WORK ITEM NO. D-14 PARA NO. 3.7
TITLE: Elwell-Parker long-term storage work item 084-11-002
Para 3.7 – Work Item 084-11-002 was not in the drawing package received on 12/13/2013.Can the Coast Guard supply the Contractor with the work item 084-11-002, Long-term Maintenance and Storage of Propeller and Shaft Handling Equipment?

Question No. 0015
RFP No.: HSCG85-14-R-P45453
SOLICITATION SECTION: PARA NO.
WORK ITEM NO. D-17 PARA NO. Various
TITLE: Propulsion Shafts Strain Gauge Alignment Checks
Para’s 3.1, 3.2 & 3.4 - Please clarify where (geographically) the operational tests, vibration and sound surveys, and the strain gauge alignments are to be conducted.
a. Since the firm price for these two items is partly based on the dock to dock time, can it be predicted if this would be a one day sea trial in Puget Sound, or are we talking riding the STAR from Seattle to the Contractor’s facility, a matter of several days?
b. The word “survey” in the vibration and sound survey implies shipwide measurements, which could be a huge task, given that the words “at a full range of speed and power” are used. By placing this item in the spec for work related to the propulsion shafting systems, I suspect what is intended is that there are some vibrations and sounds in one or more shafts that ships force are suspicious of, and want those investigated.
Can we get some more specific information on what is really wanted in Para. 3.2, such as the extent of the vibration and sound data required, to be estimated on the basis of: number of spaces to be observed;
number of operating modes; and number of speed points. The firm price is also partly based on the total number of data points to be recorded, correlated, and reported.
a. The intent of para. 3.1, 3.2 & 3.4 is for the Contractor to ride the vessel from homeport, Seattle, WA to the Contractor’s facility over a course of several (1-3) days.
b. The extent of testing will be localized in the shafting and steering compartments (5 total) and pilot house. Two operating modes and four speed points (3HP astern, idle, mid-throttle ahead, and full throttle ahead).

WORK ITEM NO. D-18 PARA NO. 3.2
TITLE: Sea Strainers (Hayward) Open, Clean, and Inspect
3.2.1 Disassemble the eight duplex sea strainers in place, using the procedures outlined below using Standard Service Module SSM 131-106-004, Date 11/28/05 for guidance.
Paragraph 2, Other References lists, Standard Service Module 131-106-004 Polar Class Re-installation of Hayward Strainers.
This document was not supplied by the Coast Guard on 12/13/13. Will this document be supplied?
The CG will provide reference Standard Service Module SSM 131-106-004 Polar Class Reinstallation of Hayward Strainers upon award. Recommend Contractor submit CFR after arrival conference to request document.
Question No. 0017
RFP No.: HSCG85-14-R-P45453
SOLICITATION SECTION: PARA NO.
WORK ITEM NO. D-15 PARA NO. 3.2
TITLE: Forward Stern Tube Bearing Inspections
The Note in Para 3.2 states: “Due to the modifications of the aft stern tube bearings the forward bearing inspections must be accomplished in the Motor Room.”
After a shipcheck of the Polar Sea it was noted that the starboard propulsion shaft CPP system had been modified and we were told that all of the Polar Star’s propulsion shaft CPP systems were modified. The Contractor believes that with these new modifications there will not be enough room in the Motor Room to inspect the forward stern tube bearings as noted.
The Contractor proposes to inspect the bearings in the JP-5 pump Room, 4-197-0-E. This would require removal of the Cooper Bearing compartment’s, 5-205-0-Q, access hatch which would also require diesel fuel oil tank 5-211-0-F to be at a Safe For Hot Work status.
The Contractor would like to know if the Coast Guard would pump the fuel tank to low suction and if they would allow the removal & reinstallation of the Cooper Bearing access hatch for inspections of the FSB’s in JP-5 Pump room?
The specification will stand as written. Post award this request may be submitted as a CFR and considered by the CG if it’s in the best interest of the Government.

WORK ITEM NO. N/A PARA NO. N/A
TITLE: Consolidated List of Government-Furnished Property
The Consolidated List of Government-Furnished Property in the Specification For Drydock Repairs FY2014 shows the Coast Guard supplying (3) propeller shipping cradles with one (work item 10) marked as:
*Government-loaned property, which shall be returned to the vessel upon completion of the availability. There is no mention in the work specifications as to the location, how and when the (3) propeller shipping cradles will be delivered to the Contractor’s facility. Is the Coast Guard going to deliver the propeller stands to the Contractor’s facility and if so, when would they be delivered?
The CG will make arrangements to deliver (6) propeller stands to the Contractor’s facility.
Arrangements will be made to deliver the stands within 2 weeks prior to the vessel’s arrival at the shipyard.

WORK ITEM NO. D-28 PARA NO. Various
TITLE: Firewatches, Provide
QUESTION: Is the Contractor to sub-contract this work on a T&M basis
3.2.1 Provide enough personnel to protect the ship from fire damage due to any hot work being performed in the execution of this contract. These Personnel are known as a “Firewatch”. (For estimating purposes, assume a total of 2070 M/H required for the entire maintenance availability, assume 2 to 3 people a day, and on weekends when requested).
NOTE
This is a level of effort, "T&M" specification. The subcontractor will only charge us for those hours requested and used. The subcontractor buyer is not to exceed this estimated amount.
Vigor Marine LLC., normally utilizes our Trained Boilermakers and other in-house services personnel for this type work.
Is the Coast Guard directing this Work Item to be sub-contracted as a T&M level of effort and if so are there such sub-contractors known by the Coast Guard in the Portland/Seattle area?
Delete Work Item D-028 from the specification and the Schedule of Supplies.
All fire watch requirements and responsibilities are listed at paragraph 3.2 of the General Requirements on Page 2 of the specification.
