A. Approximately 85.

A. Yes, with approved vehicle passes.

3. What is the number of female vs. male population?

A. Historically, more male students than female, but the percentage is not known.

4. Is the contractor responsible for all consumable supplies?

A. Yes

5. It is our understanding that we are required to utilize the DOL Labor rate for Janitors of $10.43 / hr. Is this correct? There was a different rate stated in section # 52.222-42 -- Statement of Equivalent Rates for Federal Hires (May 1989). What is the specific requirement for wages and benefits for this RFP?

A. The most current DOL Wage Determination has the janitorial rate to use and benefits are outlined in the wage determination. Revision 10 to wage determination #2005-2116 has been received effective 6-15-2010 and will be incorporated in Amendment 0001.

6. Will FLETC grant a 2-week extension on the due date of the RFP?

A. Effective 7-02-2010, the closing date for the RFP is 7-23-2010.

7. It was mentioned during the bid tour that there would be changes to TE3 & TE6. When will these be re-distributed?

A. These will be posted with the answers to the questions on Amendment 0001.

8. Are golf carts permitted on site? If yes, how much space is available for this and other contractor-provided vehicles?

A. No, FLETC is having traffic flow issues with the current FLETC provided golf carts and currently do not allow contractors to bring their own on the Center.

A. Yes, the current contractor will be leaving all entrance way mats. The successful contractor will be required to replace mats as needed.

10. Will FLETC facilitate additional tours (prior to RFP submission) for licensed pest control sub-contractors in order to facilitate optimum pricing for these services?

A. No.

11. Can FLETC provide historical use data for restroom consumable supplies and trash liners?

A. the Government currently reimburses the incumbent for supplies over $13,307.00 per month due to increases in student load. The Government does not accumulate historical data for this type of information other than through the incumbent’s invoices as described above.

12. Please clarify the additional supply cost provision for supplies due to increased student load.

A. This additional supply cost only applies to the current contract. It was removed for solicitation HSFLGL-10-R-0004. TE-12 is historical data only. There is no CLIN on the current solicitation for additional supply cost.

13. What is the baseline student load that fixed cost is based on?

15. Pressure washing is listed as performance-based. Can you provide historical cleaning frequency (i.e. monthly, quarterly, annually)? Does this specification apply to all buildings in the RFP?

A. The scope of responsibility is in paragraph 5.5.6 of the PWS. Paragraph 5.5.6 covers all buildings and the requirement is as needed. TE-12 provides a list of buildings that are pressure washed on the weekends. All other buildings are pressured washed during the work week. The Government has not accumulated any more historical data. Weather does affect this requirement.

16. Reference ADDITIONAL PROVISIONS REVISED – 52.228-1 and PWS sections 4.3.1 and 4.3.2: Why is the Government including Bid Guarantee, Payment Bond and Performance Bond for a service contract? This is a waste of tax payers money and serves no useful purpose on a contract that has the capability for immediate deductions for non-performance of work.

A. The Government has historically required bonds for this requirement due to the large amount of Government provided equipment and property that is maintained by this requirement.

17. Reference PWS section 5.1. This section requires the contractor to have a Project Manager or Assistant Project Manager on duty whenever work is being performed. Other sections of the PWS indicate there are requirements for performance 24 hours a day, 365 days a year. Is the contractor required to have a manager on duty 24 hours a day, 365 days a year?

A. Paragraphs 5.6 and 5.7 explain these requirements. The 24 hours, 7 days a week is for the trouble line. “The contractor shall provide support on site between the hours of 7:30 a.m. to 9:00 p.m. After hours and holidays the contractor shall provide contact information and be on site within 30 minutes after notification.”

A. See the revised PWS para 5.4.1.

A. The Government is not aware of any problems. However, cleaning tasks should not present a problem since the tasks does not involve scraping or removing the paint.

20. Reference section 5.5.6: This section indicates the pressure washing will be as required and coordinated through the COTR. Is the pressure washing provided under this section to be included in the firm-fixed price proposal? If yes, please provide a scope of responsibility. TE 12-3 provides a list of buildings that can only be pressure washed on weekends, but there is no indication of how often pressure washing is required or on how many total buildings.

A. See Question 15 for answer.

21. Reference the price/cost proposal of using 1-30 pages (instructions to offerors ) considering that back up details are required will increase the number of pages in the price/cost volume. This would affect the technical volume number of pages based on the 200 total. The question is do we have to submit cost back up data and if so would you increase the total?

A. The Government does require cost back up data and the number of pages will increase. The discussion of pages 1-30 (instructions to offerors) refers to the solicitation contract line item numbers (CLINs) where your proposed bid will be placed. The 200 total pages is increased to 300 total pages.

Reference Section 4.2 of the PWS states that the contractor is responsible for providing all equipment, materials, tools, and labor necessary to perform the work defined in this contract is in conflict with 3.3.3.4 and 3.5 which are Government Furnished materials, services and equipment? Please explain?
