This notice provides a draft request for proposal for TRICARE Pharmacy Services, 5th Generation (TPharm5). The Defense Health Agency (DHA) is contemplating a new stand-alone pharmacy services contract with fixed unit prices to provide pharmacy benefits to TRICARE beneficiaries. The potential contract would have an 18-month transition period, seven 1-year option periods for service delivery, and a potential 6-month extension. The draft RFP includes sections B through M and attachments in section L and J. Interested vendors are invited to review the draft RFP and provide feedback on the requirements and approach described. Key areas DHA is seeking comment on include the use of statements of objectives, specialty pharmacy services, retail network access, compounded medications, care coordination, and patient safety notifications. Comments should be submitted to the contracting officer by January 17, 2020. DHA intends to issue a formal solicitation in mid-2020 and provide pharmacy services for up to 9 years total.

Attachment L-1 Ordering Instructions for Data not on SAM.gov
1. Some data files available to potential offerors contain Confidential and Protected information and must be safeguarded. For that reason, this data cannot be provided on-line. These files are identified in the List of Data Files (Attachment L-1.1) and under L.9.
2. To obtain this data, interested vendors are required to submit the required information to the TPharm5 email inbox (dha.buckley.acquis-procure.mbx.tpharm5@mail.mil).
· A list of those persons and their email addresses to receive the requested data file.
· A signed Non-Disclosure Agreement (Attachment L-1.2) for each person requesting the data package.
· A completed Business Associate Agreement (Attachment L-1.3)
3. This requested data will be electronically transferred to interested vendors fulfilling the above requirements via the DoD Secure Access File Exchange (SAFE).
Please note that only the recipient of the message may access DoD SAFE and documents must be downloaded within 7 days, after which they will be deleted. Please refer any additional questions to the above email address.
4. In the event that this data is updated during the course of the acquisition, updated data files will be automatically mailed to all parties who have previously received this data in accordance with these instructions. Offerors should contact the Contracting Officer at that time for instructions regarding the destruction or return of this data (see paragraph 4 of the Non-Disclosure Statement).
