ADDITIONAL RESPONSE TO QUESTIONS
USCG SPAR (WLB 206) FY 15 UNPLANNED DRY DOCK REPAIRS
SOLICITATION NO. HSCG85-15-Q-P45P58 – AMEND NO. 0006
Coast Guard responses are indicated in “red” highlighted text. A revised version of the specification will be included in the amendment to reflect any changes.
Preface: There are numerous ambiguities in the specifications, we will attempt to illustrate these in a useful manner:
a. Under “Intent” the specification indicates preservation of 400 square feet of the underwater body surfaces. “the purpose…..to repair and build-up the existing AF coating to original DFT…….”
· IS THE INTENT TO BUILD UP THE AF DFT FOR 400 SQUARE FEET OF THE U/W HULL? Yes
b. Under para “3.2.2.1.1” the specification states “Selectively remove all existing AF from the entire underwater body….”
· DOES THIS MEAN SELECTIVELY REMOVE 400 SQ FT OF AF OR REMOVE 100% OF THE AF FROM THE UNDERWATER HULL? Replace entire underwater body with up to 400 sqft of preserve.
c. Under para “3.2.2.2” the specification references “remove all existing coating system – by suitable means, to expose (but not damage) the sea chest fiberglass substrake Disregard.”
· IS THIS PART OF THE REFERENCED 400 SQ FT?YES
· IS THE INTENT TO REMOVE ONLY THE AF COATINGS OR THE ENTIRE COATING SYSTEM? The coating has been damage in a few location.
· TO OUR KNOWLEDGE THERE IS NO FIBERGLASS SUBSTRAKE IN THE SEA CHEST, DOES THIS PORTION OF THE SPECIFICATION NEED TO BE AMENDED? Disregard "lightly sand the exposed fiberglass surface”.
d. Under para “3.2.3.2” the specification states “Perform solvent cleaning of all prepared surfaces”.
· DOES THIS MEAN ALL 400 SQ FT OF DESIGNATED SURFACES OR THE ENTIRE UNDERWATER HULL? All surfaces areas that KTR is going to preserve..
e. Under para “3.2.4.1.2.1” the specification states “Ensure third coat is white”
· THE INSTRUCTIONS DO NOT APPEAR CONSISTENT WITH THE COATINGS AND COLOR MANUAL (SFLC 6310).
· Please reference:
The Contractor shall prepare and coat the U/W hull surfaces with the system specified for Underwater (U/W) Body and Boot-Top (U/W Body and Boot-Top, Icebreaker <235’, in Salt Water)”, in SFLC Std Spec 6310, Appendix A (Cutter and Boat Exterior Painting Systems). Underwater (U/W) Body and Boot-Top (U/W Body and Boot-Top, Icebreaker <235’, in Salt Water)”, in SFLC Std Spec 6310, Appendix A (Cutter and Boat Exterior Painting Systems).
Disregard
f. Under paragraphs “3.2.4.2” and “3.5” the specification references “…fiberglass hulls…”
· THE SPECIFICATIONS ARE NOT CONSISTENT WITH REQUIREMENTS FOR A STEEL HULLED VESSEL.
g. Under para “4.1.1” the specification references “…aluminum hull surfaces…”
· THE SPECIFICATIONS ARE NOT CONSISTENT WITH REQUIREMENTS FOR A STEEL HULLED VESSEL.
