Drawings are the property of the Government and shall not be used for any purpose other than that intended by the contract. The drawing s are full size. Full-size drawings are available at the bidder's or Contractor's expense. Information on procuring these full-size drawings may be obtained from the Contracting Officer. They are only being provided to show existing conditions which are believed to be generally accurate, but shall be field verified (by the contractor) prior to start of construction and rough-in of systems.

SECTION 01 11 00

SUMMARY OF WORK

PART 1 GENERAL

1.1 WORK COVERED BY CONTRACT DOCUMENTS

1.1.1 Project Description

The work consists of modification of spaces and related work at three (3) aircraft hangars at U.S. Coast Guard Base Cape Cod, Building 3170, Building 3172 and Building 3182. Hazardous material inspection and testing is also required at areas impacted by construction at Buildings 3170 and 3172.

Building 3182. If Bid Option #9 is not accepted, provide connections to tie

(4) ground source heat pumps (GSHP-37-40) serving the duty suites into existing systems OAHP-5 and EF-27. Ductwork and piping will be installed only to serve GHSP-37-40.

Comply with the requirements of 41 U.S.C. chapter 83, Buy American particularly Subpart 25.2—Buy American—Construction Materials. Except as provided in 25.202, use only domestic construction materials in construction contracts performed in the United States with the following exceptions and as permitted by the Contracting Officer:

Impracticable or inconsistent with public interest Nonavailability of Domestic Product Unreasonable Cost Information technology that is a commercial item

Exemptions also include acquisitions under trade agreements.

It is the responsibility of the Contractor to prove the exemption.

1.1.2 Schedule of Optional Bid Items

The limits and extent of work of the Optional Bid Items described below are defined within the contract plans. The Base Bid and the following Optional Bid Items are proposed:

a. Base Bid:

1. The work includes related earthwork, storm drainage, electrical power, grounding, controls and incidental related work (Base Bid work includes all work not specifically identified as part of Options 0001, 0002, 0003, 0004, 0005, 0006, 0007, 0008, 0009, 0010, 0011, and 0012.

b. Option 0001:

Building 3172 Provision of all work to refinish the hangar floor in Building 3172 - Hangar Area Room 309. Demolish existing floor finish in Building 3172 - Hangar Area Room 309. Prepare surface, and provide a slip resistant, fuel resistive resinous floor coating system on the Hangar floor.

Building 3172 Provision of all work to remove floor finishes including Vinyl composition tile and adhesive in Building 3172 - Rooms 307, 308, 311, 312, 314, and 315. Demolish existing floor finish in Building 3172 - Rooms 307, 308, 311, 312, 314, and 315.

Prepare surface, and provide a slip resistant, fuel resistive resinous floor coating system.

c. Option 0002:

Not Used.

d. Option 0003:

Building 3172 Provision of all work to replace existing heating and ventilating unit HV-1 with dedicated outdoor air unit DOAS-1 for Building 3172. For ceilings in rooms affected by the installation of new mechanical supply or return grills, diffusers, lighting, or ductwork above the ceiling, remove the existing acoustic ceiling system and provide new acoustic ceiling panels, ceiling grid and supports. Disconnect existing electrical power from unit hv-1 and remove wire and conduit back to panel. install new circuit breaker, wire and conduit to feed power to new unit as shown on drawing. Update panel schedule.

e. Option 0004:

Building 3172 Provision of all work to replace existing rooftop air conditioning unit HVAC-2 for Building 3172. For ceilings in rooms affected by the installation of new mechanical supply or return grills, diffusers, lighting, or ductwork above the ceiling, remove the existing acoustic ceiling system and provide new acoustic ceiling panels, ceiling grid and supports. Disconnect existing electrical power from HVAC-2 and reconnect to new unit.

Update panel schedule.

e. Option 0005:

Building 3170 Provision to lock down and seal the hangar doors in B uilding 3170 and provide vehicle access by installing a new overhead door in an existing hangar door panel. Modify the existing hangar door sheeting and structural steel and install a 14' x 14' clear opening. Provide an electrically operated 14' x 14' overhead door to permit vehicle access without opening the sliding hangar doors.

e. Option 0006:

1.3 PROJECT ENVIRONMENTAL GOALS

Contractor shall distribute copies of the Environmental Goals to each subcontractor and the Contracting Officer. The overall goal for design, construction, and operation of modifications to existing Hanger and storage space for alternate usage that meets the functional program needs and incorporates the principles of sustainability. Specifically:

a. Manage construction site and storage of materials to ensure no negative impact on environmental quality.

1.4 PHASING

Project phasing/sequence of work including project phasing outline to include the following sequence at a minimum.

Phase 1 – Start and complete all work in 3172 and 3181 for USCG beneficial occupancy. These buildings (3172 and 3181) will be occupied during the performance of work under this contract.

Phase 1a – USCG will vacate 3170 and relocate HH-60 unit to 3172 and 3181 once Phase 1 is complete. (GC to allow USCG 14 days for Phase 1a).

Phase 2 - Start and complete all work in 3170. This building (3170) will be unoccupied during the performance of work under this contract.

1.5 OCCUPANCY OF PREMISES

Some of the building(s) will be occupied during performance of work under this Contract. Occupancy notifications will be posted in a prominent location in the work area.

Before work is started, arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.

1.6 EXISTING WORK

In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":

a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which to remain.

b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.

1.7 LOCATION OF UNDERGROUND UTILITIES

Obtain digging permits prior to start of excavation, and comply with Installation requirements for locating and marking underground utilities.

Contact local utility locating service a minimum of 48 hours prior to excavating, to mark utilities, and within sufficient time required if work occurs on a Monday or after a Holiday. Verify existing utility locations indicated on contract drawings, within area of work.

Identify and mark all other utilities not managed and located by the local utility companies. Scan the construction site with Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities are discovered. Verify the elevations of existing piping, utilities,and any type of underground obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed.

Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.

1.7.1 Notification Prior to Excavation

Notify the Contracting Officer at least 48 hours prior to starting excavation work.

1.2 SPECIAL SCHEDULING REQUIREMENTS

a. Have approval for materials, equipment, and personnel required to perform the work at the site prior to the commencement of the work.

b. The U.S. Coast Guard, Cape Cod will remain in operation during the entire construction period. The Contractor must conduct his operations so as to cause the least possible interference with normal operations of the activity.

c. Permission to interrupt any Activity roads, taxiways and/or utility service must be requested in writing a minimum of 15 calendar days prior to the desired date of interruption.

d. The work under this contract requires special attention to the scheduling and conduct of the work in connection with existing operations. Identify on the construction schedule each factor which constitutes a potential interruption to operations.

e. All work must comply with the requirements of NFPA 241 Safeguarding Construction, Alterations, and Demolition Operations. Plan for continual fire protection and communications to JBCC Fire Department.

f. Fire Safety must comply with JBCC911-1 Standard.

1.3 PHASING

1.4 CONTRACTOR ACCESS AND USE OF PREMISES

1.4.1 ASCC Regulations

Ensure that Contractor personnel employed on the ASCC become familiar with and obey ASCC regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. Wear steel toed shoes, long pants, shirts and hard hats in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry. The Contractor's equipment shall be conspicuously marked for identification.

1.4.1.1 Subcontractors and Personnel Contacts

Furnish a list of contact personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency for approval by the COR. As changes occur and additional information becomes available, correct and change the information contained in previous lists.

1.4.2 Working Hours

Regular working hours must consist of an 8 1/2 hour period established by the Contractor Officer, between 7 a.m. and 3:30 p.m., Monday through Friday, excluding Government holidays.

1.4.3 Work Outside Regular Hours

Work outside regular working hours requires COR approval. Make application 15 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the Contracting Officer may approve work outside regular hours. During periods of darkness, the different parts of the work must be lighted in a manner approved by the Contracting Officer. Make utility cutovers after normal working hours or on Saturdays, Sundays, and Government holidays unless directed otherwise.

1.4.4 Occupied and Existing Buildings

The Contractor shall be working in an existing building and around existing buildings which are occupied.

1.4.5 Utility Cutovers and Interruptions

a. Make utility cutovers and interruptions after normal working hours or on Saturdays, Sundays, and Government holidays. Conform to procedures required in the paragraph "Work Outside Regular Hours." The Contractor shall give the COR 72 hour written notification prior to to the interruption of station utilities and station building systems, including but not limited to water, sanitary sewer, storm sewer, telephone service, electric service, air conditioning, heating, fire alarm, fire protection, compressed air, and fueling unloading and loading operations.

b. Ensure that new utility lines are complete, except for the connection, before interrupting existing service.

c. Interruptions of power to radar facilities are prohibited. Interruption to water, sanitary sewer, storm sewer, telephone service, electric service, air conditioning, heating, fire alarm,fire protection, compressed air, and fueling unloading and loading operations shall considered utility cutovers pursuant to the paragraph entitled "Work Outside Regular Hours."

d. Operation of Station Utilities: The Contractor must not operate nor disturb the setting of control devices in the station utilities system, including water, sewer, electrical, and steam services. The Government will operate the control devices as required for normal conduct of the work. The Contractor must notify the COR giving reasonable advance notice when such operation is required.

1.5 AIR STATION CAPE COD AIRFIELD CONSTRUCTION OPERATIONS REQUIREMENTS

1.5.1 General

Work shall be conducted on a not-to-interfere basis with airport operations. The Contractor is made aware and shall anticipate for the need to stop work not as a result of Contractor operations, but due to the conduct of necessary critical airport operations. The Government shall, to the maximum extent possible, provide as much advance notice of any need to stop work.

1.5.2 Access to the Worksite - General

The project worksite is defined on the Drawings. Access to the worksite may only be accomplished in approved vehicles, and requires transit across an active aircraft taxi-way (Taxiway Delta, aka Taxiway D), which is defined by the FAA as an Aircraft Movement Area. Access across an active aircraft taxi-way will not be permitted.

Access to the worksite will be limited to scheduled work hours, and transit to and from the worksite will be on a pre-scheduled, approved basis, and only along the path and traffic patterns indicated. Contractor personnel may then leave and return to the site at lunch, and shall depart at the end of the workday. Travel to and from the worksite at other times will be restricted. These movements shall be accomplished using carpools between the Ground Support Equipment (GSE) Parking Lot and the work site.

Additional details will be determined at the pre-construction conference.

In addition to any other fencing or Temporary Barricades required, the Contractor shall place orange barricades (approximately 42" high x 36" diameter and weighted to prevent being moved by wind), in a line 35' from the edge of the taxiway on the paved exit and entry ways to the fuel farm, to mark the edge of the Aircraft Movement area.

1.5.3 Access to Aircraft Movement Areas (AMA) - Vehicular control

Access to Aircraft Movement Areas (AMA) – Vehicular control (Access to AMA’s is not anticipated for the performance of work under this contract.

ANY cranes/lifts/boom trucks are going to be involved, that the contractor be given notice as early as possible for having to file an FAA 7460-1 (Obstacle evaluation) 45 DAYS IN ADVANCE OF RAISING CRANE.

1.5.4 Required Training

The Contractor's project manager, site supervisor, and any personnel who will drive vehicles to the construction site will be required to attend the ASCC Airport Driving Class. The Airport Driving class is approximately 1 hour in duration; it is a training course presented at ASCC which will present the rules, requirements, and procedures for operating vehicles on restricted areas of the airfield, including Taxiway D and other Aircraft Movement Areas. The Class will be scheduled in advance, before construction site work begins, specifically for project personnel.

ASCC will also provide specific requirements regarding airport operations, including job-site safety, emergency procedures, and prevention of Foreign Object Damage (FOD) to aircraft at the pre-construction conference.

1.5.5 Construction Site Inspections and FOD Control

In addition to regular visits by the CEU Providence Construction Project Manager and Construction Inspector, Airport Management and Safety personnel will make periodic inspections of the job-site. If unsafe practices, procedures, or unacceptable housekeeping, cleanliness, and FOD control are observed, work will be stopped until the deficient conditions are corrected.

Vehicles that will pass through the GSE gate shall be clean, and free of loose objects which could fall off of, fly off of, or be blown out or off of the vehicle. In particular, lightweight materials in the rear beds of pick-up truck and other open areas of construction vehicles shall be removed prior to entering spaces adjacent to the Aircraft Movement Areas and other restricted areas of the airfield.

Vehicles that transport concrete, rip-rap, dirt, sod, gravel, or other similar materials; cranes, dump trucks, bulldozers, bucket loaders, road graders, 4 wheel drive vehicles or other similar vehicles that travel across disturbed areas of the job-site present a particular FOD hazard, based on their ability to transport such materials, or carry stones, gravel, dirt clods, sticks or other FOD materials in their beds, undercarriage, wheels, wheeltracks and/or tire treads. On days when these vehicles are in use, or similar activity occurs, the Contractor shall pre-position a road sweeper to sweep and collect FOD after these vehicles pass over paved areas, including Aircraft Movement Areas.

It is expected and required that concrete mixers will use water and hoses contained on the concrete mixer to wash down/wash off remaining concrete ("slag") coating concrete conveying troughs after placing concrete on-site. To the maximum extent possible, this washing exercise shall be accomplished at one location as far away from Taxiway D as possible. At the completion of the project, slag and other waste materials shall be completely removed from the job-site.

After the final inspection of the site, all FOD shall be removed from the project site, and the road sweeper noted above shall be used to conduct a final sweep/removal of FOD from paved areas. Swept materials shall not be discharged into unpaved areas, but picked up from the site and disposed of legally by the Contractor off Government property.

1.5.6 Parking

Do not park on or block any marked fire lane zones at any time.

In addition, if a Quality Control (QC) representative is required on the contract, then that individual must also have fluent English communication skills.

1.3 PRECONSTRUCTION CONFERENCE

After award of the contract but prior to commencement of any work at the site, meet with the Contracting Officer to discuss and develop a mutual understanding relative to the administration of the value engineering and safety program, preparation of the schedule of prices or earned value report, shop drawings, and other submittals, scheduling programming, prosecution of the work, and clear expectations of the "Interim DD Form 1354" Submittal. Major subcontractors who will engage in the work must also attend.

1.4 AVAILABILITY OF CADD DRAWING FILES

After award and upon request, the electronic "Computer-Aided Drafting and Design (CADD)" drawing files will only be made available to the Contractor for use in preparation of construction drawings and data related to the referenced contract subject to the following terms and conditions.

Data contained on these electronic files shall not be used for any purpose other than as a convenience in the preparation of construction drawings and data for the referenced project. Any other use or reuse shall be at the sole risk of the Contractor and without liability or legal exposure to the Government. The Contractor shall make no claim and waives to the fullest extent permitted by law, any claim or cause of action of any nature against the Government, its agents or sub consultants that may arise out of or in connection with the use of these electronic files. The Contractor shall, to the fullest extent permitted by law, indemnify and hold the Government harmless against all damages, liabilities or costs, including reasonable

These electronic CADD drawing files are not construction documents.

Differences may exist between the CADD files and the corresponding construction documents. The Government makes no representation regarding the accuracy or completeness of the electronic CADD files, nor does it make representation to the compatibility of these files with the Contractors hardware or software. In the event that a conflict arises between the signed and sealed construction documents prepared by the Government and the furnished CADD files, the signed and sealed construction documents shall govern. The Contractor is responsible for determining if any conflict exists. Use of these CADD files does not relieve the Contractor of duty to fully comply with the contract documents, including and without limitation, the need to check, confirm and coordinate the work of all contractors for the project.

If the Contractor uses, duplicates and/or modifies these electronic CADD files for use in producing construction drawings and data related to this contract, all previous indicia of ownership (seals, logos, signatures, initials and dates) shall be removed.

1.5 ELECTRONIC MAIL (E-MAIL) ADDRESS

Establish and maintain electronic mail (e-mail) capability along with the capability to open various electronic attachments as text files, pdf files, and other similar formats. Within 10 days after contract award, provide the Contracting Officer a single (only one) e-mail address for electronic communications from the Contracting Officer related to this contract including, but not limited to contract documents, invoice information, request for proposals, and other correspondence. The Contracting Officer may also use email to notify the Contractor of base access conditions when emergency conditions warrant, such as hurricanes or terrorist threats.

Multiple email addresses are not allowed.

It is the Contractor's responsibility to make timely distribution of all Contracting Officer initiated e-mail with its own organization including field office(s). Promptly notify the Contracting Officer, in writing, of any changes to this email address.

1.1 SUBMITTALS

Government approval is required for all submittals. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

SD-01 Preconstruction Submittals

Construction Schedule

1.2 ACCEPTANCE

Prior to the start of work, prepare and submit to the Contracting Officer's Representative (COR) for acceptance a construction schedule in the form of a Bar Chart in accordance with the terms in Contract Clause "FAR 52.236-15, Schedules for Construction Contracts," except as modified in this contract.

Acceptance of an error free Baseline Schedule and updates is a condition precedent to processing the Contractor's pay request.

1.3 SCHEDULE FORMAT

1.3.1 Bar Chart Schedule

The Bar Chart must, as a minimum, show submittals, Government review periods, material/equipment delivery, utility outages, on-site construction, inspection, testing, and closeout activities. The Bar Chart must be time scaled and generated using an electronic spreadsheet program.

Contractor shall provide a hardcopy of the updated Bar Chart Construction Schedule (on large format paper) at each job meeting. An electronic version of the project schedule must be maintained in Microsoft Excel format or as otherwise acceptable to the Contracting Officer.

1.4 UPDATED SCHEDULE

Update the Construction Schedule at monthly intervals or when the schedule has been revised. The updated schedule must be kept current, reflecting actual activity progress and plan for completing the remaining work.

Submit copies of purchase orders and confirmation of delivery dates as directed by the Contracting Officer.

1.5 3-WEEK LOOK AHEAD SCHEDULE

The Contractor shall prepare and issue a 3-Week Look Ahead schedule to provide a more detailed day-to-day plan of upcoming work identified on the Construction Schedule. Activities must not exceed 5 working days in duration and have sufficient level of detail to assign crews, tools and equipment required to complete the work. Deliver three hard copies and one electronic file of the 3-Week Look Ahead Schedule to the Contracting Officer no later than 8 a.m. each Monday, and review during the weekly Contractor's Quality Control Coordination Meeting.

1.6 CORRESPONDENCE AND TEST REPORTS:

All correspondence (e.g., letters, Requests for Information (RFIs), e-mails, meeting minute items, Production and QC Daily Reports, material delivery tickets, photographs) must reference Schedule Activities that are being addressed. All test reports (e.g., concrete, soil compaction, weld, pressure) must reference Schedule Activities that are being addressed.

1.7 SCHEDULE OF VALUES

Within 5 days of receipt of a notice to proceed of award, the Contractor shall prepare and deliver to the Contracting Officer a schedule of values.

The schedule of values shall consist of a detailed breakdown of the contract price, giving the quantities for each of the various kinds of work; the unit prices; and the total values therefore. The detailed breakdown shall be segregated under each of the construction categories stated in this contract. The required schedule must be based upon the actual breakdown of the bid price. Accordingly, subcontractors who may be involved in the work under more than one of these categories shall be advised of this requirement in order to furnish such data without delay.

The format, content, and number of copies required will be prescribed by the Contracting Officer and will be subject to his approval. The submission of the required data shall not otherwise affect the contract terms. Payments will not be made to the Contractor until the schedule of values has been submitted and approved by the Contracting Officer.

1.8 PROJECT MEETINGS

Regular construction progress meetings will conducted throughout the contract period, a minimum of monthly when construction is not in progress and bi-weekly when construction work is in progress. Units of weights and measures used on all submittals are to be the same as those used in the contract drawings.

Each submittal is to be complete and in sufficient detail to allow ready determination of compliance with contract requirements.

Contractor's Quality Control (CQC) System Manager to check and approve all items prior to submittal and stamp, sign, and date indicating action taken. Proposed deviations from the contract requirements are to be clearly identified. Include within submittals items such as:

Diagrams and instructions from a manufacturer or fabricator for use in producing the product and as aids to the Contractor for integrating the product or system into the project.

Drawings prepared by or for the Contractor to show how multiple systems and interdisciplinary work will be coordinated.

SD-03 Product Data

Catalog cuts, illustrations, schedules, diagrams, performance charts, instructions and brochures illustrating size, physical appearance and other characteristics of materials, systems or equipment for some portion of the work.

Samples of warranty language when the contract requires extended product warranties.

SD-04 Samples

Fabricated or unfabricated physical examples of materials, equipment or workmanship that illustrate functional and aesthetic characteristics of a material or product and establish standards by which the work can be judged.

Color samples from the manufacturer's standard line (or custom color samples if specified) to be used in selecting or approving colors for the project.

Field samples and mock-ups constructed on the project site establish standards by which the ensuring work can be judged. Includes assemblies or portions of assemblies which are to be incorporated into the project and those which will be removed at conclusion of the work.

SD-05 Design Data

Design calculations, mix designs, analyses or other data pertaining to a part of work.

SD-06 Test Reports

Report signed by authorized official of testing laboratory that a material, product or system identical to the material, product or system to be provided has been tested in accord with specified requirements. Unless specified in another section, testing must have been within three years of date of contract award for the project.

Report which includes findings of a test required to be performed by the Contractor on an actual portion of the work or prototype prepared for the project before shipment to job site.

Report which includes finding of a test made at the job site or on sample taken from the job site, on portion of work during or after installation.

Investigation reports.

Daily logs and checklists.

Final acceptance test and operational test procedure.

SD-07 Certificates

Statements printed on the manufacturer's letterhead and signed by responsible officials of manufacturer of product, system or material attesting that product, system or material meets specification requirements. Must be dated after award of project contract and clearly name the project.

Document required of Contractor, or of a manufacturer, supplier, installer or Subcontractor through Contractor. The document purpose is to further promote the orderly progression of a portion of the work by documenting procedures, acceptability of methods or personnel qualifications.

Confined space entry permits.

Text of posted operating instructions.

SD-08 Manufacturer's Instructions

Preprinted material describing installation of a product, system or material, including special notices and (MSDS)concerning impedances, hazards and safety precautions.

SD-09 Manufacturer's Field Reports

Documentation of the testing and verification actions taken by manufacturer's representative at the job site, in the vicinity of the job site, or on a sample taken from the job site, on a portion of the work, during or after installation, to confirm compliance with manufacturer's standards or instructions. The documentation must be signed by an authorized official of a testing laboratory or agency and state the test results; and indicate whether the material, product, or system has passed or failed the test.

SD-10 Operation and Maintenance Data

Data that is furnished by the manufacturer, or the system provider, to the equipment operating and maintenance personnel, including manufacturer's help and product line documentation necessary to maintain and install equipment. This data is needed by operating and maintenance personnel for the safe and efficient operation, maintenance and repair of the item.

This data is intended to be incorporated in an operations and maintenance manual or control system.

SD-11 Closeout Submittals

Documentation to record compliance with technical or administrative requirements or to establish an administrative mechanism.

Submittals required for Guiding Principle Validation (GPV) or Third Party Certification (TPC).

Special requirements necessary to properly close out a construction contract. For example, Record Drawings and as-built drawings. Also, submittal requirements necessary to properly close out a major phase of construction on a multi-phase contract.
