations.
