The Government reserves the right to give greater consideration to information on those contracts deemed most relevant to the effort described in this RFP. The past performance information must demonstrate that the Offeror: (a) was capable and committed adequate resources to efficiently and effectively perform: (b) performance conformed to the contract terms and conditions: (c) performed on schedule; (d) performed with reasonable costs ; (e) effectively managed the workforce and maintained good business relations.

The pertinent information required is contract Point Of Contact (POC) information, period of performance, description, location, agency, and problems encountered during performance, Contract Discrepancy Reports (CDRs), and any other information deemed important. Also include any risks inherent in the requirement and mitigation used.
B. Awards- The offeror may provide a description of any quality awards or certifications received during the past three years that indicate that the offeror, partner, and/or subcontractor possesses the necessary skills to perform the services required. Identify what segment of the company received the award/certification and what date the award/certification was received.
Using questionnaires, the contracting officer shall seek relevant performance information on all offerors based on the past and present efforts provided by the offeror and data independently obtained from other Government and commercial sources.
C. Past Performance Questionnaires: Distribute Past Performance Questionnaires to references of relevant contracts awarded within the last three years which have at least a six months of contract performance period. Past Performance Questionnaires must be received by Procurement from references no later than the offer submission date; offerors must exert their best efforts to ensure that at least two questionnaires are submitted for evaluation. Contracts may include those entered into with Federal, State, and Local Governments as well as commercial customers. For those efforts where the offeror is aware of adverse past performance information previously provided by references, the offeror may provide a one page narrative which explains the offerors ability to isolate the root causes of the relevant problems and corrective actions taken. Demonstrated corrective actions and the overall work record will be considered as well as documented performance trends.
NOTE: The receipt of past performance information is subject to FAR 52.212-1(f)(1), Late submissions, modifications, revisions, and withdrawals of offers. Past performance regarding predecessor companies, key personnel who have relevant experience, or sub-contractors that will perform major or critical aspects of the requirement will be rated as highly as past performance information for the principal offeror.
Offeror’s may be asked to clarify certain aspects of their proposal (for example, the relevance of past performance information) or respond to adverse past performance information to which the offeror has not previously had an opportunity to respond. Adverse past performance is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comments received from sources without a formal rating system.
Communication conducted to resolve minor or clerical errors will not constitute discussions and the contracting officer reserves the right to award a contract without the opportunity for proposal revision. If an Offeror, or the proposed key employees of the Offeror, does not have a past performance history deemed relevant to this solicitation, the Offeror will receive a neutral rating.
However, the proposal of an Offeror with no relevant past performance history, while rated neutral in past performance, may not represent the most advantageous proposal to the Government and thus may be an unsuccessful proposal when compared to the proposals of other offers.
Please Note: If there are extenuating circumstances concerning any negative past performance, provide background information and references for validation.
VOLUME 3: Price: The PRICE PROPOSAL VOLUME shall consist of:
(1) SF 1449. Complete the “Signature of the Offeror/Contractor” part of the Standard Form 1449 in Block 30a. An authorized official of the firm must sign the Standard Form 1449.
(2) Price Schedule SF 1449 Continuation pages 2-21. Price information must be entered on pages 2-21. Do not include any “proprietary” statements on these pages.
CLINs X001, X002, X003, X004, and X005 are firm fixed price amounts for services described in the Performance-Based Statement of Work. CLIN X006 reflects labor hour requirements for various services; the quantities provided for each requirement are estimated quantities and are not guaranteed. CLIN X007 is a Not To Exceed contract line item. It is established for the Option Years only. The Service Contract Act Wage Determination Increase for that pertinent year will be funded from this CLIN and is the same estimated amount for all CLINS. This estimated amount will be added into all proposals for evaluation purposes . Proposals shall be evaluated, for award purposes, based upon the total price proposed for the basic requirements (basic award) and all options. However, evaluation of options shall not obligate the Government to exercise such options.
The Contracting Officer will use price analysis and other cost evaluation techniques outlined in FAR Part 15.305, as necessary, to evaluate the price proposal, to determine whether it is reasonable, and to determine the Offeror’s understanding of the work and ability to perform the contract.
Price proposals will be evaluated by the assigned price evaluator independent of technical evaluation. Unsupported or unreasonable cost proposals may result in discussions with Offeror, or rejection of the proposal in its entirety.
An offeror’s proposed prices will be determined by multiplying the quantities identified in SF 1449 Contract Line Item (CLIN) by the proposed unit price for each to confirm the extended amount for each. The offeror’s price/cost proposal will be evaluated for reasonableness, realism (if appropriate), total evaluated price/cost, and balance in accordance with the following:
(i) Reasonableness is evaluated by assessing the acceptability of the offeror’s methodology in developing price/cost estimates. For the price/cost proposals to be reasonable, it must represent a price/cost that provides the best value to the government when consideration is given to prices. The existence of adequate price competition may support a determination of reasonableness. If adequate price competition is not obtained, other techniques described in FAR 15.402 will be used.
(ii) Realism is evaluated by reviewing the offeror’s understanding of the technical requirements as represented by the proposed cost/price proposal and assessing the appropriateness of the labor categories, hours proposed, materials, etc as they relate to the technical proposal.
(iii) Balanced Pricing: Submission of offers that are determined to be unbalanced with respect to prices or separately priced line items may be rejected if the Contracting Officer determines that the lack or balance poses an unacceptable risk to the Government.

(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and—
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or

(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
