INSTRUCTIONS TO OFFERORS

Quoters shall submit only one quote/solution to the Government in response to this combined/solicitation. This section specifies the format and content that quoters shall use in response to this Request for Quote (RFQ). Quoters shall submit a response that is legible and comprehensive enough to provide the basis for a sound evaluation by the Government. Information provided must be precise, factual, and complete. Legibility, clarity, completeness and responsiveness are important. Quotation shall be in the form prescribed by, and shall contain a response to, each of the areas identified below. Any quote which does not provide, as a minimum, that which is required in the RFQ may be determined to be substantially incomplete and not warrant any further consideration.

Non-Price Evaluation Factors:

For example, only information included in the Past Performance Volume will be evaluated for the Past Performance factor. If Past Performance information is included

elsewhere in the quote, it will not be evaluated as part of the Past Performance factor. The Quoter shall confine submission to essential matters, sufficient to define the quote and provide adequate basis for evaluation. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted in accordance with FAR 52.212-1(c)(2).

If an emergency or unanticipated event interrupts normal Government processes so that quotations cannot be received at the Government office designated for receipt of quotations by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume in accordance with FAR 52.212-1(c)(3).
