A. If the contractor quality control is on site at all times is a contractor management decision and a proposal evaluation element – See Clause 52.212-1, Instructions to Offerors –Commercial Items, Addendum to paragraph (b), Volume 1 (i).Quality Control Plan.

New Questions;
1. Since this is a performance based contract, why does the government specify the frequency of Periodical Floor and Carpet Services in TE-3.
A. Even though a SOW is written performance based, the Government will stipulate important design aspects of the work to ensure the requirement criticality is maintained.

A. The facility has water and sewer. The proper water and electrical connections are not installed and would be require CO/COTR approval to install.

If so, does the government provide collection containers and does the government dispose of the waste collected?
A. Paint ball waste and SIMS waste is not a hazardous waste. It is a food grade product that does not require any special precautions in regards to cleaning or disposal. The constituents are basically the same as for lipstick. (Sims waste is the same as paintball waste. Sims is paint ammunition that is fired out of an actual gun. Paintballs are larger and fired out of a paintball gun.)

6. Are the Vacuums supplied in the Range for cleaning up lead true HEPA vacuums which are tested, certified and sealed as such or are they just vacuums with a 99% filter installed? If certified and sealed, who is responsible for performing the certification testing?
A. The vacuums supplied to the lead ranges are approved HEPA vacuum cleaners. The fact that a vacuum cleaner has a HEPA filter does not make it an approved HEPA vacuum. The testing and certification is guaranteed by the manufacturer at the time of purchase. There is no additional re-testing or re-certification or re-sealing of a true HEPA vac. If the vacuum is used in accordance with manufacturer’s instructions the vacuum will perform as advertised.
7. Is the present Custodial Contract a Performance Based Contract?
A. Yes.
8. Will we be allowed to use Green Floor Finish Products on this contract?
A. FLETC encourages the use of Green products; however, all cleaning products must be approved by FLETC/EVS.
