Trans-Africa Airlift Contract (TASC)
Appendix B
ORDERING PROCEDURES
1. Under the TASC multiple award contracts, fair opportunity for awards will be provided through a best-value award process. The Government is responsible for evaluating user requirements and for making independent best value decisions.
2. Task Order Awards will be in accordance with FAR 16.505(b) Orders Under Multiple-Award Contracts.
Ordering unless the USTRANSCOM Contracting Officer (USTC-CO) determines one of the following exceptions applies, per FAR 15.505(b)(2):
A. The agency’s need for the services or supplies is of such urgency that providing such opportunity would result in unacceptable delays.
B. Only one awardee is capable of providing the services or supplies at the level of quality required because the supplies or services ordered are unique or highly specialized.
C. The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.
D. It is necessary to place an order to satisfy a minimum guarantee.
E. For orders exceeding the simplified acquisition threshold, a statute expressly authorizes or requires that the purchase be made from a specified source.
F. In accordance with section 1331 of Public Law 111-240 (15 U.S.C. 644(r)), contracting officers may, at their discretion, set aside orders for any of the small business concerns identified in 19.000(a)(3). When setting aside orders for small business concerns, the specific small business program eligibility requirements identified in part 19 apply.
3. Source Selection Process. Upon receipt of requirement from the Requirement Owner (RO), U.S. Transportation
Command Acquisition (TCAQ) will solicit it via the following process.
A. Prime contractors will be provided an equal opportunity to submit a proposal on the requirement within the timeframe specified in the solicitation. All contractors will be given the same information and time to respond.
B. During proposal preparation, the Contractor shall ensure all offers are equal to or lower than their awarded IDIQ Not-To-Exceed (NTE) rates. Offers that contain prices higher than the IDIQ NTE rates will be ineligible for award. The Contractor shall also ensure all proposed prices submitted are in whole cents.
C. TCAQ will appoint a team to evaluate all proposals received. Proposals will be evaluated in accordance with the criteria stated in the solicitation. Evaluation criteria is dependent upon the requirement but are likely to include Technical, U.S. Flag preference (as applicable), Past Performance, and Price factors.
D. USTC-CO will award the task order to the prime representing the best-value to the Government.
4. Competition among all awarded IDIQ holders on all requirements is important to the Government on this contract. Accordingly, awardees are highly encouraged, but not required, to submit an offer for all requirements. If the Government discerns a trend by a contractor consistently not submitting an offer, it will consider this an unfavorable behavior which may have a negative impact on the contractor's past performance evaluation in the
Contractor Performance Assessment Reporting System (CPARS) evaluation or may result in the Government not exercising an option on the contract.
