No. Reference RFP Section Paragraph No. Page No.(s) Question Government's Response
1 Section II 4.1 5 Will the Government confirm that offerors may meet any or all requirements listed in Section II Paragraphs 4.1.1 - 4.1.3 to be eligible for award as stated in Paragraph 4.1?
Offerors are required to meet at least one of the requirement listed in Section II Paragraphs 4.1.1 - 4.1.3 and all of Section II
Paragraph 4.4 to be eligible for Phase II.
2 Section II 4.1.3.1 5 Please define the meaning of “short” when referencing short “firing stalls”?
See amended Page 5R with the removal of the words "short" and "distance" from this subsections.
3 Section II 4.1.3.2 5 Does the range have to be open floor as you add lanes beyond the min of six? This will be specified at the Task Order Level.
4 Section II 4.1.3.2 5 What is the max number of lanes required to have an open floor plan? This will be specified at the Task Order Level.
5 Section II 4.1.3.2 5 In what increments will the lanes be added? (i.e. 2, 4, 6, or more). This will be specified at the Task Order Level.
6 Section II 4.1.3.2 5 What is considered to be a short firing stall? See Government's response to Vendor Question 2.
7 Section II 4.2.1 5 What is meant by “short firing stalls”, short horizontally or vertically? See Government's response to Vendor Question 2.
8 Section II 4.2.1 5 Are commercially-available firing stalls acceptable? Yes, commercially-available firing stalls are acceptable.
9 Section II 4.2.1 5 Should the stalls be made of a clear material with the same ballistic containment capability as the facility? This will be specified at the Task Order Level.
10 Section II 4.2.2 6
Can the barricades be the commercially-available type, commonly attached to the firing stall in a “swing-out-for-use” configuration? For over/under barricade shooting, is a fold-away countertop sufficient for 25Y ranges? For distances greater than
25, can it be assumed the barricade apparatuses would have to be portable?
This will vary by Task Order. See Page 5R Paragraph 4.2.2R.
11 Section II 4.2.3 6 Are ballistic rubber tiles acceptable protective material for the floor? No, see revised Paragraph 4.2.3R.
12 Section II 4.2.3 6
The ballistics performance of the walls, floors and ceiling shall have the capability to redirect small caliber rounds downrange without penetration and ricochet. Question: With the range description being tactical and with the above statement; Is a material such as Ballistic Rubber Tile (BRT) preferred to be installed
Yes, Ballistic Rubber Tile (BRT) are one acceptable option to be installed on the armor walls and ceilings not floors. See
Page 6R revised Paragraph 4.2.3R.
13 Section II 4.2.3 6
Will the Government confirm that the reference in Section II Paragraph 4.2.3 stating: "each range shall be equipped with walls, floor, ceilings, baffles, and a bullet trap sufficient to contain and absorb the energy from the ammunitions listed in Section II
Paragraph 4.6" should actually be to Paragraph 4.4 Ammunition?
Yes, see revised page 6R.
14 Section II 4.2.4 6 “Firing lines” and “target lines” typically refer to longitudinal locations on the range; not lateral locations. Is the intent to have a minimum firing lane width of 42”, with a desired lane width of 48”?
See revised Page 6R Paragraph 4.2.4R.
15 Section II 4.2.6 6 What type of fire suppression systems will the government require? the range being a special use it is not expressly covered in
NAFPA.
See revised Page 6R revised Paragraph 4.2.6R. This will be specified at the Task Order Level.
16 Section II 4.2.6 6 Will a fire sprinkler system be needed in the MTFR or will a fire suppression system with Fire Control Panel, Heat Detectors, Smoke Detectors, & Fire Alarm be sufficient?
See revised Page 6R revised Paragraph 4.2.6R. This will be specified at the Task Order Level.
17 Section II 4.2.8 6 Are landline communication points required in MTFRs?
See Section II Paragraph 4.2.8. This will be specified at the
Task Order level.
18 Section II 4.2.10 6
Please confirm what the government’s expectations are for sound absorption in the ranges. Since hearing protection is always required within the range, what is the objective level of noise reduction required (realizing that gunshot noise can be in the 160+ dB range, and most acoustic treatments applied within a shooting range only offer NRC of 85% at best should noise in the range be reduced to less than 90dB? IS there any requirement for noise level outside the range?
See Section II Paragraph 4.13.2.
19 Section II 4.2.13 6 With respect to MTFR’s, perforated plenum walls are typically substituted for radial diffusers due to space restrictions. Are perforated plenum walls acceptable for supply air diffusion in MTFRs?
Perforated plenum walls shall be in accordcance with Section
II Paragraph 4.2.13.
20 Section II 4.2.14 7 please clarify that the government’s intent of the humidity range requirement is that the modular range will include a recirculating ventilation system to enable both cooling (to remove humidity) and also humifiers (to increase humidity) as required.
Humidity range requirment shall be in accordance with Section
IV Paragraph 1.4.
21 Section II 4.2.14 7 Will this requirement be for site specific and per task order or will this requirement be upheld for all site locations / all task orders? See revised Page 7R Paragraph 4.2.14R.
22 Section II 4.2.14 7
30%-50% Relative humidity levels are not easily achievable, especially in high humidity regions such as the southeast US, the
Caribbean and South Pacific, and especially without recirculation of air. 60-65% (depending on location) is reasonably achievable without a huge increase in system cost or recirculation of air. Is a humidity level of <65% acceptable?
See revised Page 7R Paragraph 4.2.14R.
23 Section II 4.2.17 7 Something standalone to be moved in and out of the range completely when not in use, or like the shooters swing out barricades on our shooters booths?
This will be specified at the Task Order Level.
24 Section II 4.2.17 7 See question at 4.2.2. This will vary by Task Order. See Page 5R Paragraph 4.2.2R.
25 Section II 4.2.18 7 Is a blast shield required if the shooting stall has enough depth and offers the required protection for the adjacent shooter?
No, blast shield extensions to shelter adjacent shooter are not required if they are in accordance with Section II Paragraph
4.2.4.
26 Section II 4.2.18 7 How would the blast shield extensions work if the range includes short firing stalls? See revised Page 5R Paragraph 4.2.1R.
27 Section II 4.2.22 7 please clarify what type of devices are required to monitor the items in paragraph 4.13.3, in our experience the procedures for measuring potential lead exposure (to determine TDAE) requires filters to be worn by users and this type of testing is done periodically versus continuously.
Paragraph 4.2.22 has been deleted. See revised Page 7R.
28 Section 4.2.22 7
There are no instruments known to us that monitor real-time lead levels in air. the OSHA Permissible Exposure Limit (PEL) can only be determined by individual cassette monitoring during a shooter’s 8-hour work day, whereby a measured volume of air is sampled to simulate the breathing zone exposure of the shooter. After sampling, the cassette requires at least 24 hours (and normally 72) for laboratory analysis for lead content. Does the DHS have something else specific in mind for measuring real-time lead-in-air levels?
Paragraph 4.2.22 has been deleted. See revised Page 7R.
29 Section II 4.3.2 7 Can the range be salvaged instead of disposed? Yes, see revised Page 7R Paragraph 4.3.2R.
30 Section II 4.3.3 7 Please confirm that the government’s intent so for the exterior skin of the shooting range to include corrosion resistant coatings, since nothing is truly corrosion proof long term.
Yes, see revised Page 7R Paragraph 4.3.3R.
31 Section II 4.3.3 7 Is this requirement to be site specific and per task order or for all sites and task orders released?
This will be specified at the Task Order Level as fully-priced options.

Will the Government confirm that "fully priced options" included in Section II Paragraphs 4.3 and 4.5 are to be priced at the task order level due to varying conditions affecting pricing such as location? For example, if a task order requests "classrooms for weapons training (4.3.9)" or "general janitoral services (4.3.19)" in Guam the cost will vary as opposed to New Mexico to provide those services.
Yes, confirmed. Please see Governments response to vendor question above.
54 Section II 4.5.1 9
Does Item 3 (.50 BMG option) apply to all types of ranges? A MTFR would likely be too heavy to transport if armored to contain
.50 BMG. There are no MFRs in existence with the ability to fire .50BMG from any location; in any direction. Does this option only apply to the bullet trap’s ability to contain .50BMG under very controlled scenarios (i.e. barrel / trajectory controls, etc.)?
Section II Paragraph 4.5.1 (3) does not apply to all ranges.
This is a fully-priced option and will be determined at the Task
Order Level.
DHS Modular Firing Ranges - RFP HSHQDC-17-R-00052 Questions

112 Amendment 1 4.15.1R 2 At what point does the certification requirement apply: at proposal submission, award, TO award, or commencement of work. Paragraph 4.15 has been deleted. See revised Page 14R2.
113 Amendment 1 4.15.1R 2 I respectfully request clarification that ISO certification is no longer a requirement for respondents to this solicitation? Paragraph 4.15 has been deleted. See revised Page 14R2.
114 Amendment 1 4.15.1R 2 I also respectfully request clarification as to how ‘HAZWOPER certification’ applies to the scope of work to be delivered under this contract?
Paragraph 4.15 has been deleted. See revised Page 14R2.
115 Amendment 1 4.15.1R 2 Is it the government’s intent that the contractor (or any sub-contractors) involved in shooting range maintenance (lead removal and disposal) be HAZWOPER certified, or that the prime contractor (and all subs as appropriate) must be “HAZWOPER certified’?
Paragraph 4.15 has been deleted. See revised Page 14R2.
116 Amendment 1 4.15.1R 2
Apologies, but I have not come across this requirement before, and am unable to identify any such company/organizational certification, although we regularly engage sub-contractors skilled, certified and appropriately licensed in HAZMAT clean-up and disposal to conduct lead clean-up on shooting ranges as required, is this the intent of the new paragraph 4.15.1R?
Paragraph 4.15 has been deleted. See revised Page 14R2.
117 Amendment 1 4.15.1R 2
In reviewing information on the OSHA and EPA websites it appears that the HAZWOPER training was originally intended for waste treatment and storage sites (where hazardous waste is aggregated in large quantities) and transport of hazardous wastes, and was expanded to include manufacturing operations that have potential for hazardous waste emergencies. In my experience none of those descriptions apply to a shooting range, and although lead dust is a potential health hazard it is neither volatile, noxious or flammable. Might I respectfully suggest that DHS might consider revising the original requirement to include both ISO 9001
(management of manufacturing and service) and ISO 140001 ( environmental management), and note the pertinent requirements for management and disposal of hazardous waste (lead dust and lead contaminated HVAC filters and etc.)?
Paragraph 4.15 has been deleted. See revised Page 14R2.
118 Amendment 1 4.15.1R 2
The Hazardous Waste Operations and Emergency REsponse Standard (HAZWOPER) is a personal certification that in
Amendment 1 replaced the requirement for the offering company to have an ISO 9001 Certification of manufacturing process controls. Will the Government consider adding back into 4.15 the requirement for an ISO 9001 certification to mitigate quality, fabrication, and production risks?
Paragraph 4.15 has been deleted. See revised Page 14R2.
119 Section IX 2.2.2.1 85

Paragraph 4.15 has been deleted. See revised Page 14R2.
120 Section IX 2.2.2.3 86
This requirement states “Factor 4: Past Performance (Written Statements, 6 pages and Past Performance Questionnaires)”. The

EST”. Since the Past Performance Questionnaire is to be sent directly to the DHS, the offeror will not have a copy of the
Questionnaire to submit for Factor 4. Will the DHS remove the requirement for a written copy of the Past Performance
Questionnaire in Volume I, Part 2 – Factor 4?
See revised Page 86R Paragraph 2.2.2.3R. The requirement for a written copy of the Past Performance Questionnaire will not be removed.
