This notice provides a draft request for proposals (RFP) for the TRICARE Pharmacy Program 5th Generation (TPharm5) requirements. Interested vendors are invited to review and provide feedback on sections of the draft RFP by January 17, 2020 related to statements of work, specialty pharmacy, retail network access, compounded medications, care coordination, and quality control. DHA intends to issue a formal RFP in mid-2020 and conduct a full and open competition in accordance with the FAR.

Attachment L-6 Sample Client Authorization Letter Past performance information concerning contractors, subcontractors and joint venture/consortium partners cannot be disclosed to the Government without their consent. Client authorization letters are required for each identified past performance effort. This letter will authorize release of requested information on the offeror's performance to the Government. The Government will need that consent before contacting clients to assess the offeror’s past performance. In an effort to assist the Source Selection Evaluation Board (SSEB) in assessing your past performance relevancy, we request that the following client authorization letter be completed for any clients identified in your proposal. The completed client authorization letters shall be submitted as part of your Volume III, Past Performance Proposal. Client Authorization Letters are exempt from the page count.
Offerors should send a letter similar to the following authorizing the client to provide past performance information to the Government.
