Question

Can the government clarify which positions require a security clearance and what level?

a. Performance Work Statement, Page 7, para 1.3.1 states “ All aircrew, site managers, performing under this contract are required to possess a Secret security clearance in order to receive threat briefings.

b. Performance Work Statement, Page 13, para 4.1 states “The majority of daily work associated with this PWS is at the unclassified level, but contractor personnel may be required to access SECRET information.”

c. Performance Work Statement, Page 13, para 4.3 gives guidance for determining background investigation and clearance levels depending on requirements, then seems to leave it to the contractor to determine the requirement.

Can the government clarify the language in Performance Work

Statement, Page 13, para 4.2 Citizenship and Clearance

Requirements? It states “The contractor’s, subcontractor’s, and/or partner personnel under this contract shall be cleared citizens of the United States of America.

a. This is the only mention of a citizenship requirement.

b. It does not define “cleared”.

page 7, paragraph 1.3.1 states: “All aircrew, site managers, performing under this contract are required to possess a Secret security clearance in order to receive threat briefings.”

Page 13, paragraph 4.2 states “The contractor’s, subcontractors, and/or partner’s personnel performing services under this contract or task order shall be cleared citizens of the United States of

America.” Can you please clarify if all personnel must have clearances or are clearances limited to aircrew and site managers?

Please define the DBA insurance requirement on this contract.

This Offeror found the answer to question 4 on the previous round of answers as ambiguous as the RFP. Can the Government please clarify whether an aircraft in the heavy category that has 600 cubic feet of cabin volume and can meet just ONE of the three payload criteria - but not all three - be considered acceptable.

Although the PWS says that contractor employees will be provided with billeting and subsistence, the RFP lists those services as only being provided to U.S. citizens. Please clarify which clause(s) will apply in the event that the contractor is a foreign operator an employs non-U.S. personnel?

What should be listed for “Max gross take-off weight”, internal, external, or both?

What should be listed for Aircraft range? Nautical Miles or hours in tenths at cruise speed?

What should be listed for “Aircraft Total Payload”? What conditions should be considered (i.e. pressure altitude, temperatures, mission internal/external, fuel, density altitude)?

In light of this, will the Government agree to remove the requirements under paragraphs H.3.2 through H.3.2.5 of Section

H?

Will the Government agree to remove this requirement and rely upon paragraph H.2.1 to state passenger liability insurance requirements.

Will the required GPS flight following tracking system satellite communication function (voice & text) meet satellite mobile phone requirement?

a. The term country clearance is used in the paragraph. Request

Government clarify term and requirements for country clearance to perform work in Afghanistan. b. Are HCT711-17-

R001 CONUS Relocation Center (CRC) training expenses re-imbursable?

Paragraph reads, “Blade hours are calculated to the tenth of an hour from the moment the aircraft moves under its own power for intended flight at the hub until the aircraft is powered off for any reason…” Later in the paragraph “… Later in the paragraph it is stated flight time to/from the tie down area is not included in blade hours’ calculation. Request the Government clarify this discrepancy since this movement to/from the tie down area is under power for intended flight.

Will Security and Emergency Operations Training be scheduled and completed at CRC or once in Afghanistan?

Will contractor in processing and in processing checklist be completed at CRC or once in Afghanistan?

Request the Government clarify answer (b) to Question (43). Will the Government allow an Offeror to withdraw aircraft from the

Rotary Wing Airlift Services Within USCENTCOM AOR proposal that have been proposed under a different contract that has not been awarded in the event these aircraft are awarded under that different contract? Removal of the aircraft would be done by written notice and prior to award of the Rotary Wing Airlift

Services Within USCENTCOM AOR. Offeror would like to ensure if aircraft were removed by written notice prior to award of the

Rotary Wing Airlift Services Within USCENTCOM AOR that the

Offeror's proposal would remain valid.

Please confirm pricing submitted for the IDIQ is for Afghanistan only, not the CENTCOM AOR.

Response POC

See answer to question #52.

See answer to question #52.

The intent is for all personnel conducting operation on the airfield to have a clearance. All maintainers, logisticians and support personnel will operate on the airfield; they have access to privileged locations. Therefore, a secret security clearance is required.

The requirement for Worker's Compensation Insurance is specifically mentioned in section H.4, and the FAR DBA clause (52.228-3) is incorporated by reference. The contractor is required to obtain DBA covering its employees.

Aircraft must have at least 600 cubic feet of usable cabin volume to move cargo and personnel in the following three (3) configurations:

1. 12 Passenger with baggage (Utilizing a planning weight of 300lbs for each passenger and bag)

2. 5 portable cargo boxes- Weighing No more than 400lbs each and a measurement of 40” L x 48W” x 50” H

3. Passenger/ Cargo combination: For every portable cargo box moved will be equal to two (2) passengers. In stating that: A mission requiring the movement of three (3) portable cargo boxes leaves room for four (4) passengers to move on the heavy-lift aircraft.

Offeror must meet all three configurations.

Only US personnel will be provided billiting and subsistence.

a. Max gross take-off weight - list both for internal load and external load if they are different

b. Range is hours and tenths based on 110KTGS, see page 4 of PWS

c. Provide Payload at MSL 15 degree centigrade. Payloads should include a range of 1 hour 30 minutes plus FAA required reserves.

The requirements will remain as stated.

The requirements will remain as stated.

A tracking system that can operate while the aircraft is inoperable/ without power and be able to conduct voice and text operations would meet the intent of a satellite mobile phone.

a. Personnel Travel Clearances. The DoD FCG applies to: Contractor personnel traveling under DoD sponsorship in support of a DoD contract are considered DoD-sponsored personnel for DoD FCG purposes. The DoD Foreign Clearance Guidance will determine what specific medical requirements are identified for each individual country entry.

Which may include but not limited to Anthrax and/ or small pox vaccinations. Security

Clearances and access level will be verified using the Joint Personnel Adjudication

System (JPAS) for contractor personnel whose access level and affiliation are reflected in

JPAS. Along with processing through APACs.

*DoD Sponsored Contractors:

1.) Passport Required

2.) Visa required prior to arrival

DoD-Sponsored Contractor:

1. Country Clearance is required

2. Request Country Clearance via APACS. For information on APACS, see III.E below.

3. For questions concerning Country Clearance requirements or the status of the

Country Clearance for a submitted APACS request, contact HQ RS/USFOR-A with the

APACS request ID number.

b. CRC training expenses are re-imbursable.

Blade Hours are calculated from the moment, chalk blocks are removed and aircraft moves under its own power until powering off (to include taxi time and time when engines are running while aircraft is being loaded. Blade hours are continued to be calculated to the moment the chalk blocks are placed on the aircraft and powered off. PWS will be revised accordingly.

Security Training such as Operations Security Awareness, Anti-terrorism Level I, and Cyber/ Media Awareness Training are all online training that are pre-requisites to deployment. The Contractor will be expected to maintain up-to-date on all training and attend any supplemental training conducted in Theatre.

The Pre-validation Training (Identified on the checklist) is the Contractor’s responsibility and should be completed prior to arrival at the CRC. Individuals who arrive at the CRC without pre-certification will receive the required training at the CRC. The CRC will ensure that all necessary training is conducted prior to deployment into theatre.

For the IDIQ contract, Offerors should propose all aircraft that meet requirements and that may be available during the IDIQ period of performance.

IAW FAR 15.307 (b) the contracting officer may request or allow proposal revisions to clarify and document understandings reached during negotiations.

Should the availability of aircraft change after proposal submittal, the contracting officer, upon entering into discussions, will allow for proposal revision to decrease the number of aircraft proposed under task order 0001 for those aircraft awarded under another DOD contract.

Pricing requested on Attachment 3-IDIQ tab is for Afghanistan only. If a future requirement arises, within USCENTCOM but outside Afghanistan, a task order will be issued to all IDIQ contract holders requesting pricing at that time.
