I. Purpose

This document defines the processes and procedures for managing the Center for Domestic Preparedness (CDP) Role Player/Actor (RPA) and Simulation Technician (Sim Tech) Programs. This SOP identifies and describes the duties and functions that RPA and Sim Techs may perform along with the projected number of hours to accomplish these tasks.

II. Supersession This SOP supersedes CDP-T&E-01-003v1 Role Player and Sim Tech Management SOP dated 09/18/2015.

V. Definitions A. CDP – Center for Domestic Preparedness

B. Confederate – A character that is injected to mislead the students or to help them think outside the box. An example is the child presenting with symptoms of chicken pox and it’s really small pox.

C. Distractor – A character that is injected to help students decompress when needed.

These allow the students to refocus on the exercise. Examples are drunks, a domestic dispute involving a student, or the birth of a baby.

VII. Standard Operating Procedures A. Role Player/Actor (RPA) Program

1. The RPA program provides CDP students with an opportunity to practice, in near real world conditions, skills, and decision-making processes taught during their training. RPAs add realism to the CDP training course deliveries, training exercises, and tours by portraying sick and injured patients, hysteria, confusion, hallucinations, and by applying moulage. (Moulage may be as simple as applying pre-made rubber or latex "wounds" to a healthy "patient's" limbs, chest, head, etc., or as complex as using makeup and theatre techniques to provide elements of realism, such as blood, vomitus, open fractures, etc. to the training simulation.)

2. In addition, RPAs may supplement other training staff by assisting/demonstrating the donning and doffing of PPE, dressing manikins, driving vehicles in support of training activities, transporting moulage equipment and props to training sites, setting up and breaking down decontamination areas, and other duties identified.

3. Management controls support the safety, performance, and efficiency of RPA duties necessary to ensure the proper deployment and utilization of RPAs during assignments. The command and control elements are:

a. Role Player Team Lead – responsible for complete oversight of the Role Player program to include management of the RP lead controllers. Reports to the Exercise Manager.

b. RP Lead Controllers – responsible for supervision of the role players assigned to specific staging areas. Duties include staging area set-up activities and movement of props and supplies used in training. Reports to the Role Player Team Lead.

B. Sim Tech Program

1. The Medical Simulation Technician is responsible for the overall maintenance, usage and accountability of electronic medical simulators and associated equipment sets. The Sim Tech must be able to follow students through various skill levels of medical treatment and provide the correct patient responses via simulator software. The Sim Tech is also responsible for mitigating any damage by using their medical knowledge and experience to avoid improper movement techniques or treatment procedures on the electronic simulators.

2. Management controls support the safety, performance, and efficiency of Sim Tech duties necessary to ensure the proper deployment and utilization of Sim Techs during assignments.

3. The command and control elements are:

a. Simulation Team Lead – responsible for complete oversight of the simulation program to include Simulation technicians; reports to the Exercise Manager

b. Sim Tech Lead Controllers – responsible for supervision of the Simulation technicians assigned to specific staging areas. Duties include staging area set-up activities and movement of props and supplies used in training.

Reports to the Simulation Team Lead.

4. Training Role Players/Sim Techs to fulfill their roles in the exercise environment requires attention to internal Risk Assessments, OSHA regulations, and medical response of the simulated casualty being portrayed. Additional trainings to be completed include radiation awareness, respiratory protection, COBRA safety, and moulage. Additional responsibilities include operation of government vehicles such as ambulances and dual use vehicles (DUV).

C. Introduction of the RPA/Sim Tech program into the training environment requires a certain level of preparation and planning by the management staff as identified below:

1. Review the CDP Training Calendar monthly to identify courses requiring support during training.

2. Develop an RPA/Sim Tech assignment schedule based upon the requirements identified (see Attachment “SAMPLE RPA ASSIGNMENT SCHEDULE”).

D. The RPA Activities and Staffing Allocations Table below details the designated RPA Roles and Responsibilities by course. Additional tours and exercises also utilize the various roles listed within the course tasks.

Law Enforcement Response Actions

(LERA)

Act as suspects in hiding, hostage takers. Day 1, 8 RPA, 32 hours

Field Force Operations (FFO)

Act as protestors, partygoers, and special needs individuals.

Day 3, 18 RPA, 81 hours

Hospital Emergency Response Team

(HERT)

RPAs will act as simulated patients and move through ambulatory decontamination and will remove their own clothing pre-decontamination.

RPAs also portray simulated suspects (SIMSUS) and grieving family members.

Day 3, 16 RPA, 72 hours Prep/Recovery 8 hours

Health Care Leadership (HCL)

Mass Casualties, Families of Patients, Law Enforcement Officers, Firefighters, Media Representatives, simulated suspects. (removed bomber vest)

Day 3, 17 RPA, 68 hours Day 4, 13 RPA, 52 hours (0730 – 1130)

Advanced PIO Health & Hospital Emergencies

(APIOHHE)

Day 3 RPAs act as Media Representatives, Day 4 RPAs act as controllers in the Exercise Control Room. Of the overall time listed, 30 minutes will be spent with RPAs prior to class for prep regarding training initiative and their assignment. Then, 30 minutes will be spent prior to start-ex making assignments for each RPA.

Radiological Emergency Response Operations (RERO)

Victim evacuees, Paramedics, Radiation Workers, and occasionally media representatives are either exposed or contaminated.

Incident Command

(IC)

RPAs will serve as dispatchers in the Exercise Control Room.

Hands On Training (HOT) –Law Enforcement (LE)

RPAs are running from a panel van into a building and acting as prisoners on the bus. RPAs may be restrained on the bus, with one who has freed themselves. Use of flex cuffs on RPAs is likely; no cutting device needed as the flex cuffs can be loosened by pulling

2 hours per employee per month, not to exceed 200 hours

Badge Renewal All employees are required to renew badges every 90 days. This process allows a 30-minute timeframe for the renewal process.

Health Care Leadership (HCL)

Sim Techs will act as Emergency medical personnel and will deliver patients in real world EMS format.

Maintenance Maintenance includes, but is not limited to; simulator cleanliness, reporting of any damages found or witnessed during usage and operator level repairs to simulator or equipment sets.

96 hours monthly 192 quarterly 240 annually (total 1584 hours)
