Number Document Reference Question Response
234 TO PWS
Section 3.1, Periods of Performance and 52.212-1
Comment/Reference: In the TO PWS, startup dates are staggered to support CASEVAC at Entebbe and Obo (5 Jan 17), FW support at Nzara and Entebbe (19 Feb 17) and RW support at Obo (24 Feb 17). RFP states, “The Government desires an operational date of on or about 1 January 2017 for the Task Order.”
Question: Which date(s) should we use to prepare our pre-deployment plan?
Revise (b) 3. E.(2)b. to “The Government desires operational dates which will allow performance to begin on the dates outlined in the Central Africa Task Order PWS, paragraph 3.1.”
235 RFP 252.225-7980 (pg 33-37 of 78) Question: Can the USG confirm their understanding of contractor personnel under the CAAS TO to be provided as non-CAAF as contractor is required to provide their own life support and logistics?
See Clause 252.225-7980
Amendment
0002 RFP
52.212-1 (b)3.D(1)a; (b)3.E(1);
(b)3.C(4); 52.212-2 (b)1(G); 52.212-2 (c)1.(C)
Comment/Reference: (b)3.C(4) states Task Order Proposal shall be divided into three Volumes. Then goes on to suggest only Volume II and IV are to be submitted. Also notes that Volumes I and III have been removed. (b)3.D(1)a Basic Eligibility for IDIQ removes prior reference to Medical Certifications. (b)3.E(1) provided TO response requirements for Volume I, to include medical certification requirements. 52.212-2 (b)1(G) removed evaluation criteria at the IDIQ level for the medical certification.
52.212-2 (c)1.(C) adds evaluation criteria for a non-required Volume I.
Question: 1a) Is there a requirement to supply a Volume I at the TO level? If not, can the USG please remove the TO basic eligibility instructions and evaluation criteria?
1b) If the Contractor is not to supply a TO Volume I, is the contractor to assume that the medical certification requirement is not required?
1c) If the medical certification requirement in necessary, and there is not TO Volume I response, does the medical certification requirement belong in the IDIQ response (even though it appears to have been removed?
1a) No. Revise 52.212-1 (b)3.C(4) to “two” volumes 1b) The solicitation was revised via Amendment 3.
1c) Medical certification is no longer required for TO
Amendment
52.212-1 (b)3.D(1)a.iii; 52.212-2 (b)(1)C
Comment/Reference: 52.212-1 (b)3.D(1)a.iii notes that FAA will retrieve data to validate aircraft on operator’s OPSPEC. 52.212-2 (b)(1)C notes that evaluation is based on current FAA or CAA documentation at time of proposal response.
Question: 1a) Can the USG confirm that no data for OPSPEC needs to be provided as the FAA will validate?
1b) Can the USG confirm they are still requesting data/documentation for CAA validation with response?
Question Answered (RFP Amd 3 Post/ 28 Oct 16) Question Number #224
238 CAAS PWS 1.3.7.2.5
Question: What frequency ranges and modulation range is required for the UHF radio for the FW
Question Answered (RFP Amd 3 Post/ 28 Oct 2016) Question Number #221
239 CAAS PWS 1.3.5, 1.3.7.1
Question: Will CASEVAC TRAINING flight hours be reimbursed and if so how many per month
Yes, for Government tasked training missions.
CAAS PWS 1.3.5.1
Question: Will the military provided medic go up and down the hoist? Will he/she need training? If so, to what standard? Will training flight hours necessary for military provided medic be reimbursable? Please clarify that military medical staff training required for helicopter operations is not included in the training allotment
Medic may possibly go up and down on the hoist. No known training needed.
241 CAAS PWS 1.3.5, 1.3.7
Question: What CASEVAC equipment does TRANSCOM require inside the RW and FW aircraft? (i.e. medical litters, oxygen cylinders)
Contractor is required to provide equipment for aeromedical configuration required to perform patient movement
242 IDIQ PWS 1.3.7.1
Comment/Reference: Most Medium STOL FW aircraft cannot achieve 1000 NM range and still achieve 3500 ft unimproved operations, 4000 lbs, 12 passengers. This pairing of requirements could prevent carriers from providing cost effective STOL solutions to
TRANSCOM.
Question: Will TRANSCOM consider reducing the range to 800 NM?
No
243 IDIQ PWS 1.2.1.8.
Comment/Reference: Under Section 1.2.1.9 IDIQ PWS the requirement states “all CAAF personnel shall attend a Continental United States (CONUS) Replacement Center (CRC) or a DoD-approved equivalent process prior to departure” Question: Will TRANSCOM consider an approved on-line CRC course an “equivalent process” or does each of the Contractor Personnel need to attend a physical location CONUS for training
No, training will be IAW IDIQ PWS 1.2.1.8.
