Exhibit L-7 Sample Teaming Partner/Subcontractor Consent Letter Past performance information concerning subcontractors and teaming partners cannot be disclosed to a private party without the subcontractor’s or teaming partner’s consent. Because a prime contractor is a private party, the Government needs each subcontractor’s (teaming partner’s) consent before disclosing subcontractor/teaming partner past and present performance information to the prime contractor during exchanges if necessary. In an effort to assist the Government’s Source Selection Evaluation Board (SSEB) in assessing an offeror’s past performance relevancy, the offeror shall include the following consent letter for each subcontractor and partner of the joint venture, and/or consortium identified in their proposal in the offeror’s Volume 3, Past Performance. Past Performance Consent Letters are exempt from the page count.
