1. Please advise where the transport numbers of an estimated total of 835 per year as listed in 1.5 of the PWS is derived from? As incumbent, we are experiencing less than ½ of the estimated quantity expressed in the RFP.
Response: It is the average number of runs from the last five years. The transport numbers were updated in the PWS version 2.
1. Will the contractor for this contract always be the first call for transports?
Response: Per section 1.4 of the PWS, the Contractor will be the primary transfer service for all BLS and ALS dispatches. If mobilization services are unavailable for any period or for any reason other than active mobilization under this contract, the Government reserves the right to procure such services from another source pending full restoration of full ambulance mobilization services by the Contractor.

1. Does the government expect to have a fully dedicated ambulance, staff and resources for this contract, or as available only?
Response: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform ambulance services as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services.
