About this file
This is a Q&A document containing 178 questions and answers related to the Remote Health Readiness Program 4 (RHRP-4) Performance Work Statement (PWS). The questions cover various aspects of the program requirements including technical systems integration, clinical services delivery, scheduling capabilities, provider licensing, cybersecurity requirements, and reporting requirements.
Key clarifications include: CMMC Level 2 certification will be required at time of award; providers must be licensed in the state where services are delivered; the driving distance requirement has been revised to 40 miles with no drive time standard; the transition period has been updated to not exceed 9 months; DxP supports bi-directional data exchange; CAC requirements apply only to personnel needing access to SM data; and the contractor must provide all vaccines except anthrax and yellow fever. Significant technical requirements address integration with multiple DoD health systems through DHA's Data Exchange Platform (DxP), maintenance of an electronic scheduling system, status dashboard updates within 24 hours, and specific service delivery timelines. The document also clarifies roles, responsibilities and workflows between the contractor, Service Components, and service members.

QUESTION
PWS REFERENCE
(SECTION #)
QUESTION/ COMMENT PMO/Contracting Response
1 1.4
Can the government clarify "documentation" in reference to updating results into the appropriate system(s) of record and/or DoD/DHS Component health readiness system? Is this referring to a vendor system data exchange with all systems that are required to be updated in the appropriate DoD/DHS system(s) of record? Will there be any need for manual updating in DoD/DHS systems of record?
An Exhibit detailing the Current IT Layout will be added. See Exhibit A_RHRP-3 Systems Map
2 1.8
Can the government describe the required travel approval/authorization and notification processes they intend to implement? Group Event coordination can occur at the last minute and its important that we understand what turnaround time guardrails the government is considering. Is an approval response required or is notification sufficient?
As provided in PWS paragraph 5.7.8.2, the SC Lead or SC Designee will provide the Contractor with the final roster of personnel and readiness services required along with the site location (for each group event) 21 calendar days prior to the approved group event. The Contractor shall confirm all requested readiness services within 48 hours of receipt and NLT 19 calendar days prior to the approved group event. The Contractor will not be responsible for finding sites to conduct group events. The Contractor will submit invoices against the Shipping/Travel CLIN for approval after the event occurs.
3 2 Can the government clarify where "days" are referenced throughout this document to explicitly state whether the reference is business days or calendar days?
The Government will add "calendar" or "business" to all PWS references to "days" to clarify.
4 2.1 Does the DXP support document upload/transfer, transfer of data elements, or both? Is this platform a conduit to all required DOD/DHA systems that require updating by the vendor?
Yes, DxP supports bi-directionality in data exchange. DxP is the data broker between the Contractor and DoD/DHA Service Systems.
5 2.1
The mobile reference in the definition refers only to cellular mobile devices and applications. In Attachment 1 mobile is referenced as a service modality. Can the Government clarify the definition to address both use cases?
The term "mobile" as used in the usage document refers only to a mobile vehicle that may be used for providing certain dental services (e.g., conducting bitewing xray). The definition of "mobile" provided in the PWS does not apply to the usage document and is otherwise unambiguous.
6 2.1
This verbiage references only the Post-Deployment Health Assessment but indicates it may be performed before or after SM redeployment. In this case before the redeployment would actually be referred to as a Pre-Deployment Health Assessment. Will the government update this definition?
The definition provided is correct per :
https://www.usar.army.mil/DHAP/#:~:text=There%20are%20three%20deployment%20he alth,the%20Post%2DDeployment%20Health%20Reassessment [Note: this should likely refer to Deployment Related Health Assessments (DRHA) which include Pre-Deployment (Pre-HRA), Post-Deployment (PHRA), Post Deployment Re-Assessment (PDHRA), and the new standalone Mental Health Assessment (MHA).
7 2.1
In reference to the Service Component Scheduler role, is it intended that the Scheduler will actually schedule the services and make the appointments, or serve in a requestor role to secure services on behalf of the SM?
The Government amended the SERVICE COMPONENT SCHEDULER to SCHEDULER throughout the document. The term SCHEDULER is defined as: Electronic scheduling capability role defined as person who schedules the service, can be the Contractor, Service Component Lead, Service Component Designee, or the Service Member. This role can also cancel services.
8 2.1 USACE and INSCOM were previous users of the RHRP Program. Will services for DoD Civilians be included in the RHRP Program? Yes, the Government anticipates continuing to use the RHRP contract to provide DHRA support for DoD/Department of the Army Civilians.
9 5.11 Is the government amenable to billing travel and shipping in arrears given the additional reconcilation required to ensure invoicing accuracy?
Shipping and Travel must be billed with 45 calendar days
10 5.11 From the government's perspective, please define "completion" as it relates to services and invoice timeliness. updated with more clarifying information
11 5.4
Can the Government please confirm that CMMC Accreditation will be evaluated against CMMC Level 2?
The recently published Cybersecurity Maturity Model Certification (CMMC) Program (Final CMMC Program Rule) was released AFTER the initial PWS draft was published, AND with new clarity, the contractor must obtain a CMMC Level 2 certification from a CMMC Third- Party Assessor Organization (C3PAO) at time of award. Please refer to the final program rule (https://www.federalregister.gov/documents/2024/10/15/2024-22905/cybersecurity-maturity-model-certification-cmmc-program#h-16) for sub-contractor flowdown certification requirements. Any subcontractor will need to obtain the approprate certification level at time of award.
PWS language updated in Part 6.
12 5.7
Does the government anticipate requiring medical and dental clinical review for all medical and dental readiness services delivered by the contractor/sub-contractors?
The Contractor will be required to have a Quality Control (QC) Plan submitted 30 days post award, which will detail (among other things) its QC process for both contractor and subcontractor provided medical and dental clinical services. The Government will review, provide feedback on, and approve the QC plan.
13 1.11.3 According to requirements 6.1 and 6.9.2, all work under this contract is deemed unclassified. However, requirement 1.11.3 states a TIER 3 is needed. Please provide clarification to the level of security needed.
The Government has revised the PWS paragraph 1.11.3 to reflect a TIER 2 requirement.
1.11.5, 1.11.5.1, & 1.11.5.2
Given the widespread adoption of telehealth practices and the established frameworks and federal exemptions that allow clinicians to provide virtual care across state lines, would the government consider amending the contract provision to allow clinicians to be licensed in accordance with federal and state licensing requirements, including federal exemptions? This adjustment would be in keeping with federal law and the responsible practice of healthcare standards nationwide.
The RHRP-4 contract will be a non-personal services contract and, as such, federal laws (such as 10 USC 1094) governing delivery of services by personal services health care providers do not apply. Clinicians providing services under this contract must comply with state laws governing licensing which generally require that clinicians be licensed in the state where the person receiving services is located.
15 1.12.4 Can the government clarify in Section 1.12.4 if the government is requesting unlimited rights with vendor commercial licenses or what specifically is covered by that section?
No, the Government merely would be requesting copies of the commercial licenses.
16 1.6.1 What is the government's definitions for Initial Operational Capability (IOC) and Full Operational Capability (FOC) ? These terms have been removed from the PWS.
17 1.6.2.1
Given that the RHRP-4 is a 10-year contract, Optum Serve's recommendation is that the government reviews the transition-out plan at least 90 days before the end of the 9th option year. This timeline would facilitate a seamless and low-risk transition from one contractor to another at the contract's expiration. Would the government be amenable to receiving the plan within this timeframe, rather than post-award, to ensure that meaningful and relevant details can be provided?
The Government will revise the PWS to provide that the Contractor must submit a transition-out plan NLT 90 calendar days prior to the end of the base year of the contract, and updated every option year exercised thereafter.
18 5.1.2 This section conflicts with 5.2.7.5.4 where a one hour maximum drive time is documented. Should the language also indicate "whichever is less" to account for driving factors impacting metropolitan areas?
The Government has revised the requirement to reflect a 40 mile driving distance standard and no drive time standard.
19 5.1.2 In situations where the SM selects a provider that does not comply with these requirements, is the Government agreeable with excluding that from any performance requirement calculations?
No. The Contractor generally should ensure SMs can only select providers that meet the driving distance requirement.
20 5.2.1 Can the government confirm if the group events required to be shown within the consolidated view are events being hosted by all SCs or only those that are hosted by that SM's SC?
Yes, the view of group events must show all scheduled group events, not just service specific group events.
21 5.2.5
In our experience a provider would be selected and then an appointment would be secured based on the provider and SM availability and a confirmation would then be generated for both the SM and provider. Is it the governments expectation that the appointment be "scheduled" by the SM based on the provider's availability and if the provider becomes unavailable the government's desire is that the SM receives a cancelation notice and the opportunity to reschedule?
The Government has revised the PWS to clarify the requirement.
22 5.2.7.5.13 Will the contractor for RHRP-4 receive the chat files from the RHRP III contractor? What is the government's intent for these chat logs? No. This capability does not currently exist in RHRP-3. The Government will use the chat logs to determine any discrepancies in scheduling of services raised to their attention.
23 5.2.8.1 Is the government willing to consider a 99.5% uptime of Electronic Scheduling Capability to allow time for maintenance or consider a monthly maintenance exclusion?
No, the requirement will remain as is.
5.3.1.1 and
5.3.1.2
The metrics referenced in 5.3.1.7.1 and 5.3.1.7.2 are in conflict. Recommend adopting a SL metric of 80% of calls answered in 80 seconds and ASA of 80 seconds. These targets provide quick access to resources while balancing the cost to the program which increases as the ASA decreases.
The Government will take this under consideration.
25 5.3.1.6 This PWS requirement indicates provider information should be available for scheduling services within 90 days and within the required one-hour maxiumum drive time but includes service modalities that are not applicable. Will the government update this requirement to delineate the requirements that are applicable by service modality?
The government defined all modalities and the list of services by modality in the Exhibit B1.
26 5.5.4.2
For the required elements indicated in this section the Unit POC, Unit POC Phone Number, and Unit POC Email Address may not be immediately known or available to the SM at each interaction. Is this a required data element for each person to person telephonic encounter or listed as a best practice recommendation to collect as often as possible/ as is known by the SM?
The Government has revised the PWS reflect that the contractor must make "its best efforts" to collect the identified information.
27 5.7.10.2 Do the form completion and cancelation timelines referenced here apply to all service modalities (In clinic, group events, virtual etc) and service types (PHA, Audio, Dental, etc)?
These timelines apply to the physical exam section only
28 5.7.12.1 Can the government clarify the definition of "actual results" of the radiology services that should be updated in the DXP? Should this include both the result image and the data elements? What should be uploaded in the DXP versus what should be visible in the status dashboard?
The Government has updated the PWS to provide that the Contractor shall document the report of the radiology services in the DXP and document completion of the service via the Status Dashboard (see PWS paragraph 5.10).
29 5.7.3 Based on standard clinic hours of operation being Monday-Friday, will the government consider shifting from calendar days to business days to align with clinic availability? For Example, 5 business days for group events and 12 business days for in-clinic services.
The Government will take this under consideration.
30 5.7.6
Can the government confirm if documentation for deployment limiting medical conditions does or does not include profiling? Depending on the Service Component requirements, documentation of limiting medical conditions can include Profiles and/or limiting duty/deployment limiting annotations. The Contractor shall reference each services' DLMC guidance.
31 5.7.9.3.2
Will the government consider modifying this requirement to state "The Contractor shall ensure that PHA record reviews are performed by an Allied Health Professional under the supervision of a PHA provider or Nurse." ? This allows for flexibility in facilitating the reviews and mitigating cost without diminishing the quality of the review itself.
No changes will be made.
32 5.7.9.4 This section states, "The Contractor shall provide Deployment Related Health Assessments (DRHA)". Are there specific requirements that the government intended to convey?
The Government has added a definition to Part 2 of the PWS.
33 6.3.1.3
Will the government be receptive if the existing solution utilizes 140-2? FIPS 140-2 modules can remain active for 5 years after validation or until September 21, 2026, when the FIPS 140-2 validations will be moved to the historical list.
Currently, NIST SP 800-171 and CMMC accept FIPS 140-2 as a valid encryption standard.
However, if the standard changes over the life of the RHRP-4 contract (i.e., to FIPS 140-3 or higher), then the contractor will be required to transition to the new standard— aligning with CMMC requirements.
34 6.4.3 Can the government confirm that only IS/InfoSec specific personnel are expected to hold IA certifications? Confirmed - only IS/InfoSec personnel are expected to hold IA certifications and complete ongoing training, relative to IT role type.
35 6.4.3.1
Can the government confirm which personnel types are required to comply with cybersecurity training and DCWF?
All IT personnel who will support the acquisition, transfer, and storage, of ANY contract-required data, MUST comply with all DCWF (DoD Cyber Workforce Framework) requirements. The contractor is responsible for deciding/assigning the role types for each of its personnel (as defined within the DCWF).
36 6.5.4
As providers that would be included in a nationwide network are typically not compliant with CMMC requirements and would not be willing or able to do so, can the government clarify that the subcontracted provider network will be exempt from CMMC requirements/flowdowns?
No. If the providers in the network are, in fact, subcontractors, then they will not be be exempt from the CMMC requirements/flowdowns. Per the recently published Cybersecurity Maturity Model Certification (CMMC) Program (Final CMMC Program Rule), ALL prime contractor personnel and subcontractor personnel who handle FCI and/or CUI, are required to meet CMMC requirements and will be held accountable to this standard upon contract award and throughout the life of the contract. For additional details, please visit https://www.federalregister.gov/documents/2024/10/15/2024-22905/cybersecurity-maturity-model-certification-cmmc-program#h-16.
NOTE: CMMC standards are derived from NIST 800-171 requirements, which were the same requirements expected of the RHRP-2 and RHRP-3 vendors. CMMC enhances the enforcement of pre-exisiting requirements.
37 6.5.7
Can the Government please clarify its definition of "Cloud Service Provider"? Is the Government intending for the contractor to apply FedRAMP standards to only the cloud hosting provider/hyperscaler that runs the cloud infrastructure (e.g. Microsoft Azure, Amazon Web Services, etc.), or is the Government intending for all contractor-operated applications be hosted in the cloud to also follow these FedRAMP baseline standards?
The government IS NOT requiring the contractor to use an external cloud service provider (CSP). IF the contractor chooses to use a CSP which uses any device (e.g. hyperscaler, etc.)
to store, process, or transmit any Controlled Unclassified Information (CUI), that CSP will need to apply appopriate FedRAMP standards. Incidentally, as a DoD Health system, RHRP necessitates the CSP meet the security requirements equivalent to a FedRAMP High Baseline.
38 6.5.7 - 6.5.7.1
In PWS 6.5.7, the Government states the contractor must follow the baseline equivalent standards of FedRAMP Moderate for any DoD CUI. However, in 6.5.7.1., the Government states DoD CUI must follow FedRAMP High baseline standards. Can the Government please clarify which FedRAMP baseline CUI under this program must adhere to?
The Government has modified the PWS to make it clear that the FedRAMP High baseline standards would apply to any cloud service provider used by the contractor. As a DoD Health system storing, processing, and or transmitting CUI, RHRP necessitates the cloud service provider (CSP) meet the security requirements equivalent to a FedRAMP High Baseline.
39 6.5.9 What specific device types would the government require to be compliant with DFARS 252 239-7018 and on the DODIN Unified Capabilities Approved Products List?
Please visit https://aplits.disa.mil/processAPList.action (CAC-enabled) to review the complete list of device types - searchable by Device Type and Vendor.
40 NA
The PWS does not reference historical updates for medical documentation that the SM can supply. Will the government accept civilian medical documentation (DD2813, Immunizations etc.) that the SM provides for update into the military system?
Yes, the Government has updated the PWS (paragraph 5.2.7.5.11) to document this requirement.
Part 7, Attachment 1 Performance Requirements
Summary
The PWS references in Part 7 do not match the corresponding sections of the PWS. Will the government provide an updated Attachment 1?
Part 7 was not intended for release
RHRP Services
Usage_Consolida ted 25Oct24V2
According to the listed CDT Codes, are all dental services, including complex specialized treatment codes such as sedation, expected to be performed at group events, or should complex services be limited to in-clinic settings?
The Government has updated the Exhibit B1 to reflect the services required by modality.
1.1 Which DHS organizations require exams and what exam types are required? The Government revised the PWS to add information regarding DHS organizations requiring services 44 1.1 Will DHA publish a draft RFP with all addendums? The Government will take this under consideration.
1.3 For the FY23, $106.1 M total expenses procured for 1.6M services, can DHA/RHRP provide the breakdown of those services by Service
Component for FY23?
The Government will take this into consideration.
1.4 In 1.4., it is noted that vendor will document in… DOD/DHS Component health readiness systems…" What DHS system of record or health readiness system are you referring to?
The DHS Service Components (US Coast Guard and USCG Reserves) utilize the same medical readiness system that the Navy and Marines utilize (EHA and MRRS).
1.6.1 Can DHA/RHRP provide a copy of the Contract Data Requirement List (CDRL) and the Performance Requirements Summary (PRS)? The Government will provide this in the Final RFP release.
48 1.6.1 Can DHA provide the critical milestones for the Initial Operational Capability (IOC) and Full Operational Capability (FOC)? See answer to Question 16
49 1.6.1
Can DHA clarify any specific criteria or certifications required for personnel to be considered “functionally trained and qualified”? No clarification is required. The identified phrase in paragraph 1.6.1 does not impose a requirement but merely advises the contractor that it should use the transition-in period to on-board qualified personnel and train and equip them to perform the contract requirements.
50 1.6.1.1 Can DHA clarify or provide detailed specifications for the electronic interface integration, testing, and demonstration? The Contractor will address its plan for interface integration, testing, and demonstration in its transition plan.
51 1.6.1.1 Can DHA provide specific data formats or protocols for securely transferring DHA technical data from the incumbent contractor? At time of transfer, DHA and the Contractor will agree to industry-best data formatting to be used to securely transfer technical data via DHA-approved encrypted channels.
1.9 Can DHA/RHRP provide list of ODCs? The Government has updated the PWS to reflect that there will be no ODCs under the contract.
1.10.2 Can DHA/RHRP provide a copy of the Quality Assurance Survellience Plan (QASP)? The list will be in the PRS released with the Final RFP. The full QASP will be discussed after award.
1.11.5.1 In accordance with other U.S. Government agency medical professional credentialing policies, can MHS/RHRP modify their state licenensing requirement and permit any state licensed provider in good standing and at the full clinical practice level to provide clinical support for RHRP-4? In other words, if the provider is licensed in a state, then because this is a DOD contract, that state license would suffice for care in all 50 states for DHA/RHRP-4?
No. See answer to question 15.
4.7 Will contractor provided utilities be a collective and separate line item for wrap around services? No, site conditions are unknown until the pre-work is complete (through the scheduling checklist) and the meeting is held between the govt and group event coordinator. Existing data is not available.
4.7 Will contractor provided utilites and facilties be considered an ODC? No. See answer to question 52.
5.1 Can DHA provide historical volume of services data for FY22 and FY23 and if so, then can that be broken down by Service Reserve
Component?
FY22 data will be provide as Exhibit R_FY22 Usage Data
5.1.2 In the final RFP, would the government consider establishing alternative driving distances or driving times in rural and highly rural areas where it can be demonstrated that there is a provider shortage?
No. The Government has revised the driving distance standard to 40 miles and removed the driving time standard. The Contractor will be required to meet the 40 mile driving distance requirement 90% of the time.
59 5.1.2 Can DHA/RHRP provide data showing where SMs live and work by SM zip code? The Government will provide this in the Final RFP release.
5.1.2 The government needs to define: "...from either the SM’s home of record or the SM’s place of work (whichever is applicable under a SM’s particular circumstances)," and when and how the "SM's particular circumstances" will affect meeting network adequacy standards. If this is a variable that frequently changes, how will the contractor be evaluated in meeting the network adequacy requirement (reference 5.1.3) with an ever changing data element?
The Government has revised the PWS to clarify the requirement.
5.2.1 Since dental practices do not routinely share appointment schedules for in-clinic services with dental contractors, it is highly unlikely that a contractor can “provide the SC Scheduler or vendor scheduler with a consolidated view of up-to-date provider availability” in a vendor’s dental provider network.
1.Will the government clarify if this requirement is intended for in-clinic dental diagnostic and treatment services rendered in the contractor’s private sector dental provider network?
2.Will the government define up-to-date” terminology in this requirement?
3.Will the government clarify how a contractor must track “up-to-date” appointment availability, and if this requirement remains in the final RFP, explain how the contractor shall mandate and enforce a requirement that private sector dentists provide their “up-to-date” appointment schedules for the government’s use?
The Government has revised the PWS to remove the phrase "up-to-date."
5.1.2 For potential offerors to price a proposal accurately, it is important for the government to provide historical data to demonstrate where in-office dental services have been provided under the current contract. Additionally, an offeror should know service members’ locations to enable an offeror to submit a proposal compliant with an RFP’s dental in-office access to care standards at an affordable price to the government. Does the government agree to provide such data, including SM count by zip codes where service members are located?
The Government will provide this in the Final RFP release.
63 5.7.6 Is e-profiling going to be a task for vendors? See answer to Question 30.
5.7.13.1 Can a non-CAOHC certified audiometric technician administer audiometric tests as long as that tech is supervised by a CAOHC certfied provider or technician?
The requirement speaks for itself. Audiometric tests must be administered by a physician (MD/DO), audiologist, or audiometric technician certified by the Council for Accreditation in Occupational Hearing Conservation (CAOHC)
5.7.13.2 Since audiometric tests are entered into DOEHRS-HC, then isn't it duplicitous to also enter it into DXP? Entry of audiometric test results into DOEHRS-HC via manual entry is the current state, but in the future they will be entered through DxP.
5.7.16.2.1 Will the government consider providing blanket approval/authorization of the most required dental treatment services (for example, amalgam and composite restorations/simple extractions) to expedite the provision of such services to service members, thereby making the dental portion of the RHRP more efficient.
"The Contractor shall provide a limited number of dental treatment services, see Exhibit XX, Authorized Dental Codes"
No, there will not be a blanket approval/authorization of dental treatment services.
67 5.9.1.3.1 Can candidates with any Masters Degree and extensive relevant experience suffice for the education requirement? The requirement speaks for itself.
5.9.4.4 Since only 1% of dentists are board certified in the US, why does DHA/RHRP require dentists to be board certified? The Government has revised the PWS to adjust the certification/education requirement.
6.1.1 ADP/IT I (critical, sensitive information [equates to TS/SCI]), is a higher clearance level than what was required for most staff for previous federal contracts. Previously, most individuals were required to be ADP/IT II (non-critical, sensitive information). Will the government confirm that ADP IT I is required, and provide further explanation on why this level is required?
The Government has revised the PWS — a minimum of ADP/IT II is the requirement.
6.5.4.1
Could you confirm that the requirement for a valid CMMC certificate specifically mandates completion of certification by an accredited C3PAO at time of award, and that self-attestations or conditional certifications will not meet this requirement?
See Question 11 response.
71 6.5.4.1 Would you clarify the exact CMMC level (e.g., Level 1, 2, or 3) required for this contract? See Question 11 response.
72 6.5.4.1 Can DHA confirm that all of the CMMC certificates are to be held by the prime contractor (e.g. legal business entity, DUNS, and Cage code)? See Question 11 response.
Part 7 Attachment 1 PRS #10 and
PRS#11
Will the government further define how "Time (days) from dental treatment plan approval to appointment date" is to be determined and measured?
The Government will take this into consideration.
Part 7 Attachment 1 PRS #10 and
PRS#11
Will the government further define how "Time (days) from dental treatment plan approval to completion of care" is to be determined and measured?
The Government will take this into consideration.
In Assessments, Physical Health Exams (line 24) on RHRP-4 Procuedures by Modality spreadsheet, what do you mean by doing an exam with data exchange?
The Government has updated and clarified the usage exhibit.
In addition to appropriate licensing for primary fulfillment DC, will contractor be required to have current VAWD accreditation as well as Pharmaceutical Wholesale Distributor Licenses for each State (or ship-to)?
The Government has revised the PWS to provide that the Contractor shall provide all vaccines, except Anthrax and Yellow Fever, through a pharmaceutical wholesale Distribution license for each State and US Territory.
5.1.2 The requirement for "less than 50-miles or less than 50 minutes, 90% of the time" should be flexible or revisited based upon changes in patient movement/redistribution and provider shortages in US over the next 10 years. While the advancement in use of virtual and digital capabilities will possibly mitigate many aspects of distance, there may be significant changes to ability to have services within 50 miles and 50 minute radius. Possibly add a variance for individual patients who are stationed or live unusual distance from normal healthcare. (i.e. - those with home of record or place of work that is 90 miles from healthcare resources)
See answer to Question 18.
5.2.7.3 Reference "The Contractor shall develop a cross-check verification methodology to ensure SMs are not scheduled for the same services more than once." Please clarity that this check is only against the contractor system and for a specified time as readiness items are recurrent. Is there an expectation that the contractor check for care scheduled or provided within the MHS, or is this just to ensure there is no redundancy in scheduled readiness services by the contractor?
Yes, the cross-check requirement applies only to/within the contractor's systems.
5.2.7.5.2 Will DHA be providing an access solution to systems such as EHR, Service Readiness Systems, MIP, and MEDCHART? If so what access format and what data exchange format will be used? Will access support both individual and group data pulls?
DHA already has a solution in place via DHA B2B Gateway (see PWS paragraph 6.6) and the DxP. The precise format for data exchange will not be advertised until after contract award, but the Contractor should be prepared to handle modern formatting (e.g. HL7, etc.). However, access will support both individual and group data pulls.
5.4 What is the timeframe for cancellation prior to an appointment? If it is a short suspense cancel, are fees allowed for late cancellation and no shows?
See PWS paragraph 5.4.
5.7.2 As stated the contractor "shall document, within its electronic scheduling capability (see PWS paragraph 5.2.7), the completion of all requested Services for a SM." Typically this is not the function of a "scheduling system". The documentation of care provided in the scheduling system include items that are attributable PHI. Recommend keeping the requirement but not specifying use of the "scheduling system". Instead make a requirement that the contractor share data on services provided related to a scheduled appointment or event.
This requirement specifically refers to confirming, within the electronic scheduling system and dashboard, that the appointment occurred.
5.7.3 The requirement as written states that the contractor will need to report data to a "required government system". Please clarify if there will be only one government system to report to and if so which government system it will be.
See Exhibit A_RHRP-3 Systems Map.
5.7.9.3.5 This is again reference having to document healthcare concerns in the "scheduling system". Unless the scheduling capability is an EHR, the requirement would require a scheduling system that can store and transmit PII/PHI. We recommend not specifying storage location as having to be within the scheduling system. Instead make a requirement that the contractor share data on any follow-up health concerns related to a scheduled appointment or event.
The Government will take this into consideration.

The Government will take this into consideration.
1.121.4 Will the in-process appointment/group event Scheduling Status information from RHRP III be available to import into the new system? Yes, the Government anticipates there will be a transfer of all in-progress appointment and group event information to the follow-on contractor during the transition period. The Contractor should not expect a direct import of data into its new scheduling system.
1.6.1 If the incumbent does not have price or perform transition, how will the total evaluated price reflect this disparity? The Government has revised the PWS to reflect that the vendor awarded the contract
(whether incumbent or non-incumbent) will have a transition-in period to prepare to meet the contract requirements.
1.6.1 Does the Government intend for offerors to define Initial Operational Capability (IOC) and Full Operational Capability (FOC) or are there specific requirements/milestones for each?
See answer to question 16.

The Government will take this into consideration.
108 5.2.7.5.11 Please clarify the live chat support hours versus the call center hours. Same hours for both
5.2.7.5.11.2 Can the Government clarify that this means no more than 1% of monthly calls will have a wait time of greater than 60 seconds?
This requirement (now in PWS paragraph 5.2.7.5.12.2) pertains to the live chat capability.
The Government has revised the PWS languge to read as follows: Less than 30 seconds for initial response; less than 1% of inquiries with initial response time exceeding 60 seconds.

90% in 30 seconds. Please clarify.
The Government agrees that the stated standards are unclear and will revise the ASA and Service Level requirements to 30 seconds and 80% within 20 seconds, respectively, both of which are common industry benchmarks.
114 5.7.10.2 Please explain the method the SM uses to submit the form.
The Government has added PWS paragraph 5.2.7.5.10 to clarify form submission methods.

116 5.7.15
Can the contractor get immunization vaccine for GEs from the Federal Supply Schedule Vendor? Will the Government assist with coordination with the Vendor?
The Government will provide only the anthrax and yellow fever vaccines. The contractor should not anticipate having access to the Government Prime Vendor contract(s) for vaccines and will need to commercially procure required vaccines.
117 5.7.15 Since Vaccine is a commodity of supply and demand, will the Government adhere to cost adjustments if the vaccine is in high demand and low supply, resulting in higher vaccine costs? Ie. Pandemics, outbreaks, etc. Or can the contractor get immunizations from the Federal strategic stockpile?
No, the Contractor will need to include vaccine costs in overall rates for providing immunizations.
118 5.7.16.2.1 Please provide "Exhibit XX, Authorized Dental Codes" prior to the final RFP. The Government will take this into consideration.
119 5.7.8 Can a Group Event be conducted at a Contractor's Facility (clinic)? If so, will the Service Component provide travel for the SM to get to the location?

121 5.7.9.3.1 Will all SMs have Part A of the PHA completed prior to the start of a PHA Group Event? Yes, the requirement is as is described.
5.7.9.3.2 Does the contractor retrieve the PHA from the SM or DXP? The Government has revised the PWS to indicate that PHA Part A is retrieved from the MHS Information Platform (MIP). In accordance with the interface agreements, when the vendor requests the PHA Part A from the MIP (ACS DAL interface), the MIP reaches out to the SC Medical Readiness system (MEDPROS, ASIMS, eHA) and “checks out” the Part A, which has already been completed in the Service Medical Readiness system. This is then provided to the vendor for their use as needed. Once the exam is complete (or the portion they will be completing is done)…the new work is submitted and the PHA Part A is “checked back in.”
6.7.1 Please provide the system list and API specifications for:" The Contractor shall also include the communications protocols necessary for system-to-system communications (e.g., HL7 and other modern formats)."
The Government will take this into consideration.
124 Attachment 7 Please provide the linked documents. The Government will provide these documents with the final RFP
Part 7, Attachment 1 PRS 2, will the contractor be required to survey? If not, what is the source of the satisfaction rating? Part 7 was not intended for release
Part 7, Attachment 1 PRS 8, is ACS-DAL now DXP? Yes, the MHS Information Platform (MIP) has renameded their data transfer tools (ACS
DAL and DES) to the Data Exchange Platform (DxP).
Part 7, Attachment 1 PRS 9, what is meant by third next available appointment? Which services does it apply to? It is not in PWS 5.4. Part 7 was not intended for release
Part 7, Attachment 1 PRS 5, will the Help Desk support both operational and IT issues? Part 7 was not intended for release
129 1.1
When the Performance Work Statement (PWS) refers to Reserve Components (RCs), does this include all Service Components (SCs) currently served by RHRP-3, i.e., Army Reserve (USAR), Army National Guard (ARNG), Air Force Reserve (AFRC), Air National Guard (ANG), Navy Reserve (USNR), and Marine Forces Reserve (MARFORRES)? Is the planned participation for the ARNG in RHRP-4 the same as RHRP-3?
Yes. PWS paragraph 1.2.1 explains the requirements/terminology and supported services components. See also the definition of Reserve Component in DoDI 6025.19 ("The Armed Forces of the United States RC consists of the Army National Guard of the United States, the Army Reserve, the Navy Reserve, the Marine Corps Reserve, the Air National Guard of the United States, the Air Force Reserve, and the Coast Guard Reserve.")
130 1.1 Please provide a description of the Individual Medical Readiness (IMR) services used by the Department of Homeland Security (DHS) (e.g., form type, applicable business rules, anticipated volumes, and technical integration requirements, such as Interface Control Documents [ICDs], and system architecture requirements).
The USCG uses the Navy tools for their Medical Readiness; there are not any unique DHS connections.
131 1.6.1 The Government defines the transition-in period as "the period during which the contractor prepares to meet all contract requirements." If awarded to the incumbent, will the incumbent be given the same period to meet new RHRP-4 requirements that are not currently part of RHRP-3?
Yes. The Government has revised the RFP to reflect that the selected contractor will have a transition-in period to execute to the new requirements of RHRP-4.
132 1.8 How will the Government approve travel for group event (e.g., will a bulk approval process be used)? See answer to Question 2.
133 1.11.1 Which contractor personnel will be required to work in Government facilities?
There is no requirement for contractor employees to access or work within government facilities on a routine basis; however, for Group Events, contractor teams may have to access military installations and buildings/facilities where the group event services will be provided.
134 1.11.2 Please clarify Common Access Card (CAC) and TIER 1 investigation requirements. Is a CAC required for all contractors performing work on the contract, or only for those contractors who will work in Government facilities? Is a TIER 1 investigation required for all, regardless of work location?
A CAC is required for any personnel needing access to SM data (CUI/PHI/PII) residing within a CAC-enabled website/database/system/etc. Regardless of work location, a Tier 1 investigation is required to obtain a CAC and to access CUI.
135 1.11.5.2 Will the Government clarify if requirement 1.11.5.2 requires telehealth providers to be licensed in both their practicing state and the state the Service Member (SM) is at the time of the exam?
Telehealth providers must comply with applicable state laws governing licensure. Those laws vary from state to state, and it is the contractor's responsiblity to ensure provider compliance.
136 1.12
Please consider the following language to better align the data rights section with standard Defense Federal Acquisition Regulation Supplement (DFARS) clauses (e.g., DFARS 252.227-7013 and -7014):
1.12 Data Rights: The Government has unlimited rights to all documents and materials newly developed under this contract (except in cases where DFARS Subpart 227 and the associated DFARS clauses dictate otherwise, as applicable), including telephone call recordings and transcripts and web chat transcripts, and all deliverables under the contract.
1.12.1 Materials means all items in any format and includes, but is not limited to, data, reports, documents, pamphlets, advertisements, surveys, studies, software and computer programs, films, tapes, and/or sound reproductions. Ownership includes the right to copyright, patent, register and the ability to transfer these rights.
1.12.2 For materials that are delivered under the contract, but that incorporate pre-existing technical data and/or software developed by the contractor at private expense and not produced under the contract, the contractor may submit assertions pursuant to DFARS 252.227-7017, and will grant to the Government the asserted level of license rights (e.g., Government Purpose Rights, Limited Rights, Restricted Rights, Specifically Negotiated License Rights, SBIR Data Rights) as permitted under the DFARS. The Contractor will warrant and represent that it has all rights and permissions, including intellectual property rights, moral rights and rights of publicity, necessary to grant such a license. The Contractor shall provide the Government prompt written notice of each notice or claim of infringement received by the contractor with respect to any data delivered under this contract.
1.12.3 The Government shall receive, at a minimum, Government Purpose license rights to intellectual property first produced and delivered in the performance of this contract in accordance with the terms of DFARS clauses 252.227-7013 and 252.227-7014. This includes all software source code first produced and delivered in performance of this contract and any and all documentation created in support thereof.
1.12.4 The Contractor, upon request of the Government, shall deliver copies of all commercial licenses required to support this contract, including (but not limited to) those required to establish, operate, or maintain the Electronic Scheduling Capability and the Status Dashboard and associated applications. Any commercial items, including without limitation commercial computer software, delivered to the Government under this contract will be delivered subject to their standard commercial license terms, provided such terms are consistent with applicable Federal law and regulations.
The Government will take this into consideration.
137 3.1.1
What Electronic Health Record (EHR) repositories does the Government plan to connect with? Could there be a bi-directional interface with Military Health System (MHS) GENESIS, allowing data to flow from Remote Health Readiness Program (RHRP) to MHS GENESIS?
Would this be a direct connection prior to the future state of Agile Core Services Data Access Layer (ACS-DAL)/Data Exchange Platform
(DXP)?
A connection with MHS Genesis is outside the scope of this contract. Data will flow (in most cases) bi-directionally between the various Service Systems and the Contractor — with ACS-DAL (DxP) acting as the data broker.
138 3.1.1 Is there restricted access to any Government system that the contractor should account for that may result in inefficiencies and added costs (e.g., Aeromedical Services Information Management System [ASIMS], etc.)?
The contractor shall provide personnel for IT systems as detailed in Part 6.
139 3.2.1 What utilities will the Government provide in support of group events? For example, does this include heat/cooling, water, phone, internet?
The Government will provide utilities in support of group events whenever possible. The Government will meet with the Contractor prior to Group Events to assess what utilities will be required and whether the Government can provide them.
140 5.1.2 Which metric takes priority, 50 miles, 50 minutes (or one-hour drive time)? See answer to Question 18.
141 5.2 Does the Government consider request for services, approval of services, and scheduling of services all as part of the readiness service scheduling system?
Yes.
142 5.2.1
Will the SC/unit be scheduling for the SM, or is this request for the purpose of showing geographic provider coverage? Should the SC scheduler receive notification of every confirmed appointment?
The User Role exhibit shows that the Schedulers along with the Approver will receive notifications of every confirmed appointment. The Viewer receives notifcation of every confirmed In-clinic and Virtual appt.
143 5.2.4 What parties need to be able to view and cancel services? The Government has revised the definitions of Approver, Scheduler, and Viewer Role
