The RFI requests white paper responses due by March 4, 2025 at 11:00 AM EST, with a 20-page limit across eight sections. Key requirements include program management, engineering/architecture support, data exchange, cloud-hosted solutions, technical data governance, and application development. The scope encompasses managing the Military Health System Military Information Platform, which is DHA's second-largest health data repository. Questions are due by February 20, 2025 at 3:00 PM EST. The ordering periods are generally 5 years, except for cloud compute/store services which has a 4-year period. The NAICS code is 541512 (Computer Systems Design Services). While no classified access is required, personnel may need clearances to work within DHA networks and must comply with various privacy/security requirements for handling medical information.

Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. This RFI is issued for the purpose of obtaining industry feedback on program and project management, systems integration services as they relate to Commercial-Off-The-Shelf /Government-Off-The-Shelf (COTS/GOTS) implementations and COTS/GOTS implementations using DevSecOps and Scaled Agile Framework planning activities within DHA. Any proprietary information MUST be marked as such, on a page-by-page basis. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Systems for Award Management website, SAM.gov. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.
2.0 Background
