About this file

This is a Questions and Answers (Q&A) document for RFI HT0038-25-RFI-0001 related to Enterprise Intelligence and Data Solutions (EIDS) for the Defense Health Agency, containing 73 industry questions and government responses submitted between February 11-20, 2025.

The Q&A reveals this is a new requirement with no incumbent, seeking industry feedback on program/project management and systems integration services for COTS/GOTS implementations using DevSecOps and Scaled Agile Framework. Key domains include Data Solutions Services, Cloud Compute and Store, Platform Services, and Cyber Services. White paper responses are due March 4, 2025 at 11:00 AM ET with a 20-page limit. The government declined to provide detailed technical requirements, architecture details, or budget information, noting those would be included in any future RFP. Multiple questions addressed the different ordering periods (4 years for Cloud Compute vs 5 years for other domains), though the government indicated contract strategy analysis is still underway. While security clearances may be required for some personnel, facility clearances are not required.
