SECTION M - EVALUATION FACTORS FOR AWARD
mailto:cynthia.c.turner.civ@mail.mil
The following have been modified:
EVALUATION FACTORS FOR AWARD
PART IV – REPRESENTATIONS AND INSTRUCTIONS
SECTION M
EVALUATION FACTORS FOR AWARD
M001 IDIQ SOURCE SELECTION
M-1 Basis for IDIQ Contract Award The Government will conduct a Best Value Subjective Tradeoff source selection IAW FAR Part 15.101- 1, Tradeoff Process and DoD Source Selection Procedures with the objective to select multiple offerors whose offers, conforming to the solicitation, represent the best value to the Government, price and other factors considered.
The Government will make a best value decision considering all evaluation criteria, with past performance considered significantly more important than price. Basic Eligibility and Technical will be evaluated on an Acceptable/Unacceptable basis. Offerors must be rated Acceptable for all Basic Eligibility and Technical subfactors in order to be eligible for award. Additionally, preference for award will be given to US Flagged Aircraft in accordance with the Fly America Act. This may result in award to a higher rated, higher priced offeror, where the decision is consistent with the evaluation factors, and the Source Selection Authority (SSA) reasonably determines that the superior past performance of the higher priced offeror outweighs the cost difference. However, the Government will not pay a price premium that it considers to be disproportionate to the benefits associated with the proposed margin of service superiority.
M-1.1 IDIQ Contract Awards The Government intends to award approximately three (3) Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contracts as a result of this solicitation. Contract awards may include CLINs for one or more aircraft class category (heavy and super-heavy) depending on the aircraft proposed and the evaluated best value to the Government. To ensure sufficient capability is available for current and potential future aircraft needs, additional IDIQ contract awards may be made. However, the Government reserves the right to award less than three (3) IDIQ contracts or no contract at all based upon the quality of the proposals.
M-1.2 IDIQ Award Eligibility To receive an IDIQ award, the offeror(s) must (1) be deemed responsible in accordance with (IAW) FAR Part 9, (2) conform to the required terms and conditions, and (3) represent a best value to the Government, price and other factors considered.
In addition, offerors must be DoD Approved Air Carriers for rotary wing aircraft. Successful DoD Approved Air Carriers will receive a contract upon notification of award. Successful offerors that are not DoD Approved Air Carriers for rotary wing support, but have submitted the necessary documentation to demonstrate that they are eligible for DoD approval in accordance with Basic Eligibility Subfactor 1, will receive a conditional successful offeror notification. The Notification will indicate an IDIQ contract may be awarded if the offeror is subsequently DoD approved. Therefore, the Government anticipates award of IDIQ contracts could be staggered until the DoD Approved Air Carrier process can be completed. The
Government has complete discretion in determining whether an IDIQ contract will be awarded based upon the Government’s needs at the time of DoD approval.
A Facilities Clearance level of Secret is required for performance. Successful offerors that that do not possess the requisite clearance will receive an IDIQ contract conditioned upon obtaining the Facilities Clearance. A Facilities Clearance or Interim Clearance of Secret must be obtained prior to award of a task order.
M-1.3 Solicitation Requirements Offerors are required to meet all stated terms, conditions, representations, certifications and technical requirements, in addition to those identified as factors or subfactors. Failure to comply with the terms and conditions of the solicitation may result in an offeror being ineligible for award.
M-1.4 Discussions The Government intends to award without discussions but may hold discussions if determined necessary by the Source Selection Authority. If necessary, a Competitive Range will be established for the purposes of holding discussions with the most highly rated offerors. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a price and technical standpoint.

To meet this eligibility requirement, the operator of all proposed aircraft must (1) be on the DoD Approved Air Carrier Listing maintained by US Air Force, Headquarters Air Mobility Command (AMC/A3B) at the time of proposal submission, or (2) have submitted the necessary documentation to demonstrate that they are eligible for DoD approval at the time of award (as determined by AMC/A3B), and not in a suspended or temporary non-use status at the time of proposal submittal and prior to receiving a contract award.
Subfactor 2 - Aircraft Ownership To meet this eligibility requirement, the offeror must provide supporting documentation that the carrier owns, or is leasing, the proposed aircraft. In the case of a lease agreement, the agreement must be current, binding upon both parties if the offeror is awarded a contract, and demonstrate the offeror’s ability to provide aircraft for the entire contract period of performance.
Subfactor 3 - Aircraft Operation and Control To meet this eligibility requirement, the offeror must confirm (1) the offeror will operate the aircraft proposed, (2) the offeror will have access to commit, task, and employ the proposed aircraft upon receipt of a task order award where such aircraft have been proposed and (3) the response must be consistent with other documents submitted with their proposal.
Subfactor 4 - Aircraft Type To meet this eligibility requirement, Aircraft Identification Table must be properly completed on Attachment 2 and any aircraft modifications adequately detailed.
Subfactor 5 - 12 Months Prior Continuous Equivalent Service To meet this eligibility requirement, the Government must determine the proposed carriers have at least 12 months of continuous service, generating revenue, equivalent to the services sought by DoD. In accordance with 32 CFR 861, “Equivalent to the services sought by DoD” means service offered to qualify for DoD approval must be substantially equivalent to the type of service sought by DoD. “Continuous” service means the carrier must have performed revenue-generating services of the nature for which DoD approval is sought. 12 months of prior continuous equivalent service is required for each proposed aircraft.
Subfactor 6 - FAA Certification Documentation To meet this eligibility requirement, the offeror’s FAA or CAA Certification Documentation must be current and complete demonstrating their ability to comply with the FAA or CAA requirements of this solicitation.
(B) FACTOR 2 – TECHNICAL. Each offeror’s Technical Proposal will be evaluated for each category (heavy and super heavy) on an Acceptable (Pass) or Unacceptable (Fail) basis at the subfactor level. Offerors must be rated Acceptable for all Technical subfactors in order to be eligible for award.
Subfactor 1 - Technical Approach To be rated acceptable, the offeror’s proposed technical approach must clearly describe the techniques, procedures and programs required for achieving the objectives identified in Section 1 (paragraphs 1.1 - 1.1.3, 1.2.1 – 1.2.10, and 1.3) of the PWS and demonstrate the offeror’s ability to comply with these PWS requirements.
Subfactor 2 - Pre-Deployment Plan To be rated acceptable, offeror shall submit a Pre-Deployment Plan outlining its proposed approach to have aircraft positioned and operational within 30 days of a task order award. The plan shall include a chart depicting the available date for each proposed aircraft to be positioned and operational based upon an IDIQ contract and task order award date of 1 March 2017.
(C) FACTOR 3 – PAST PERFORMANCE. The Government shall evaluate each offeror’s performance information using questionnaires and other performance information to assign each offeror a Confidence Assessment Rating. Past performance information may be obtained from any sources available to the Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), or other databases; interviews with Program Managers, Contracting Officers, Fee Determining Officials; Defense Contract Management Agency; and commercial sources.
(1) The Government will begin its evaluation by first determining the recency and the relevancy of each past performance effort being evaluated. To be considered a recent effort, the effort must be currently on-going or have been completed within 3 years of proposal submission. The following definitions will be utilized to determine the relevancy of each past performance effort:
RATING DESCRIPTION
Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
(2) After the Government has determined the recency and relevancy of each past performance effort, the Government will evaluate the overall quality of the Offeror’s past performance. The past performance evaluation does not establish, create, or change the existing record and history of the offeror' s past performance on past contracts; rather, the past performance evaluation process gathers information from customers on how well (quality) the offeror performed those past contracts. Based upon the recency, relevancy, and quality of the Offeror’s overall performance record, the Government will assign the offeror a single past performance confidence assessment rating as defined below. This rating reflects the Government’s confidence in the offeror’s ability to successfully perform the requirements of the solicitation based on the overall performance record.
RATING DESCRIPTION
Substantial Confidence
Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence has a reasonable expectation that the offeror will successfully perform the required effort.
Unknown Confidence (Neutral)
No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
Limited Confidence has a low expectation that the offeror will successfully perform the required effort.
No Confidence has no expectation that the offeror will be able to successfully perform the required effort.
(3) An Unknown Confidence rating will be treated neither favorably nor unfavorably in any trade-off decision. However, the Source Selection Authority may determine a Substantial Confidence or Satisfactory Confidence rating to be worth more than a Neutral Confidence rating in any best value tradeoff determination.
(4) Offerors may be asked to respond to adverse past performance information to which the offeror has not previously had an opportunity to respond. Adverse past performance is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comments received from sources without a formal rating system.
(5) In evaluating past performance, the Government will give greater consideration to past performance efforts deemed most relevant to the effort described in this solicitation.
(D) FACTOR 4 – PRICE. IDIQ prices will be established for Heavy Aircraft (Monthly Service, Blade Hours, Positioning, Depositioning) and Super Heavy Aircraft (Monthly Service, Blade Hours, Positioning, Depositioning) for performance in Afghanistan. The unit prices established under the IDIQ for Afghanistan will represent a “not to exceed” (NTE) value for task order awards. Offerors may propose for Heavy Aircraft only, Heavy and Super Heavy Aircraft, or Super Heavy Aircraft only. Price for each aircraft category will be evaluated separately based upon a unit quantity of one (1) aircraft.
Cost reimbursable CLINS will be estimated by the Government and therefore not priced by the offerors or included in evaluated prices.
(1) The Government will determine whether the proposed IDIQ prices are fair and reasonable, balanced, and realistic. The fair and reasonable determination will be accomplished by conducting a price analysis using one or more of the techniques set forth in FAR 15.404-1(b). The Government will evaluate all proposed rates and prices in the Pricing Table, RFP Attachment 3. In accordance with FAR 15.404-1 (g) Unbalanced Pricing, a proposal may be rejected if the contracting officer determines the lack of balance poses an unacceptable risk to the Government. Additionally, the Government will conduct a price realism analysis on proposed prices which are identified as low in the fair and reasonableness evaluation in order to determine whether the proposed price reflects a lack of understanding of the contract requirements or risk inherent in the technical approach. Proposals with unrealistically low rates will be ineligible for award.
(2) Heavy Aircraft: In accordance with the Pricing Table, RFP Attachment 3, Offeror’s are required to propose a unit price for a quantity of one (1) aircraft for Monthly Service, Blade Hours, Positioning, and Depositioning. The Government will determine the Total Evaluated Price (TEP) by adding the total price for each period of performance for the Monthly Service and Blade Hours as well as the highest price for Positioning and Depositioning one (1) Heavy aircraft. For Monthly Service and Blade Hours the estimated quantities will be multiplied by the proposed Unit Price for each period of performance (POP) for a quantity of one (1) aircraft. The TEP will also include pricing for a six month extension in accordance with FAR Clause 52.217-8, Option to Extend Services. The Government will calculate this extension using the proposed price of the final option period CLINS 3003 Monthly Service Afghan Heavy and 3004 Blade Hours Afghan Heavy, and dividing by two (2). Proposed prices for Positioning and Depositioning will be evaluated but only the highest unit price for Positioning and Depositioning one (1) aircraft will be included to determine the evaluated price for a single Heavy aircraft. The evaluated price for one aircraft will be multiplied by 11 to determine the TEP for Heavy Aircraft.
(3) Super Heavy Aircraft: In accordance with the Pricing Table, RFP Attachment 3, Offerors are required to propose a unit price for a quantity of one (1) aircraft for Monthly Service, Blade Hours, Positioning, and Depositioning. The Government will determine the Total Evaluated Price (TEP) by adding the total price for each period of performance for the Monthly Service and Blade Hours as well as the highest price for Positioning and Depositioning one (1) Super Heavy aircraft. The Government will calculate this extension using the proposed price of the final option period CLINS 3005 Monthly Service Afghan Super Heavy and 3006 Blade Hours Afghan Super Heavy, and dividing by two (2). Proposed prices for Positioning and Depositioning will be evaluated but only the highest unit price for Positioning and Depositioning one (1) aircraft will be included to determine the TEP for a Super Heavy aircraft.
(4) Adequate price competition is expected; therefore, other than certified cost or pricing data is not being requested initially. However, should the Contracting Officer make a determination during the evaluation process that adequate price competition does not exist, other than certified cost or pricing information may be requested for evaluation purposes along with comparing proposed prices to other commercial prices paid or historical data to assist in negotiations and/or the price reasonableness determination.
(5) Options: Evaluation of options shall not obligate the Government to exercise the option(s).
M-2.2 IDIQ PROPOSAL EVALUATION
The Government will first evaluate proposals for award of IDIQ contracts. The Government will review each Offeror’s proposal to ensure general compliance with the terms of the solicitation as well as ensure all the necessary documentation has been provided in the Business Proposal as instructed in Section L, Instructions to Offerors. Next, to apply the Fly America Act preference, offerors will be categorized into Fly America Act participant categories. Fly America Act participant categories will be assigned as follows (listed in order from highest priority to lowest priority):
Category 1. US Flagged Aircraft (pursuant to, Title 49, Subtitle VII, Part A, subpart I, Chapter 401, 40118-Government-Financed Air Transportation that has been incorporated in to the FAR Part 47.4 Air Transportation by U.S. Flag Carriers).
Category 2. Foreign Flag Aircraft
(1) The Government will evaluate all Category 1 offerors for Basic Eligibility as described in M- 2.1(A) Factor 1. The Government shall evaluate Basic Eligibility at the subfactor level on an acceptable/unacceptable basis. Offerors must be rated Acceptable for all Basic Eligibility subfactors in order to be eligible for award.
(2) Those Category 1 proposals deemed Acceptable for Basic Eligibility will be further evaluated.
The Government will evaluate offeror’s Technical Proposals in accordance with paragraph M-
2.1 (B) Factor 2, and Past Performance proposals in accordance with paragraph M-2.1 (C) Factor
3. All Technical subfactors will be evaluated on an Acceptable/Unacceptable basis. Past Performance proposals will be assigned a Confidence Assessment Rating.
(3) The Technically Acceptable Category 1 proposals will then be evaluated in accordance with paragraph M-2.1 (D) Factor 4, Price, to determine whether the proposed IDIQ prices are fair and reasonable, balanced, and realistic. If price is determined to be fair and reasonable and the lowest priced Offeror has a Past Performance rating of Substantial Confidence, the proposal represents the best value to the Government and an IDIQ award will be made to that offeror.
(4) In the event the Government does not make an award pursuant to paragraph 3 above, or the award does not fulfill the Government’s immediate need for the twelve (12) aircraft, the Government will then conduct an integrated assessment of all Technically Acceptable Category 1 proposals and rank offers based upon their evaluated best value to the Government.
Approximately three (3) IDIQ awards will be made to the highest ranked offers. However, additional awards may be made in order for the Government to meet its immediate need for twelve (12) aircraft.
(5) If sufficient acceptable Category 1 offerors are not able to fulfill the Government’s immediate need for aircraft, Government will repeat the process for Category 2 offerors beginning with paragraph (1) above, Basic Eligibility.
IDIQ Awards to offerors will be conditioned upon receipt of a Facilities Clearance of
SECRET.
M003 INITIAL TASK ORDER
M-3 Basis for Initial Task Order Award(s) The Government will make an integrated assessment to determine which IDIQ awardee’s Task Order proposal represents the best value to the Government. Operational Date is considered approximately equal in importance to Past Performance. The non-cost factors, Operational Date and Past Performance, when combined, are considered significantly more important than price; however, the Government will not pay a price premium that is disproportionate to the margin of increase in operational date and past performance ratings.
M-3.1 Initial Task Order Award(s) The Government anticipates an immediate need of eleven (11) Heavy and one (1) Super Heavy rotary wing aircraft in Afghanistan. The Government anticipates Eight (8) aircraft based out of Bagram, two (2) out of Kandahar and two (2) out of Jalalabad. The Government intends to order aircraft in pairs;
however, single aircraft may be awarded to meet the need for a particular aircraft type. As a result, more than one (1) task order may be awarded to meet the Government’s immediate aircraft needs. All IDIQ awardees may not receive a task order award. Task order awards are subject to a continuing need of the Government and availability of funds.
M-3.1.1 Task Order Eligibility The Task Order solicited with the IDIQ requires rotary wing services to be performed by DoD approved carriers. As such, to be eligible for the task order award the offeror must (1) receive an IDIQ award and
(2) at the time of Task Order proposal submission and award, be a DoD approved carrier. Awardees must also (3) possess a Facilities Clearance or Interim Facilities Clearance of SECRET, or higher at the time of Task Order proposal submission.
M-3.1.2 Discussions The Government intends to award without discussions but may hold discussions if determined necessary by the Contracting Officer.
M-3.2 TASK ORDER EVALUATION CRITERIA
(A) FACTOR 1– BASIC ELIGIBILITY. Each Basic Eligibility subfactor will be evaluated on an Acceptable or Unacceptable basis.
