This document provides a presolicitation notice for the United States Transportation Command's upcoming Global Heavyweight Service contract. The contract will require international commercial heavyweight door-to-door delivery service for the Department of Defense and Cost Reimbursable Contractors for shipments over 300 pounds to locations including Alaska, Hawaii, and Puerto Rico. The Government intends to award multiple Indefinite Delivery Indefinite Quantity contracts to provide service coverage and choice. Questions regarding the Performance Work Statement are due by April 18, 2018.

No, section C shall be completed whether or not the offeror is signing contracts to specific support this requirement.
Will there be a post solicitation meeting; a meeting to go over the solicitation requirements now that it has been released and prior to it closing?
No, we do not plan to have a post solicitation meeting. Questions can be submitted in accordance with instructions provided in the solicitation at 52.212-1 Addendum, Paragrap
(m) on page 26.

Is the transit time measured by calendar days or business days (excluding weekends and Holidays)? Transit time will be calculated by calendar days, excluding weekends and holidays.
Performance for international shipments will be measured against the shipper's required delivery date.

Will the integration between GFM/ATR and CMOS, DSS, and FACTS be completed by the 01APR2019 start up?
No. FACTS go live date for IHAT functionality in ATR is 11 July 2018. CMOS go live i early 2019, presumably before the April timeframe. DSS has expressed no interest in consuming the IHAT functionality in ATR.

Will the contractors have the ability to offer any dynamic pricing changes as currently done in GFM/ATR or are the prices all fixed prices except for any accessorial fees?
Yes, the contractors will have the ability to offer dynamic pricing. PWS para 2.15.3. states "Each individual requirement will be competed at the task order level establishing a competitive price for each, using the best value criteria."

Will all approved shipping entities be required to use GFM to ship +300-pound international air cargo and select carriers using GFM/ATR system/process?
No, shippers will not be required to use GFM for shipment execution. As stated in PWS pa 2.15.2., Shipments may be placed through DoD freight management systems (e.g. CMOS, DSS, FACTS, GFM), the contractor’s commercial website (if available), or the manual em process.
12 Are we extending the current IHAT tenders that will expire on 9/30/18? Yes we plan to extend the current IHAT tenders.
13 Do you have shipment level details so the carriers can price aggressively on top lanes?
Yes, the historical information can be found in the document "Q13 IHAT ( Top 50 Lanes Wgt)- July 2017-May 2018" posted to FedBizOpps on 6 July 2018
