QUESTIONS AND ANSWERS FOR GENERATOR & HVAC PROJECT
Updated: 05/10/2012
1) Size of the gas pipe line in bldg C-54?
1” Feed at building (2 pounds of pressure), according the NJ Gas Company representative the pipe is sufficient base on a 250-400 KW Generator. But final determination will be made once we supply them with Generator Size.
2) Where is the main gas valve located?
Main Gas Valve is located next to Boiler Room, on side of building.
3) Who is running the feed?
GC is responsible to run feed to Generator from Supply and can tap into line.
4) How do you obtain an Air Permit?
PWD Environmental Officer can help us as well as the GC. We are responsible to submit application and pay for the permit.
5) What permits are actually necessary for the generator?
Just an Air Permit
6) Is this going to be a design- build project?
This is going to be somewhat of a design-build project. You will design the layout, at your own cost
(for your technical proposal), and FEMA is going to be evaluating your design.
7) What kind of controls are in there now?
VAV
8) Do you have As-builts of HVAC system?
Provided by PWD electronically
9) Are all the ducts, pipe being changed out?
The GC is responsible to make those determinations.
10) The old HVAC unit- what is happening to that?
The NAVY wants the old HVAC units. They will provide a dumpster for this. Piping’s will be left up to the GC.
11) Do you have floor plans (heights, ceiling, actual scaled drawings)?
PWD Supplied Drawings
12) Any better drawings?
Please look at FBO for all drawings.
13) Can you provide the number of VAV’s and their locations?
PWD Supplied Drawings shows locations.
14) Any mechanical designs?
PWD Supplied Drawings
15) Where will the staging area be?
Outside of the warehouse (the rear parking lot).
16) Badges, who pays for them? Cost of the background investigation?
Contractor bears all of these costs. All information can be found at www.rapidgate.com (this will be uploaded in FBO).
17) What are the work hours?
7 am to 4:30 pm.
18) Is the gov’t providing the gas meter or the gas meter monitor?
The NJ Natural Gas Company will install a new Gas Meter and Monitor at no cost to
Government.
19) Attachment A, page 2, ATS Location: Who will decide on the location? SOW calls for it will be dictated by existing electrical service, etc. We need to know an approximate location to properly estimate the amount excavation, conduit and wiring.
The ATS Switch needs to be installed in the main electrical closet which is identified as PME2 on
Diagram A1a.
20) Attachment A page 2, ATS & Generator Testing: Please confirm that natural gas will be provided by the government for 7 days of testing (between 12:00 midnight to 3:00 AM.)
There is Natural Gas already at the building so this should not be a concern.
21) ATS description indicates that an LPG emergency generator will be connected to the emergency side of the ATS. Please confirm that the emergency generator is Natural Gas Fired as explained in Item
2, not LPG.
The Generator is Natural Gas not LPG.
22) Attachment A page 2, Generator Location: Who will decide on the location? As SOW calls for it will be dictated by existing electrical service, location of the ATS, etc. We need to know an approximate location to properly estimate the amount excavation, gas piping, conduit and wiring.
We agreed that it is best to place the Generator in the area outside of the boiler room using the existing cement slab and depending on the size of the generator the cement slab may need to be expanded.
23) Attachment A, page1: Please provide Annex B as referenced in last paragraph of “Discussion.”
The Drawing is attached http://www.rapidgate.com/
24) Attachment A, page1: Please identify “local adjudicating office” as referenced in para “Permits.”
http://www.nj.gov/dep/aqpp/gp.html is the local office and it must be filled out online.
25) Attachment A, Annex A: Please provide a legible drawing, as this is impossible to read.
See attached (2) drawings.
26) Attachment B HVAC Replacement: Do you require any design, engineering and calculations for the new units, or the new units will just be same-in-kind replacement?
We are expecting that the Contractor design, engineer a complete system that will be based on our needs and staffing usage of up to 200 people 24/7 access and must provide heating and cooling in same unit and must work in conjunction with the onsite Boiler system with zones, thermostats and controls.
27) Attachment B HVAC Replacement: What kind of control system do the existing units have (base wide BacNET, Lonworks, stand alone thermostat, etc)?
We do not have this information as of yet but it is now software controlled and we are looking for a system less restrictive that we can turn on /off and adjust temperature as need be. We are looking for the Contractor to come up with recommendations based on what’s current in the market.
28) Price Schedule: Please confirm that Lump Sum Amount will include total cost for both Attachment
A & B Work.
Your total price will be for the entire project. However, I want a detailed cost breakdown.
29) Bid Bond: Please advise required percent of the bid price, or minimum required amount (none shown on page 31 of 59).
Under FAR Part 28.102(b)(i) & (2)(A): Payment and Performance Bond shall be at 100 percent of the contract price.
30) Period of Performance:
Will be determined at a later date.
31) Attachment A, page 2, Note. 4: What would the contractor’s design include? Need specific design/drawings/specification requirements to properly estimate the design & associated costs
Assessment Report:
1. General review and assessment of HVAC system
2. Identification and prioritization of needed repairs.
3. Securing of cost estimates:
Craig Caggiano has satisfied item 1. See email 5/9/2012 concerning the findings of 8760 Inc. The contractor should provide pricing for the supply and installation for 4 roof top units "Trane" or equal and supporting condensers matching the electrical and size specifications of the existing units.
http://www.nj.gov/dep/aqpp/gp.html
32) Attachment B HVAC Replacement: What does “verify structural condition of roof structure” requirement include? Does it require full structural investigation design & engineering? If so, do you have structural as-built drawings of the building & roof system?
A full structural investigation as a preliminary measure is not required. However, during the replacement of the equipment the contractor will be required to patch and repair as required to make supports structurally sound for the new units and make the roof water tight.
33) Please advise if Contractor’s Superintendent can also functions as Quality Control Manager and
Safety Officer.
Yes, the above can be the same individual for a project of this size. The superintendent is to provide the following:
Written Reports
Air balancing report certifying that all sections of the ductwork and the complete systems were tested and that the complete systems is fully functional and distributing air quantities within +/- 5% of design.
Air balancing shall be performed with two(2) layers of cheese cloth fastened to all air outlets and inlets and volume dampers installed in the ductwork. Additional volume dampers shall be provided to allow air balancing.
Provide an automatic controls system test report certifying that all sections of the system and the complete system were tested, that the complete system is fully functional.
Final air balancing and the final set of Air Balancing Reports shall be performed and submitted to the
COTR upon completion of ceilings and partitions, after the final and permanent registers, diffusers, slots grilles etc., have been installed.
**NOTES:
This is from New Jersey Natural Gas: C-54 has a 1” service to the building that is capable of passing approximately 2,250 CFH. Based on the loads data that I have, C-54 currently has 2,054 CFH connected and if this is the case, the service will need to be upgraded to accommodate the additional gas load. The gas meter will also need to be upgraded based on even the smallest of proposed gensets. The next meter family, the 5M & 7M meters ets will require approximately an additional 5” of lay length and will max out at 8,000 CFH. This will fit within the existing meter set area, but, will require a reduction in length of the existing fuel line pipe on your side of the meter. Your contractor will need to account for this, but, in the grand scheme of things, this is a very minor plumbing job.
THIS WILL BE THE RESPONSIBILITY OF THE CONTRACTOR TO
WORK WITH NJNG AND GET THIS ACCOMPLISHED TO MAKE IT
WORK
