Pilot Delivers | I just wanted to make sure that I understand the due dates on the solicitation and if there is an advantage to having them submitted through GFM by July 30th or by the spreadsheet on August 13th? | AQ | IAW the solicitation, FAR 52.212-1 Addendum, Paragraph (b)(12)(iii)(A)(1) on Pages 25 and 26, if you use option (iii) to enter the rates, the excel spreadsheet must be submitted in GFM by 30 July 2018. If the offeror does not utilize method (iii) to submit rates, the offer is no longer able to provide rates by uploading an excel spreadsheet in GFM. The offeror then will be required to utilize method (i) or (ii) which consists of a manual rate entry through the user interface in GFM. | no action |
Atlas | Section INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS Page25 of 44, Paragraph (A) (1) | “Pricing in GFM. To be eligible for award, offerors shall insert a proposed not-to-exceed (NTE) all-inclusive cost-per-pound rate for each country to country pairing (lane) listed in GFM, in which they wish to be considered for award.”During a recent USTC hosted Industry Day for another contract, industry members commented on the lack of a pricing component which had been NTE in the past. USTC leadership noted NTE rates were never really a factor in actual bidding on specific requirements and decided to have the customer select the best option based on their needs. In this instance, USTC noted NTE pricing was not realistic and was never a factor in actual shipments and created an undue burden on the USTC staff in trying to determine fair and reasonable pricing. Please explain why NTE pricing is a factor with this requirement when USTC has determined it to be too laborious on the staff and not a true basis to down-select potential carriers. | AQ | Contracting Officers, at their discretion, when issuing a solicitation that will result in multiple-award contracts issued for the same or similar services, mayexclude price or cost as an evaluation factor for the contract awards, if the solicitation states that the Government intends to make an award to each and all qualifying offerors. The Contracting Officer shall consider price or cost as one of the factors in the selection decision for each task or delivery order under the multiple-award contract, in accordance with FAR 16.505(b)(1)(ii)(E). Under some USTRANSCOM programs, a Contracting Officer issues all task orders. However, the Global Heavyweight Service (GHS) program differs in that the GHS Contracting Officer will not be issuing each task or delivery order. Task or delivers orders will be placed by shippers throughout the world. Therefore, the Contracting Officer under GHS is required to evaluate price or cost as a factor in the award selection decision. | no action
Pilot Delivers | Do we have until 11:00AM CST on August 13th to have the rates entered into the GFM? | AQ | No. The proposal is due 13 August 2018 at 10:59 p.m. Central Time. IAW the solicitation, FAR 52.212-1 Addendum, Paragraph (b)(12)(iii)(1) on Pages 25 and 26, if you use option (iii) to enter the rates, the spreadsheet must be submitted in GFM by 30 July 2018. | no action |
DHL | We didn’t see in the RFP instructions to submit an agent letter to Transcom as in past tenders. Is the intention of Attachment 6- Authorized Negotiator Letter to replace the past agent designation letter? | AQ | Yes, In the second part of Attachment 6 where it states,"The following individual(s) have authority to negotiate with USTRANSCOM on behalf of ___________ (CRAF company name)" is where you would enter your agent's information. | no action |
DHL | I would like clarification on the Pricing Proposal Instructions (iii) Page 25 of 44 of the HTC711-18-R-C002 document. The pricing is also due on August 13th? | AQ | IAW the solicitation, FAR 52.212-1 Addendum, Paragraph (b)(12)(iii)(1) on Pages 25 and 26, if you use option (iii) to enter the rates, the spreadsheet must be submitted in GFM by 30 July 2018. | no action |
DHL | We upload a template on July 30th and then GFM on August 6th will allow us to input our new rates and then we will submit to TCAQ on August 13th? | AQ | If you utilize option (iii), you will have to complete the excel spreadsheet that you downloaded from GFM and upload that back into GFM by 30 July. GFM will then import those rates into the system by 6 August. From 6 August - 12 August, you will review the rates that GFM loaded from your excel spreadsheet. Once you review the rates, you will submit to TCAQ by 13 August. | no action |
FedEX | Can carriers apply Additional Handling Surcharge (AHS) fees when appropriate and in accordance with their commercial service guide? This would be consistent with the NGDS contract. | AQ | No, The only accessorials that can be used are those listed in the solicitation. | no action |
FedEx | Service Description: Bahrain Certificate of Origin Fee | Can the verbiage be changed to read: TSP’s will be entitled to a surcharge of 50 BD? Due to currency fluctuation, the ship date will be used to determine the actual accessorial amount to be applied. This would be consistent with commercial practice. | The business rule must have a US Dollar amount in order to price shipments. The carrier can enter the US Dollar amount that equates to 50 BD using the exchange rate on shipment date when they invoice in Syncada. | no action |
FedEX | Service Description: DJ documentation fee | Can the verbiage be changed to read: TSP’s will be entitled to a surcharge of 8,000 DJF? Due to potential currency fluctuation, the ship date will be used to determine the actual accessorial amount to be applied. This would be consistent with commercial practice. | The business rule must have a US Dollar amount in order to price shipments. The carrier can enter the US Dollar amount that equates to 8000 DJF using the exchange rate on shipment date when they invoice in Syncada. | no action |
FedEX | Service Description: Oversized Freight | If an extra aircraft position is required due to oversize freight, can carriers use the minimum positional weight of 4,100 pounds to calculate charges? This would be consistent with CAT-A-III contract and would conform to commercial practice. Reference CLIN X004AB from CAT-A below. Charging oversize as a percentage of the transportation charge is not commercial practice.
| No, the business rule for oversize freight included in the solicitation allows the offeror to recoup the cost of oversize freight. An offeror also has the option to not offer this service. | no action | |||||
Pilot Delivers | If we upload rates by July 30th using the spreadsheet, do we have the option to add or change rates from August 6-12th, or can we only make changes to the original rates we upload? | AQ | Once GFM uploads the spreadsheet to the system, yes, from 6-12 August 2018 an offeror will be able to make changes to rates and add rates. However, please note from 6-12 August 2018, no rate changes or additions will be accomplished through a spreadsheet. All changes made 6-12 August will be through a manual process using the GFM user interface. | no action |
UPS | PWS - 3.0 Cost Recovery Rate (CRR) | The government is requesting a rate valid for 30 months with a pre determine escalation factor however paragraph 3.1 states the CRR is subject to change annually. This CRR needs to be locked in or industry needs to be given the flexibility to adjust the escalation factor to cover any CRR increases. | AQ | The government is asking for a rate valid for 18 months, from 1 April 2019-30 Sept 2020. IAW PWS Paragraph 2.5.1, contract rate adjustments will be accomplished on 1 October 2020 and 1 October 2021, based on awarded escalation rates. Any change in the cost recovery rate (CRR) is accounted for in the rate adjustment calculation as described in PWS Paragraph 2.5.1.1. and 2.5.1.2. | no action
UPS | The government identified multiple lanes that were restricted in the draft solicitation and are restricted in the current IHAT in their top 50 destination pairs. In addition, the solicitation did not include a restricted lane memo in the RFP documents and the restricted routes language was removed from the scope; however, the pricing template in GFM does not contain restricted lanes. Please clarify the government’s intent. | AQ | The Government distinguishes international air restricted routes where DoD shippers should utilize Air Mobility Command channel airlift. These restricted routes are not priced in the GHS solicitation. If a carrier receives a request to provide transportation across the internaiontal air restricted routes; these are not considered GHS shipments and should not be included in monthly shipment detail submissions. The current International Air Restricted Route list was posted to FedBizOpps.gov on 20 July 2018. | no action |
UPS | 2.1.1 and 2.1.1.1 | Can the government provide clarification as Paragraph 2.1.1 and Paragraph 2.1.1.1 conflict? Paragraph 2.1.1 specifically states “Contractor is required to maintain a safety and audit oversight program on all subcontracted contractor air carriers that operate into or out of a military controlled Forward Operating Base (FOB)/Forward Operating Location (FOL) airfields”. Paragraph 2.1.1 states “CRAF contractors who will utilize a subcontracted contractor to perform any portion of the airlift requirement within the CENTCOM AOR must assess the level of safety of the subcontracted contractor. This assessment will be based upon a safety audit performed by the CRAF contractor or an independent International Air Transport Association (IATA) accredited third-party audit organization.” The need for the audits should be restricted to airlines operating on military controlled airfields within the AOR and not in any portion of the AOR. Almost 100% of IHAT operations in the past have been commercial service type of service to and from commercial airports. | AQ | The government will revise PWS Paragraph 2.1.1.1. to reflect the audit is only reqired if operating into/out of a military controlled Forward Operating Base (FOB)/Forward Operating Location (FOL) airfields. | revise PWS
UPS | PWS 2.2 | Can the government please revisit customs delays? Paragraph 2.2 “The rates and the contractor’s commitment to meet the required delivery date shall be inclusive of all requirements to provide customs clearance for international shipments under this contract.” This is a global contract providing service to many countries that do not have consistent customs time lines especially for military cargo. Recommend adding a stipulation If the contractor is presented extended delays that cannot be resolved using its best efforts, the matter be turned over to the Contracting Officer for resolution. On Time performance should not be negatively impacted when a delay falls outside of a carriers hands such as customs delays. | AQ | PWS Appendix 1.4 includes the Exclusable Delay Code "CUS" when shipment delivery is delayed due to customs clearance issues beyond the contractor's control. | no action
UPS | Can the business rules for oversized freight be defined by TSPs and entered on the business rule change column of the accessorial tab? | AQ | No. | no action |
UPS | 2.5.1.2 | Will the government consider having consistency for CRR from contract to contract as the calculation for GHS is different than CAT A and NGDS? Paragraph 2.5.1.2. Escalation states contract rates will be adjusted based on application of the awarded escalation percentage identified in Attachment 2, Pricing Matrix. Escalation adjustments will be applied to all transportation and accessorial rates. Upon notification to the government, the contractor may choose to forgo the application of the escalation percentage. To determine the new rate, the current CRR will be removed, then escalation applied, and then the new CRR applied. Each calculation will be rounded to the ten thousandths. The final result will be rounded to hundredths. | AQ | A recommendation from an industry carrier sparked internal Government discussion and the resultant different CRR calculation language in GHS compared to other programs. | no action
UPS | Will the government please provide clarity as paragraph 2.16.3 (24 hour requirement) conflicts with the 12 hour requirement in paragraph 2.1.1.5. | AQ | The 12 hour requirement in para 2.1.1.5. is a CENTCOM requirement and refers to the time frame to notify the CO and PM of an incident. The 24 hr requirement in para 2.16.3 is to notify the shipper of an incident. | no action |
UPS | Safety & Audit Oversight | Is it the government’s intent for industry to conduct an audit for every subcontracted carrier used in this contract globally? This contract is essentially commercial service and operations could consist of hundreds of foreign flag carriers globally. The number of commercial carriers for IHAT will be comparable to NGDS and operations will be to commercial airfields unlike previous contracts with Safety & Audit language such as Theater Express and Multi Modal which were a limited number of carriers that were operating largely into military airfields. We recommend language in this attachment be revised to remain consistent with paragraph II of the PWS. | AQ | The government will revise Appendix 1.2 to reflect the audit is only reqired if operating into/out of a military controlled Forward Operating Base (FOB)/Forward Operating Location (FOL) airfields. | revise Appendix 1.2
UPS | It was noted in the Q and A during the pre-solicitation that the MFTURP would govern domestic shipments. The MFTURP’s standards for Oversize Cargo is different from TSPs’ standards for Oversize Cargo as noted on the Pricing Matrix. Would the “Business Rules” on the Pricing Matrix apply? | AQ | The business rules on the pricing matrix are only for international shipments. | no action |
UPS | What will the starting weight be for Domestic Heavyweight Shipments? | AQ | It is anticipated the starting weight for domestic shipments will be packages > 150 lbs. for CONUS and > 300 lbs. for Alaska and Hawaii. | no action |
UPS | PWS 2.3.3 | For all foreign air carriers that fall within the scope of the reporting requirement of subcontractor suitability, contractors must provide a copy of the foreign carrier’s Air Operating Certificate. Can the requirement to provide Air Operating Certificates be limited to foreign carriers that are not IATA approved? | J2/J3 | No, the foreign carrier's Air Operating Certificate is required even if they are IATA approved. | no action
UPS | PWS 2.13.2 | The PWS states that the contractor shall participate in the government's development and testing of automated shipper systems. Can the government define the scope or limitations of the testing? | John | It is anticipated the time committment would be two weeks at most, twice per year for a couple hours each day. In the past, the Government has asked for volunteers and have had ample carriers volunteer to do the testing. An example would be if the Government would change the rate entry process in GFM. | no action
UPS | PWS 1.1.2 | Currently, the GHS PWS reads, 1.1.2. International Heavyweight Size/Weight Limitations. For international heavyweight service, no single package shall be less than 301 lbs. in either actual or dimensional weight, whichever is greater. This is confusing as based on this language there would be overlap between GHS and NGDS. The change in this language allows a shipment of multiple pieces to have lighter weight boxes making up the overall shipment as long as at least one piece is over 301 pounds eliminating any overlap with NGDS. May we suggest a revision to read:
1.1.2. International Heavyweight Size/Weight Limitations. International heavyweight service can be made up of one or more packages. However at least one package / piece in the shipment needs to exceed 301 pounds in actual or dimensional weight, whichever is greater.
| AQ/PM | The language will remain as written. A GHS shipment can consist of multiple packages, however, each package must weigh over 300 lbs. | no action | ||||
UPS | Attachment 7 | Please clarify how a Contractor with an approved Commercial Subcontracting Plan, that only includes summarized subcontracting details and no specific small business names, should complete the table under (c) of Attachment 7. | SB | The Commercial Subcontracting Plan and the Small Business Participation Commitment Document (Attachment 7) are two separate documents. The information you provide in Attachment 7 will be used for evaluation purposes under the Source Selection process. Your Commercial Subcontracting Plan fulfills the statutory requirement of section 8(d) of the Small Business Act (15 U.S.C. 637(d)(4)(B)) and Federal Acquisition Regulation (FAR) Part 19.702(a)(1). | no action
UPS | Attachment 7 | Please confirm that (d) of Attachment 7 is only applicable to Individual Subcontracting Plans and not required for companies submitting Commercial Subcontracting Plans. | SB | Attachment 7 is applicable to both large and small business concerns who submit an offer under this solicitation. It is applicable to the Source Selection process. It is a separate document from the Commercial and Individual Subcontracting Plans submitted by large business concerns only. There is no bearing to Attachment 7 whether you submit an Individual Subcontracting Plan or Commercial Subcontracting Plan. | no action
UPS | Attachment 7 | Please define the term subcontractor as it relates to the completion of (b) and (c) of Attachment 7. When reporting subcontractor spend under our Commercial Subcontracting Plan we include thousands of suppliers who provide indirect services to the contractor. | SB | Pertaining to (b) and (c) of Attachment 7, a subcontractor is a small business concern providing supplies or services for performance of this contract through any agreement (other than an employer-employee relationship) between the Federal Government Prime contractor and the subcontractor. | no action
FedEx | SMALL BUSINESS PARTICIPATION COMMITMENT DOCUMENT TEMPLATE | In a situation where we are not entering into a specific contract with a small business to provide service for GHS, can we list potential outsource categories from our commercial small business subcontracting plan? | SB | No.Section C must be completed for the purposes of Source Selection evaluation. You are to identify the potential subcontractors who in some manner have a role in supporting GHS. |
FedEx | SMALL BUSINESS PARTICIPATION COMMITMENT DOCUMENT TEMPLATE | We do not have authorization from our sub-contractors to provide their names outside a subpoena, will the categories of services be acceptable? | SB | No. In accordance with Defense Federal Acquisition Regulation Part 215.304(c)(i)(C) when small business participation is evaluated those companies identified shall be listed in the Subcontracting Plan |
FedEx | SMALL BUSINESS PARTICIPATION COMMITMENT DOCUMENT TEMPLATE | Since we are not entering into a specific agreement with any small business in performance of this acquisition, how do we complete section C of the Small Business Participation Requirements? | SB | Section C must be completed for the purposes of Source Selection evaluation. You are to identify the potential subcontractors who in some manner have a role in supporting GHS. | no action
FedEx | Page 21 of PWS FAR Clause 52.219-9 Electronic and eSRS report submission | : If we are not entering into a specific contract with a small business to provide service for GHS, how do we compete the Individual Plan requirements? | SB | An Individual Subcontracting Plan is a subcontracting plan that covers the entire contract period for a specific contract. The contractor identifies the percentage goals and dollars it estimates subcontracting with small business concerns. The Individual Subcontracting Report (ISR) is submitted twice a year in eSRS. The purpose of the report is to state actual dollars accomplished over the contract period. If you are using a Commercial Subcontracting Plan, you would report in both commercial and Government subcontract accomplishments once a year in eSRS. | no action
Radiant | Is the domestic pricing for format set to be released by the 4/1/19 start date? | AQ | No, domestic requirements will not be included at the GHS contract start (1 April 2019). The government anticipates adding domestic requirements at a later date. | no action |
Radiant | I understand there will be an extension of the IHAT tenders currently submitted until 4/1/18. Just to be clear…the new IHAT rates that will be uploaded in GFM for OCONUS movement, will not go into effect until 4/1/19? | AQ | The current IHAT tenders will be extended until 31 Mar 2019. The GHS contract and awarded rates will be effective 1 April 2019. | no action |
Landstar | Attachment 5, Part I – Business Proposal, (a) Subfactor 1 – Proposal Compliance, (10) Complete all require fill in provisions. | What are the required fill in provisions that must be completed? | AQ | The required fill-in provisions are those listed by full text in the solicitation with gray boxes or brackets that the offeror must fill in. There are instructions within the provision providing further guidance. It is recommended the offeror read the solicitation in its entirety. | no action
landstar | Attachment 7, I. Identification Data, Total Contract Value & I. Identification Data, (b) Total Proposed Price | How is the Total Contract Value/Proposed Price determined? | SB | The maximum contract amount is $350,000,000.00. See page 5 of the solicitation CONTRACT MINIMUM/MAXIMUM QUANTITY AND CONTRACT VALUE | no action
Landstar | HTC711-18-R-C002 52.212-1, (12)(ii)(A)(2). | Offerors shall complete the Standard Form (SF) 1449, block 12. What should be entered into Block 12 | AQ | Block 12 is your discount terms. If no discount if offered, just enter payment terms. | no action
Landstar | Attachment 2, Accessorial and Protective Tabs | In the prior IHAT solicitation the offeror either offered the services for Escorts and Couriers (ECR) and Constant Surveillance (CIS) or not. If these services were offered no cost information was provided since a shipment’s characteristics and shipper requirements would determine the per shipment cost on a case-by-case basis. Now per Attachment 2, the offeror must notate if they offers these services or not, and if offered either provide them at no charge or provide a unit cost and minimum charge. How is this possible when shipment characteristics and shipper requirements are still going to determine these cost on a case-by-case basis? | If you offer ECR and CIS accessorials, you must enter either no charge or unit cost and minimum charge. This is a Not to exceed (NTE) rate and carriers can offer lower rates at the task order level. | no action |
Pilot Delivers | To satisfy "Statement acknowledging registration in SAM is current and Representations and Ceritifications have been completed", would our status as it's shown in the SAM.gov website suffice | AQ | Yes, either a screen shot from SAM.gov or a statement saying that SAM registration is current. | no action |
FedEx | Section Domestic Heavyweight Service (RESERVED), Page 4, Paragraph 1.2 | Since the minimum weight for IHAT is 301 lbs., will the minimum weight for domestic freight be 151 lbs.? | AQ | Yes, it is anticipated the minimum weight for domestic shipments will be 151 lbs. | no action
FedEx | Section Customs, Page 7, Paragraph 2.2.1 | Can the following verbiage be added? The shipper is responsible and shall provide to the contractor all necessary and needed data/documentation for duty free entry by carrier. The contractor shall not be liable or responsible for delays or added duty or tax charges due to shipper’s act of omission. If duties and taxes are accessed due to shipper’s omission, shipper is responsible for adhering to the carrier’s duty and tax dispute process, similar verbiage to 2.4 Special Handling for DG. | PM | The Government is reviewing this paragraph and anticipates revising the language in a solicitation amendment. | revise PWS
FedEx | Section Undeliverable Shipments/Refusal by Consignee, Page 10, Paragraph 2.9 | Would USTC consider the following NGDS language for undeliverable shipments?2.7. Undeliverable Shipments. If a shipment is undeliverable and the Contractor is unable to obtain delivery instructions from the shipper, and no established return instructions have been identified, the Contractor shall either contact the Contracting Officer’s Representative (COR) for return or disposition instructions, or the Contractor shall provide online visibility and notification tools that allow for the monitoring, redirection, and return of packages. The cost of any disposition or additional deliveries requested by the shipper will be the responsibility of the shipper. The Contractor may only charge the service type and rate applicable to the original shipment or less if a lower return service is more cost effective and meets Contractor service capability and consignee return needs. | PM | No. The PWS will remain as written. | no action
FedEx | Section Contractor Furnished Resources, Page 11, Paragraph 2.13.1 | Would USTC consider the following? When capability exists, the contractor shall allow and may require the generation and printing of AWB. This would match what is in 2.15.2. | PM | The PWS will remain as written. The Government is working on a compromise to give carriers the capability to download shipment details from ATR. | no action
FedEx | Section GHS Delivery commitment, Page 10, Paragraph 2.10 | Can domestic verbiage reflect the verbiage in NGDS PWS 2.10.1 and 2.10.2?When domestic shipments are entered into ATR, is the carrier only responsible for meeting the ‘service type’ that the shipper selects? ATR is in use today and it’s not uncommon to see the ‘service type’ and ‘requested delivery date/time’ selected by the shipper that are not congruent with MFTURP definitions. 2.10.1. The Contractor shall meet the delivery guarantee, as identified in their Service Guide for domestic shipments and as identified in Attachment 2a for international shipments, on each shipment or the shipper will be entitled to a 100% shipper-initiated credit. 2.10.2. If shipper-initiated credit is requested by the shipper within 15 calendar days after the contractually required delivery date, the Contractor shall credit the agency or organization finance offices for those shipments that do not meet the delivery guarantee. The Contractor shall resolve a credit request within 30 days or the next billing cycle whichever is greater. If shipper-initiated credit is not requested within 15 calendar days after the contractually required delivery date, the Contractor is not required to process the request or credit the agency or organization. There are at least three methods to initiate a shipper-initiated credit.
| PM | The Government will take this question into consideration when developing both domestic GHS PWS and domestic GFM requirements. | |||||
FedEx | Performance Work Statement, Ordering, 2.15 Ordering, Page 13 | Since GHS shipments will be entered into ATR, can the ATR system be updated to insure the ‘service type’ selected matches the ‘requested delivery date’? Today shippers can enter a D2 service type, but request a 1 day delivery date, or vice versa. | John | The Government will take this question into consideration when developing both domestic GHS PWS and domestic GFM requirements. | no action
FedEx | On domestic shipments, carriers may only have 15 minutes to respond to a shipment offer. The carriers are incurring the extra costs associated with staffing and monitoring the ATR system. Today, a shipper can request a 15 minute response time in ATR. If carriers can’t respond in time, then the DoD loses flexibility in carrier selection, Can the minimum response time for a domestic air shipment be moved to 60 minutes? | John | The 15 minute response time was dervied as a request from shippers. The Government will consider a longer response time in developing the domestic requirements under GHS. | |
FedEx | Can the ATR system be programmed with an ‘auto-approve’ feature if key shipment attributes are met? Carriers can then choose to enroll or not. | John | Motor carriers have also asked for this functionality. The Government is in the process of writing up a requirements package. The Government will just need to know how to implement an auto-approve capability with Not-To-Exceed pricing. | |
FedEx | Since GHS will be a contract, will the carrier GHS service types also be available in DoD Freight Management systems (CMOS, DSS, FACTS, GFM) as an option for the shipper to use? Currently, the DoD Freight Management Systems only recognize carrier services that fall under the NGDS contract | John | It is anticipated the domestic portion of the GHS contract will follow the MFTURP-1, with only SG, D1, D2, and D3 being programmed. GFM will have no automated interface with GHS carriers. The Government is building a shipment download capability so the awarded carrier may export shipment details to import into their system. Adding carrier-specific functionality will cause years of development with continuous software maintenance. | |
FedEx | Section VII Reporting and Cooperation, Attachment 4, Page 13 and Section Attachment 7 Small Business Participation Commitment Document Template | Does FAR 52.319-9 (Subcontracting Report) apply to Attachment 7 (Small Business Participation Commitment Document Template? | SB | The FAR Clause doesn’t apply to Attachment 7, Small Business Participation Commitment Document Template with the exception of the list of potential subcontractors. Subcontractors listed in paragraph C of Attachment 7 must also be incorporated in the offeror’s Small Business Subcontracting Plan. |
Priority | Will the submitted rates be evaluated and pushed back for final submission (if there are any lanes deemed unfair for rate submission)? | AQ | IAW solicitation HTC711-18-R-C002, FAR 52.212-1 ADDENDUM para (g), p. 26, “The Government intends to evaluate offers and award contracts without discussions with offerors. Therefore, the offerors initial offer should contain the offerors most favorable pricing. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.” | no action |
UPS | Pg 9 of 22 PWS 2.3.1.3 | Being a global company with numerous subsidiaries around the world, we utilize disparate vendor systems to manage worldwide transportation services. The different data elements required under 2.3.1.3 are not always readily available in our vendor systems. Please confirm it is acceptable for contractors to provide these details only to the extent they are readily available in our centralized corporate procurement system and consolidated during the ordinary course of business--consistent with our request dated April 10, 2018. If so, would you consider moving this requirement under section 2.3.2 for additional clarity? | FEV | The Government's requirement remains unchanged. |
UPS | Pg 9 of 22 PWS 2.3.2 | Being a global company with numerous subsidiaries around the world, we utilize disparate vendor systems to manage worldwide transportation services. Paragraph 2.3.2 indicates the requirement is to provide details if "commercially available". Would you consider revising the language to "commercially and readily available in contractor's existing centralized corporate procurement system and consolidated during the ordinary course of business"? While disparate, much of the data is accessible centrally and would like to satisfy the reporting obligation only utilizing our central repository and substantially reduce the complexity of the reporting obligation. | FEV | The Government's requirement remains unchanged. |
UPS | P 9 of 22 PWS2.3.6 | To the extent a foreign transportation service provider is determined unsuitable for providing services under the contract and the carrier is unable to identify alternative carriers, what will be the process for communicating to USTRANSCOM and agencies that we will no longer be able to service a lane? Can guidance be provided in the contract so all parties have a clear understanding? | AQ | Since carriers are not required to bid on all requirements for which they have a rate on file, you would simply not bid on those requirements. | no action
Omni | The business proposal checklist asks for a statement of acknowledgment CRAF status requirement. Do you simply want us to write a simple statement acknowledging that the prime contractor acknowledges that we will be required to participate in the Civil Reserve Air Fleet (CRAF) program and maintain CRAF status throughout the duration of the contract? | AQ | Yes | no action |
Omni | For other USTC contracts we submit a screenshot of SAM for our SAM registration, representations and certifications. Is that sufficient enough to meet the needs of this contract? | AQ | Yes | no action |
Omni | We are not a large business so therefore it is my understanding that the Small Business plan would not be applicable. Is that accurate and do I need to annotate that in my offer? | AQ | Yes. IAW the solictation FAR 52.212-1 Addendum para (b)(12)(ii)(A)(9), the Small Business Subcontracting plan applies to Large Businesses Only. Please annotate that on the proposal. | no action |

(i) Tricia Weis (tricia.a.weis.civ@mail.mil)
(ii) MSgt Nathan Filson (nathan.r.filson.mil@mail.mil)
| (F) Pricing Proposal shall be submitted through the Global Freight Management (GFM) system located at https://eta.sddc.army.mil/ETASSOPortal/default.aspx. | no action | |||||
TCAQ | We have uploaded the pricing spreadsheet in GFM. Are there any additional actions we need to take to meet the solicitation requirements for the pricing factor? | Yes, IAW with Addendum to Clause 52.212-1, para (12), (iii)(A)(1). After the offer uploads their spreadsheet and for final proposal submission, the offer must select the "Submit to TCAQ" button within GFM. | ||
Pilot Delivers | extension | Does this extension mean that we have to resubmit the "Business" portion of our proposal to add this newest amendment? or can we send it to your attention via email | AQ | You do not have to re-submit the business proposal. You can e-mail your signed amendment 2. |
National | extension | If we had submitted already will GFM be reset to allow us to further refine the rates this week | AQ | We can open GFM to allow you to revise rates. You will have to use the user interface. Please let TCAQ know if want your rates unlocked. |
Priority | extension | I saw in the second amendment that was released today that the submission date has been extended to August 22 by 10:59 PM.Just wanted to confirm that this is the accurate submission time .. and if so does this apply to the GFM Pricing as well? | AQ | Yes the proposal due date has been extended to 22 August at 10:59 PM CT. The extension applies to both the business proposal and pricing proposal. |
American | During the preparation of our proposal, we noticed when completing the Small Business Participation Document that certain requirements in the Document, namely paragraphs (c) and (d), appear to apply only to a FAR Part 15 procurement and individual subcontracting plans. We understand the GHS Procurement is governed by FAR Part 12. As a provider of commercial items,we maintain a commercial plan in accordance with FAR Part 19.704(d). This allows us to leverage a larger pool of small businesses supporting our business as a whole, rather than limiting the pool only to subcontractors which offer products or services required for the performance of a specific Government contract. Please advise whether providing the general small business goals contained in our commercial plan will satisfy the Small Business Commitment requirement. | AQ | Amendment 03 removed the requirement to submit a Small Business Participation Commitment Document. | |
XPO | Were close to getting this done, but this small business part, do we have to have one set up for this contract? Please advise asap | AQ | Small Business Subcontracting Plans are required to be submitted by Large Businesses only. | |
Atlas | Looking at FBO this morning and I see Amendment 3 & 4 for the GHS. I understand what Amendment 3 does, but also notice there is no SF 30 for Amendment 4. Do you plan on issuing a SF30 for Amendment 4? | AQ | No. TCAQ inadvertently uploaded revised Attachment 5, Business Proposal Checklist as Amendment 4. However, there are only 3 solicitation amendments. | |
