RESPONSE TO QUESTIONS
USCG SPAR (WLB 206) FY 15 UNPLANNED DRY DOCK REPAIRS
SOLICITATION NO. HSCG85-15-Q-P45P58 – AMEND NO. 0004
QUESTION NO. 1
DEFINITE ITEM 2, PARA NO. 1.1 – Cathodic Protection/Zinc Anodes, Renew Asset
Will the ballast Tanks listed in 1.1 contain liquids upon arrival to shipyard? If so at what capacity and will the shipyard be responsible for pumping and refilling at completion of work?
RESPONSE:
The ballast tanks will not be opened…this has been updated in the revised Specification (Rev 2).
QUESTION NO. 2
We request the CG reconsider the below stated price evaluation related to Foreseeable costs, specifically costs for the vessel to navigate between its home pier and the contractors facility.
Because the recently awarded dockside contract (HSCG85-15-P45008) will presumably be accomplished at CG Base LA, we believe the below stated evaluation costs for vessel transit to and from the shipyard DD would most appropriately be based on whatever additional transit miles the Cutter will need to travel, not the stated round trip between the shipyard and the Cutter’s home pier.
(34) FAR 52.212-2 Evaluation-Commercial Items (Oct 2014)
FACTOR 2-PRICE:
FORESEEABLE COST FACTORS PERTAINING TO DIFFERENT SHIPYARD LOCATIONS
(3) Facility costs to navigate vessel between its home pier and the Contractor's offered place of performance (round trip) is $78.37 per nautical mile.
RESPONSE:
The solicitation has been revised to reflect that foreseeable cost will not be applied as long as the contractor’s proposed facility location is en route to Long Beach, CA.
QUESTION NO. 3
I have a question regarding the performance period conflict between the two solicitations.
The solicitation for Unplanned Dry Dock Repairs (HSCG85-15-Q-P45P58) notes a performance period of 8/11 to 8/20/15.
The Pierside solicitation (HSCG85-15-Q-P45D82) noted a performance period of 8/12 to 10/8. Will this period be modified to compensate for the dry docking of the vessel prior to or subsequent to award?
Is it the intent of the USCG to award both solicitations to one yard for convenience?
RESPONSE:
A modification will be issued for the SPAR dockside repairs to reflect a new performance period, which will be after the unplanned dry dock repairs.
The requirement for the unplanned dry-docking repair is competitive and will be awarded based on the evaluation factors of the solicitation. As a result, the successful offeror’s location may be at a different.
