RFP QA 1-12

NumberReferenceQuestionResponse
1a. SF33, page 1, blocks 5 & 9 b. Section L-3 Proposal Preparation Instructions, Page 96, para (3), (4), (d)Would the government consider extending the response date for this solicitation?

a. The solicitation was published 23 December 2016 and the responses are due 23 Jan 2017. With the RFP published on a Friday (two days before Christmas) and the week between Christmas and New Years generally accepted as a holiday period, this only gives offerors fifteen days to prepare a response. Fifteen days is not adequate for such a complicated proposal and the short time-frame could end up reducing competition.

b. HTC711-17-R-R01, Section L-3 Proposal Preparation Instructions, Page 96, para (3), (4), (d) requires completed Past Performance Questionnaires to be received in the issuing office ten days prior to the solicitation close date (11 Jan 2017), this is only seven days after the end of the holiday season. This is not enough time and could end up reducing competition.

a. The Government does not intend to extend the solicitation close date at this time. b. Solicitation Attachment 7, Past Performance Questionnaire (PPQ) Section 2 states questionnaires must be returned no later than 31 Dec

16. This is an erroneous date, therefore, please refer to RFP Section L-3, Proposal Preparation Instructions, para (3), (4), (d) stating PPQs are requested to be received in the issuing office ten (10) days prior to the solicitation close date which can be found in block 9 of the SF 33.

Melinda Lewis: Melinda Lewis:

Cindy, I did not see a need to update the close date - it is correct on the SF33 2 a. Section L-3 Proposal Preparation Instructions, Page 95, para (3), (2), v Subfactor 5 b. Section M-2.1 IDIQ Evaluation Criteria, Page 101, subfactor 5 c. Solicitation document Can the government clarify who has to have 12 months of prior continuous equivalent service for each aircraft type proposed (Offeror or Carrier)?

a. HTC711-17-R-R01, Section L-3 Proposal Preparation Instructions, Page 95, para (3), (2), v Subfactor 5 states “Offeror must have at least 12 months of prior continuous equivalent service for each aircraft type proposed.”

b. HTC711-17-R-R01, Section M-2.1 IDIQ Evaluation Criteria, Page 101, subfactor 5 states “…the government must determine the proposed carriers have at least 12 months of continuous …”.

c. The Offeror (Prime) and the Air Carrier (Sub-contractor) are two different entities.

a. & b. The Offeror must have 12 months of prior continuous service for each aircraft type proposed. M-1.2 IDIQ Award Eligibility states that "offerors must be DoD Approved Air Carriers for rotary wing aircraft." In addition, (A) FACTOR 1– BASIC ELIGIBILITY Subfactors 2 and 3 require the Offferor to own and operate the proposed aircraft. c. For the purpose of this solicitation, "Offeror", "Carrier", or "Proposed Carrrier" are the same entity.
3a. Section M-2.1 IDIQ Evaluation Criteria, Page 102, (C) Factor 3- Past performanceCan the government clarify that the term “offerors” when used in the context of past performance encompasses the Offerors’ team (Prime and subcontractors)? Specifically, clarify that the Offeror may use the air carrier (subcontractor) past performance.

a. This language is found numerous places, a good example is HTC711-17-R-R01, Section M-2.1 IDIQ Evaluation Criteria, Page 102, (C) Factor 3- Past performance.

a. As described in the answer to #2 above, Offeror and Carrier are the same entity. IAW FAR 2.101 “Offeror” means offeror or bidder
4Section PWS, Page _7___, Paragraph 1.2.8____The language is somewhat unclear regarding the reference to “any stated variation.” Can you verify that the firm requirement is 600 cubic feet plus ONE of the three options following it, such that if further delineated, the requirement would appear thus:

Payload Range for Heavy-Lift Aircraft: Aircraft must have at least 600 cubic feet of usable cabin volume and shall be capable of moving either (1) a payload combination of at least 12 passengers and baggage (planning weight of 300 lbs. for each pax and one bag) or (2) at least 5 portable cargo boxes which measure 40Lx 48Wx50H, or (3) a minimum mixture of 2 portable cargo boxes and 7 pax. Any stated variation of 600 cubic feet of usable cabin volume plus one of the above mentioned three loads combine for a minimum internal load of 5,000 pounds at Mean Sea Level (MSL). Carrier must also be able to move external cargo only with a minimum payload of 5,000 pounds at MSL. At 7,000 ft. PA or temperatures above 20 degrees Celsius, the minimum payload requirement for a combination of passengers and baggage is 3,000 lbs. Fuel calculations for aircraft payload should include a range of 1 hour 30 minutes plus FAA defined fuel reserve requirement.

The Aircraft must be capable of moving 12 passengers with baggage at the same time, 5 portable cargo boxes measuring 40Lx 48Wx50H at the same time or a combination of 2 portable cargo boxes and 7 passengers at the same time.
5Section Solicitation M-2.2, Page 104-105_, Paragraph _(3)The statement is made that “If price is determined to be fair and reasonable and the lowest priced Offeror has a Past Performance rating of Substantial Confidence, the proposal represents the best value to the Government and an IDIQ award will be made to that offeror.” Could you please explain the continuing evaluation process should no proposals receive a Past Performance rating of Substantial Confidence?
The next step in the evaluation process can be found in M-2.2 para (4): In the event the Government does not make an award pursuant to paragraph 3 above, or the award does not fulfill the Government’s immediate need for the twelve (12) aircraft, the Government will then conduct an integrated assessment of all Technically Acceptable Category 1 proposals and rank offers based upon their evaluated best value to the Government. Approximately three (3) IDIQ awards will be made to the highest ranked offers. However, additional awards may be made in order for the Government to meet its immediate need for twelve (12) aircraft.
6Section Solicitation M-2.2, Page 105_, Paragraph _ (4)The phrase “integrated assessment” is not clear in meaning. Could you please describe the components of and process for this assessment?
Integrated assessment is the evaluation and comparison of all applicable proposals in their entirety, taking into consideration all stated evaluation factors as well as their indicated weighting (based on the relative order of importance as set forth in the solicitation).
7Section Solicitation M-3, Page 105_, Paragraph _ M-3 Basis for Initial Task Order Award(s)The phrase “integrated assessment” is not clear in meaning. Could you please describe the components of and process for this assessment?
Integrated assessment is the evaluation and comparison of all applicable proposals in their entirety, taking into consideration all stated evaluation factors as well as their indicated weighting (based on the relative order of importance as set forth in the solicitation).
8Section Solicitation L-3, Page _96___, Paragraph (4) Part IV: Factor 3, (d) Past Performance QuestionnaireThe statement is made, “Completed PPQs are requested to be received in the issuing office ten (10) days prior to the solicitation closes date” which would be January 13. However, the PPQ form states “Questionnaires must be returned no later than 31 Dec 2016.” Since the earlier date seems unrealistically soon after RFP release, could you provide a corrected PPQ form?
Solicitation Attachment 7, Past Performance Questionnaire

(PPQ) Section 2 states questionnaires must be returned no later than 31 Dec

16. This is an erroneous date, therefore, please refer to RFP Section L-3, Proposal Preparation Instructions, para (3), (4), (d) stating PPQs are requested to be received in the issuing office ten (10) days prior to the solicitation close date which can be found in block 9 of the SF 33.

9Section Solicitation L, Page 95_, Paragraph _ (3) Part III: Factor 2- Technical, ii. Subfactor 2 – Pre-Deployment Plan; and Section M, page 101, Paragraph (B) FACTOR 2 – TECHNICAL Subfactor 2 - Pre-Deployment PlanBoth of these sections describe the _ Pre-Deployment Plan as part of the IDIQ technical proposal; however, this does not seem logical, since it is the Task Order proposal that contains actual tasking requirements. Should the Pre-Deployment Plan be relocated to the Task Order proposal?
To receive a task order award you must be an awardee under the IDIQ contract. Therefore, you must adequately demonstrate your ability to successfully deploy aircraft at the IDIQ level. A pre-deployment plan must be included in your IDIQ technical proposal as stated in Section L para (3) (a) (3) (a) (ii).
10Section PWS, Page 3, Paragraph 1.1.1.1 Primary Aircraft and 1.1.1.2 Alternate Aircraft. Will the Govt allow alternate aircraft to be designated in the proposal so that the contractor has pre approval to use either the primary or alternate aircraft in performance of a contract position(s)?
No, as stated in PWS para 1.1.1.3 all aircraft listed on attachment 2 are exclusively dedicated to this contract excluding maintenance and ferry flights. Therefore if the need arises for an alternate aircraft to be used, PWS para 1.1.1.2 will apply.
11Section PWS, Page 7, Paragraph 1.2.8 Payloads – Super Heavy Lift. The requirement does not have a fuel requirement like the Heavy, does the Govt require any fuel to be calculated in to the payload calculation?
See updated Attachment 1, PWS 9 Jan 17, para 1.2.8. Payload Range for Super-Heavy Lift Aircraft, now includes the following sentence "Fuel calculations for aircraft payload should include a range of 1 hour 30 minutes plus FAA defined fuel reserve requirement." A solicitation amendment will be forthcoming.
12Section PWS L.3, Page 95, Paragraph (3) Part III: Factor 2- Technical (a) i

and Page 100 Paragraph M 2-1 (B) FACTOR 2 – TECHNICAL, Subfactor 1 - Technical Approach Both L and M in these locations refer to only PWS paragraphs 1.1 - 1.1.3, 1.2.1 – 1.2.10, and 1.3 as required for discussion in the Technical Approach. Can you please verify that discussion of other PWS sections is not desired and that not addressing other PWS sections will not result in an Unacceptable rating?

As further stated in L-3, para (3) (a) (3) (a) (i), offerors shall clearly explain how the aircraft proposed will satisfy the minimum requirements of the PWS. The proposal shall provide an adequate approach and understanding of the requirement, with little or no potential to cause increased cost or degradation of performance. Therefore discussion of any PWS sections to meet these criteria are desired and will be assigned a rating accordingly.
