RFP Q and A

Quick ReferenceDocumentSectionParagraphDateQuestionAnswer
ProposalsSolicitationL-9a(1)26-May-15I noticed that only an original and electronic copy is required to USTRANSCOM, correct?Correct - See Section L-9 Proposal Preparation Requirements (1) and (2), page 112 of 126. (1) Hard Copy Proposals: All offerors shall submit the original offer in paper form that conforms to the requirements in subparagraph (i) below. No additional paper copies are required. (2). In addition to the original hard copy proposal, offerors shall submit a complete electronic copy of their proposal, which includes all signatures as required on the original hard copy proposal. Electronic copies may be submitted on a disc with the original hard copy proposal or may be submitted via AMRDEC Safe Access File Exchange (SAFE) website at https://safe.amrdec.army.mil/SAFE/ where the file can be uploaded and accessed with a one-time use key generated via email.
Cyber SecuritySolicitationM-1(j)29-May-15I was asked to confirm that “we are only to submit negative responses meaning only those controls with which we are not in compliance”. Is that correct?Correct - See Section M-1, page 118 of 126. For any offeror-identified NIST standards that will not be implemented, the offeror has explained how the required security control identified DFARS 252-204-7012, Safeguarding Unclassified Controlled Technical Information is not able, or how an alternative control or protective measure is used to achieve equivalent protections.
B-PagesSolicitationBN/A29-May-15Are the B-page ACLs in short tons?Yes, the cargo ACLs are in short tons.
Aircraft MaintenanceSolicitationL-98 (a) and (b)1-Jun-15Can you confirm that (8)a. is talking about Line Mx work and (8)b. is talking about Base Mx work? Or do we need to provide Line Mx information for both groups?8(a): The original intent of the request for the "daily maintenance snapshot" was for it to be the status sheet(s) used for the carrier's daily maintenance meeting. This typically lists each aircraft and provides its current status (i.e. what it is doing that day). The purpose of our request was to see that the offered aircraft were "operational" as of the date of that product. 8(b): Again, the original intent of the request for the "3-quarter maintenance plan/forecast" was for it to be the long-range maintenance forecast of major inspections. What we are interested in is scheduled long-term periods where the aircraft will be out of service, such as a C-check.
Aircraft MaintenanceSolicitationL-98(b)1-Jun-15What is the quarter of changeIn this case, the "quarter of change" would be the start of the contract period. This particular terminology was coined to also include the case where an aircraft is changed mid-year, so the newly submitted aircraft should include these maintenance reports focused on the date of the substitution.
Form 81, 82, and 83 Data SheetSolicitationL-9b(10)(a-c)3-Jun-15If the aircraft/type were successfully submitted to a previous solicitation we need only fill out the revalidation sheet. No need to fill out the Basic Front and Back sheets or the Performance Data sheets in this case – is this correct?Refer to Data Sheet Form 81, 82, and 83 instructions at Section L-9(10)(a) through (c), page 113. The Form 81 is an option if all previous solicitation aircraft were successfully submitted, accepted by AMC/A3B on the previous FY15 contract, and have the identical type, performance capability and equipment. See also, Attachment 8-Instructions for CRAF Aircraft Revalidation, Basic, and Performance Data (V20150506).pdf posted with the solicitation.
Atch 8a, Form 81, 82, and 83 Data SheetsSolicitationL-9b(10)(a-c)9-Jun-15How do I unlock the Atch 8a spreadsheets to edit the 81, 82, and 83 data?If the user will first select the "enable editing" button (top of screen) and then click on another tab such as the "Performance Data Sheet Notes", the multiple selections will clear. The user can then select whatever tab they want, and input data and save the file.
Proposal SubmissionSolicitationL-9a(1)3-Jun-15Am I to re-submit all original items and documents as listed in the L-9 of the Solicitation HTC711-15-R-C001, as I did for the FY15 submission, or is there a shorter path to continuing our CRAF participation as in just updating certain parts of the L-9 listed items? Each solicitation stands on it's own, so yes, offerors must submit new documents in accordance with the solicitation requirements.
Teaming ArrangementsSolicitationM-2(a-b)3-Jun-15Can a new carrier be included on teaming agreements with the caveat that they would have to be approved by the start of the contract.No---In accordance with Sections L and M, in order for a carrier to be eligible for award, determined responsible, and included within a Teaming Arrangement, a carrier must be DOD-approved by the RFP close date. However, if later, a new CRAF entrant becomes DOD-approved, the Team Lead could submit an amended Teaming Arrangement adding them to the team.
Proposal copiesSolicitationL-9a(1), a(2)5-Jun-15Sec L-9(1) states 1 original offer in paper form. No additional paper copies are required. SF33 states 1 original and 1 copy. Does this copy refer to the electronic copy?Yes, the SF Form 33, Block 9 reference to 1 copy is the electronic copy under this solicitation. See Section L-9, para a(2), page 112 of 126
Certified Cost or Pricing DataSolicitationH-9H-95-Jun-15We note that Section H-9 of the Solicitation provides that offerors are required to submit data that is “other than certified cost or pricing data.” Specifically, Section H-9 addresses the requirements of FAR 15.403-3, “Requiring Data Other Than Certified Cost or Pricing Data,” which apply to acquisitions that do not require certified cost or pricing data, as defined in FAR 2.101. See FAR 15.403-3(a)(1). However, Section I of the Solicitation incorporates clauses that are applicable to acquisitions that require the submission of cost or pricing data (e.g., FAR 52.215-10, “Price Reduction for Defective Cost or Pricing Data,” FAR 52.215-12, “Subcontractor Cost or Pricing Data,” DFARS 252.215-7000, “Pricing Adjustments,” DFARS 252.215-7002, “Cost Estimating System Requirements”). While we understand and are committed to our obligation to furnish information for the Department of Transportation Air Carrier Financial Reports (Form 41 Financial Data), we are concerned that clauses contemplating the submission of “certified cost or pricing data,” as defined in FAR 2.101, and compliance with the Cost Accounting Standards and the FAR Part 31 Contract Cost Principles and Procedures may not be applicable here. As such, would the USTRANSCOM please explain the basis for the applicability of such clauses? If such clauses are in fact not applicable, would the USTRANSCOM consider removing them? The four clauses, 52-.15-10, 52.215-12, DFARS 225.215-7000, DFARS 252.215-7002 will be removed via Amendment 0001.
Safeguarding InformationSolicitation5-Jun-15We note that the cybersecurity requirements in the Solicitation refer to DFARS 252.204-7012, “Safeguarding of Unclassified Controlled Technical Information.” As you know, unclassified controlled technical information (“UCTI”) is specifically and narrowly defined in DFARS 252.204-7012. However, the PWS references a requirement to safeguard “DoD information,” which is different from UCTI and could create ambiguity regarding the contractor’s obligations. Please clarify which category of information (i.e., UCTI or “DoD information”) contractors are required to safeguard. If contractors are required to protect “DoD information,” please provide a definition. Additionally, our understanding is that commercial contractors who have implemented sufficient information security procedures will typically comply with applicable requirements. Is this understanding correct?Contractors are required to safeguard both. DoD Information Defined - Information that has not been cleared for public release in accordance with DoD Directive 5230.09, "Clearance of DoD Information for Public Release, " and that has been collected, developed, received, transmitted, used, or stored by DoD, or by a non-DoD entity in support of an official DoD activity.
Small BusinessSolicitationL-9-139-Jun-15When submitting small business subcontracting plan for the FY16 solicitation, do I need to submit for the period of January – September 2016? Since that is the timeframe of the FY16 contract. Or can I submit for the normal time period of October through September. You will submit the subcontract plan to cover the contract period of performance. In response to the FY16 solicitation, the contract period of performance is Jan-Sep 16.
Small Business9-Jun-15Will I be required to submit a three (3) month small business subcontracting plan for the three (3) extension of the FY15 contract year? You will not be required to submit a new subcontract plan since the initial plan covers the contract period of performance which was extended via modification; however, you will be required to complete eSRS reporting for the period ending 30 Sep 15, then another eSRS reporting for the period Oct-Dec 15.
PWS Appendix 3APWSAppendix 3A10-Jun-15Can we get PWS Appendix 3A in a word documentYes
PWS Appendix 3APWSAppendix 3A10-Jun-15What does USTRANSCOM want to see in the PAX/FRT column on Appendix 3A."PAX/FRT " column references the aircraft configuration, translating to Passenger, Freight or Combi if appropriate
Cyber SecurityDFARS 252.204-7012M-1(j)17-Jun-15DFARS 252.204-7012 requires cyber security reporting incident reporting through http://dibnet.dod.mil. The site requires the user to have a DoD ECA Certificate. Our sales department has ECA certificates for users. Does our IT team need certificatesAnyone within the organization can submit the incident report. DoD ECA certificate is only used to authenticate the website.
BricklayingMM-4(c)M-4(c)25-Jun-15Non-MFE aircraft may be offered to the CRAF and will be placed only in the event there are insufficient MFE aircraft to fill all Stages. Since all MFE aircraft will be accepted first, please confirm that when Bricklaying the Long Range International offered aircraft into the three Stages of CRAF, only offered MFE aircraft will be considered as offered MVP (or Aircraft equivalents) for calculation and placement purposes in the denominator of any offeror’s total offered MVP until such time as all offered MFE aircraft are placed.Assignment of Aircraft. After aircraft are offered and determined eligible for CRAF assignment, they are

assigned to the CRAF stages, completing segments, sections, and elements independently of each other, by the CRAF PMO. When the total offered WBE exceeds the requirements specified in Para. M-4.b., assignments are made to fulfill the requirements to as close to the specified level as is reasonably possible. Stage assignments are final and not subject to dispute. The CRAF PMO reserves the right to assign aircraft, when necessary, to meet CRAF requirements, to include maintaining an appropriate mix of aircraft types for all stages. This maximizes CRAF planning and operational flexibilityIAW, Solicitation, Section M-4(c), Atch 8a, Form 81, 82, and 83 Data Sheets Solicitation L-9 b(10)(a-c) On the Revalidation tab, I'm not able to enter information for additional aircraft models and configurations in the top headings since I can't right-click and copy the tab? If a carrier has multiple aircraft models/types under the Form 81 revalidation tab, carriers should use the Save-As function to save the Form 81 as a different MS-Excel workbooks for each aircraft model (e.g., MD-11, 747, 767, 777, etc).
