The Government intends to provide acknowledgement of receipt by reply e-mail.
The Government does not intend to evaluate the quality of the video submissions. Unnecessarily elaborate videos beyond that which is sufficient to present a complete and effective response to this solicitation are not desired and may be construed as an indication of the offeror's lack of cost consciousness. Computer-generated graphics, background music, elegant sets, and so forth are neither necessary nor wanted. The
Government strongly encourages Offerors not to invest significantly in the video submission. A smartphone video or other low-cost video production is encouraged.
The Government does not anticipate exchanges with Offerors during the evaluation of the video presentation. However, if exchanges are needed with one or more Offerors, they will be limited exchanges to clarify certain aspects of the video submission content; to resolve minor or clerical errors; to enhance
Government understanding, allow reasonable interpretation, or facilitate the Government’s evaluation of the content; or to address ambiguities in the content or other concerns. These exchanges will not include bargaining and will not provide an opportunity for an Offeror to revise its proposal.

(This section will be removed upon award.)
1.0 EVALUATION CRITERIA AND BASIS FOR AWARD
BASIS OF AWARD: Multiple awards will be made to the responsible Offerors submitting an overall proposal that is determined to be the best value to the Government, price and non-price factors considered.
Awards will be made to the Offerors whose proposal meets the Government’s requirements and whose technical performance and price represent the best value to the Government. The evaluation of proposals will be based on a Phase I: Technical Acceptability (Pass/Fail) and Phase II: Technical Approach, Management Approach, Past Performance, Small Business Participation (Acceptable/Unacceptable) and
Price. Awards may also be made on the basis of initial proposals without exchanges with the Offeror.
Offerors are therefore cautioned that each initial proposal should contain the Offeror’s best terms.
A written notice of award or acceptance of a proposal, mailed or otherwise furnished to the successful offeror(s), within the time for acceptance specified in the offer, shall result in a binding agreement without further action by either party. Before the proposal’s specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before the award.
The Government intends to award up to five (5) contracts, but the Government reserves the right to make fewer or more awards.
In the event that two or more Proposals are determined not to have any substantial technical differences (i.e.
are technically equivalent), award may be made to the lower priced Proposal. It should be noted that award may be made to other than the lowest priced Proposal if the Government determines that a price premium is warranted due to technical merit. The Government may also award to other than the highest technically rated Proposal, if the Government determines that a price premium is not warranted.
At the discretion of the Contracting Officer, the Government may enter into exchanges with offerors.
