RFP QA 13-31
| Number | Reference | Question | Response |
| 13 | Section H007 CLIN Structure, Pg. 33, H.7.3 and PWS pg. 9, 1.4.4 | Solicitation language states Blade Hours are calculated from rails up to moment rails touch the ground at mission completion; however, the PWS defines Blade Hours as being from moment the aircraft moves under its own power until powering off (to include taxi time and time when engines are running while aircraft is being loaded). |
Question: Would the Gov’t please indicate the definition of Blade Hours to be incorporated in the proposal?
| Section H.7.3 refers back to PWS 1.4.4. Blade hour calculation shall be as described in the PWS Section 1.4.4. | |||
| 14 | Attachment 3, IDIQ Price Table, Cell E37 | Is it the Government’s intent to only include a 6-month extension for one aircraft, although the Evaluated Price incorporates monthly pricing for 11 aircraft? | The pricing table will be revised to calculate the 6 month extension for 11 aircraft into the TEP. |
| 15 | Attachment 3, Task Order Price Table, CLIN x0001and x0009 Positioning and Depositioning | In the Instructions, it is indicated that if Positioning and Depositioning prices vary by the number of aircraft proposed, then a separate attachment to the table is to be provided. |
Question: If a separate attachment is provided, then is the offeror still required to enter a price into CLINs x0001 and x0009 on the Price Table? And furthermore, the CLIN Summary auto-populates the Positioning amount but if the offeror is including a separately attached schedule for Positioning, how would the Government propose to enter that field into the CLIN Summary?
| To clarify, the referenced separate attachment only applies to the Task Order 0001 proposal pricing (Tab 2.) Offerors are required to enter a per aircraft price for Positioning (0001) and for Depositioning (0009). These amounts will be used to calculate the total Task Order proposed price by multiplying the proposed price for CLIN 0001 and CLIN 0009 (Heavy aircraft) by the number of aircraft proposed. Should there be a price differential/qty discount for more than one aircraft , Offerors may provide the separate attachment to propose different prices based upon quantities of two (2) or more aircraft proposed. | ||
| 16 | PWS, Page 7, Para 1.2.8 Payloads – Super Heavy | The payload requirement can only be met by a very few aircraft that can be put on an FAA certificate and even fewer that can meet the required timeline for this initial task order. There are aircraft that can meet the lift requirements but cannot be put on an FAA certificate however they can be operated under other Countries CAAs. |
Question: For the IDIQ portion of this requirement, would the Government consider a similar IDIQ team construct as allowed under AFRICOM TASC requirement? That is, would the Government allow CAT 2 (non US Flagged) team mates under a Prime that can provide Super Heavy capability to provide the Government the maximum flexibility in certain task order situations?
| The Government will not accept a team construct under this solicitation. M-1.2 IDIQ Award Eligibility states that "offerors must be DoD Approved Air Carriers for rotary wing aircraft." In addition, (A) FACTOR 1– BASIC ELIGIBILITY Subfactors 2 and 3 require the Offeror to own (or lease) and operate the proposed aircraft. | ||
| 17 | Solicitation, Page 96 of 109, Part IV: Factor 3 – Past Performance para (a) | “Relevant is defined as services which are the same or similar to those required by this solicitation.” |
Question: Can the Government please advise if a FW program performed in Afghanistan is more relevant or less relevant than a RW program performed in Africa?
| Relevance will be determined during the past performance evaluations based upon detailed comparisons between the requirements and an aggregate of various sources of performance information. Please review Attachment 1, PWS for guidance on the requirements. | ||
| 18 | Solicitation, Page 105 of 109, M-3 Basis for Initial Task Order Award(s) | States “the Government will not pay a price premium that is disproportionate to the margin of increase in operational date and past performance rating.” |
Question: Can the Government please provide a mathematical formula that describes how the Government will determine if a rate is disproportionate?
| A mathematical formula will not be provided. | ||
| 19 | Solicitation, Page 105 of 109, M-3.1 Initial Task order awards and Attachment 3 – Pricing Table | The Government states an immediate need for aircraft in Bagram, Kandahar and Jalalabad; however, the Task Order pricing table does not delineate between Bagram or the other out stations. Because of additional risks associated with being off Bagram, costs will differ among the three locations. |
Question: Will the Government consider separate pricing for each of Bagram, Kandahar and Jalalabad so that industry can account for the additional risks of the outstations and not Bagram?
| No, separate pricing will not be considered. Per Section 1.1 of the PWS, the Contracting Officer may direct repositioning to additional Forward Operating Bases throughout the CJOA-A, therefore proposed prices must support any potential location within Afghanistan. | ||
| 20 | PWS, Page 8, Para 1.4.2 Operational Readiness | The Government requires 90% OR Rates for this IDIQ; however, the billable days calculation chart imposes non-billing penalties for ANY down day in a particular month – with no consideration of the 3 days allowed under the 90% ORR. The billing chart also imposes additional and increasing punitive penalties for 5-24 NMC days. As the Government is aware, aircraft are required to undergo scheduled maintenance that will have the aircraft down for several days during any monthly period. Also, as the Government is aware, there are certain fixed costs the offeror will incur in each month whether the aircraft is flying or not. As such, the outlined penalties represent significant risk that industry pricing will need to account for. The non-billable day penalty for less that 100% of the days in a particular month with ZERO allowable maintenance days AND the additional penalty for 24 or less FMC days will ultimately cause industry to increase the base cost to cover anticipated non-available days in order to cover the fixed costs. A modified approach to help keep prices down that has previously been used by the USG is to take into account mission accomplishment as measured in number of hours or number of mission flown in a month / period. |
Question: Would the Government consider adding missions-accomplished as an incentive to fly missions/hours and gain 100% billing or go back to allowable maintenance days?
| The requirement is as stated in PWS para 1.4 and will remain unchanged. | |||
| 21 | Do you accept emailed proposal or your required just hard copy? | Emailed proposals will NOT be accepted as stated in L-3(2)(d). | |
| 22 | Can afghan owned company bid on subject line project? | M-1.2 IDIQ Award Eligibility and M-1.3 Solicitation Requirements discuss eligibility to receive an award. | |
| 23 | L-3 (2) (a) (v) page 95 | “Offeror must have at least 12 months of prior continuous equivalent service for each aircraft type proposed.” |
Please confirm that “aircraft type” is defined as light, medium, heavy, or super heavy, etc.
| Aircraft Type for this section is defined as the Model and Make of the proposed aircraft. Offeror must show that they have 12 months continuous service in operating the particular model of aircraft proposed. | |||
| 24 | L-3 (3) (a) (1) (d) page 93 | ||
| “A signed list of individuals who are authorized to negotiate and sign on behalf of the company.” Does the USG require a list with original signatures of individuals authorized to negotiate and sign on behalf of the company? | |||
| No, original signatures of the individuals are not needed. A signed list is sufficient. | |||
| 25 | L-3 (3) (a) (2) (a) (ii) page 94 | ||
| Please define how offeror should demonstrate proof of ownership? Is offeror to include a copy of Operations Specifications, Section D085 – AIRCRAFT LISTING? Or, is a Certificate of Registration and Airworthiness required for each aircraft? | The Offeror shall complete and submit Attachment 4 identifying whether the offeror owns or leases the proposed aircraft. Supporting documentation is only necessary if the aircraft are leased or not currently under ownership. | ||
| 26 | Ref PWS Para 1.2.8 Payloads | The payload requirement for Super-Heavy states a cargo only minimum payload of 9000 lbs. This payload requirement is changed from Transcom’s previous definition of Super Heavy. As you may know, this performance is very difficult to attain, and according to our market analysis there is only one series type of aircraft that can meet this standard and they are all operated by just one company. Will the government consider reducing this requirement to Transcom’s previously stated definition of Super Heavy (ie: 8000 lbs) in order to open competition to more than one company? | The requirement is as stated in PWS para 1.2.8. and will remain unchanged. |
| 27 | Who are the interested bidders and their contact information? | The Government does not have this information. | |
| 28 | Is there a requirement or goal for small business sub-contractor participation? If so, what is the goal or level of small business participation for the solicitation? | There is no requirement in this RFP for small business participation. IAW FAR 19.000(b) small business considerations are not applicable due to performance under this contract occurring entirely outside the United States. | |
| 29 | Who is the small business liaison for USTRANSCOM and their contact information? | Please visit the following link for USTRANSCOM Small Business Programs http://www.ustranscom.mil/dbw/osbp.cfm | |
| 30 | M-2.1, (B) Subfactor 2 - Pre-Deployment Plan | What is the required schedule for the successful contractor to commence helicopter operations once solicitation tender is awarded? |
| Offeror shall submit a Pre-Deployment Plan outlining its proposed approach to have aircraft positioned and operational within 30 days of a task order award | |||
| 31 | Section PWS, Page 7, Paragraph 1.2.8 | The RFP requirements for aircraft favor the incumbents markedly because they, perhaps inadvertently, severely limit the choices in aircraft that can meet them. Since the Government's intent is to try to maximize competition and award to at least three Offerors, would the Government accept an aircraft in the heavy category with 547 cubic feet usable cabin space while being capable of moving 12 passengers with baggage at the same time, or 4 portable cargo boxes measuring 40Lx 48Wx50H at the same time or a combination of 2 portable cargo boxes and 7 passengers at the same time. | The requirement is as described in the PWS 1.2.8 and will not be revised at this time. |
