Question No. 0005

REQUEST FOR CLARIFICATION

RFP No.: HSCG85-14-R-P45453

SOLICITATION SECTION:

Amendment 0001 &

0004 PARA NO. NA

WORK ITEM NO. NA PARA NO. NA

TITLE: NA

QUESTION:

The responses for Amendment 0001 & 0004 clearly contradict each other regarding the arrival draft of the Polar Star to contractor’s facility.

Please identify the forecasted arrival conditions after bulk fuel off load of the Polar Star.

RESPONSE:

Due to transit distances of potential offerers and stability requirements in the event of an open ocean transit, STAR will travel to near the awardee’s facility with a substantial liquid load.

The CG will handle and make arrangements for transfer and temporary storage of fuel onboard the cutter prior to coming into the yard. As stated in amendment 0004 and referenced in WI-06 (para. 3.1.4.2), the cutter will pump down six diesel storage tanks to the maximum extent possible. The contractor shall be able to accommodate the cutter at full load minus the 6 storage tanks (all others exactly 95%, heeling tank at 40%, dump tanks at 0%, and overflow/stripping tanks are stripped [no residual]) with a displacement of 12,168.6 LT and draft 30.12 ft, although the CG may elect to pump down additional tanks dependent on the constraints of the drydock/dredged channel contracted for service. Liquid load conditions shall be made available 14 days prior to arrival and final loading made available 48-72 hrs before drydocking.

Note: if access to a contractor’s facility does not permit arrival and departure at the noted 12,168.6 LT, pre-and post-docking actions (strain gauge readings and dock trials as examples which require that the vessel have a substantial liquid load), will have to be performed at an alternate facility of the Coast Guard’s choosing before defueling and after re-fueling (respectively), and the contractor must accomplish those actions at no additional cost to the Government.

TITLE:

Sea Strainer and Transducer Compartments, Preserve 100%

QUESTION:

Square footage for Transducer Well (6-127-1-Q) not listed in CG Dwg 400 WAGB 1901-1. What is the square footage for this space to be used for bidding purposes?

RESPONSE:

Recommend Contractor look at Coast Guard Drawing 400-WAGB 4823-2, SEACHEST & STRAIN COMPTS AFT to determine the square footage of the space. See attached.

Also, interested parties may avail themselves of shipcheck opportunities on POLAR SEA where they will be permitted to peer into the well from the scuttle opening to gain a better sense of the structure inside the well.
