Request for Proposal
Dockside Repairs of CGC BOUTWELL (WHEC 719)
Amendment A002
The purpose of this amendment is as follows:
A.
The Section B, Supplies & Services-Prices, page 2 of the subject solicitation has been revised as shown to the attachment of this Amendment. Offerors are advised to utilize this revised page in submitting their proposal to the solicitation. Failure to utilize the revised page will result for the proposal to be rejected and will not be considered in the evaluation process of the requirement.
B.
Page 6 of the solicitation is revised as shown to the attachment of this Amendment. Page 6 was revised to change the clause entitled “Optional Item”.
C.
The specification to this requirement has been revised due to the change made on the optional items. The revised specification is made as attachment to this Amendment. Offerors are advised to utilize the revised specification in preparation of their proposal to the solicitation.
D.
In addition to FAR Clause 52.215-5, Facsimile Proposals (Oct 1997), offerors are advised that e-mail will be accepted for submission of proposals in response to the solicitation. Proposals may be e-mail to: Valerie.s.riverachase@uscg.mil. The solicitation due date will remain unchanged.
E.
The responses to the following Request for Clarifications are as follows:
QUESTION NO. 8: General Requirements, paragraph 3.7, Production Control, Para. 3.7 (Production Control) of the General Requirements requires that the contractor (KTR) submit a planning document (i.e. Gantt chart schedule) with the bid, as well as 5 days prior to the arrival conference, which must address the milestones cited in the paragraph. However, in order for such a planning document to be properly generated for the entire project and period of performance, more information is needed. The solicitation does state all work must be completed 14 days prior to sea trials, as well as the “21 day” factors, but Para. 3.7 does not provide any additional milestones, scheduling of the work to be accomplished by Ship’s force, etc. Please clarify. Furthermore, based on Optional Items O-05 & O-06, is it intended that the KTR submit 3 separate (optional) planning documents?
ANSWER:
Rev-2 has been updated to further clarify the production control requirement. As for the planning document required with the bid, a full Gantt Bar Chart is not required. The government just wants assurance that the contractor is capable to complete option items 4 and 5 within 21 days each(including time for additional machining work that may be needed) and is able to complete the requirements of WI 6 from section 3.10 to the end within 10 calendar days(no need to interrelate these to make it complicated at this point). The government also wants the KTR to understand that all work but temp services and sea trials will need to be completed at least 8 days before the end of the performance period(assuming no CG work causes delays) to allow time for engine light-off and sea trials. Any document that is able to portray this will suffice. As for the planning document required before and at the arrival conference, the CG will already decide which optional items are needed at that point so contractor can plan accordingly.
QUESTION NO. 9:
Amendment A001, Work Item D-01, Section D, paragraph 3.3.8; A001 Question #2 and Question #4 Coast Guard attempts to answer the questions. However, the answers are still a short. Assuming Coast guard will require State certified cranes and operators for CG lifts, most contractors do not own a State Certified Crane, not have State Certified Operators. So renting crane services is the only option. Contractor request the requirement to further define the seven (7) separate days to include a description of the Type and capacity of the crane (add new) “28 ton boom truck”. This size allows access to the pierside turbine plenum chamber and has sufficient lifting capacity for all items typically removed through the turbine plenum chamber.
ANSWER: CGC Boutwell will ve moored at a quayway which has a 35 ft breasting barge, which will make crane work a little more difficult. For most heavy lifts like the crankshaft or blower, historically have needed larger than a 28 ton ton crane, more like a 70 ton. But a smaller one will work for the simpler lifts. Contractor is still required to make propoer calculations to ensure all lifts are safe. But as stated in the previous response, the government will typically work around the contractor.
QUESTION No. 10: Work item D-02, Sea Trial Performance, Provide Support, paragraph 3.5; for estimating purposes, please provide the length/duration of sea trial.
ANSWER: Please assume that three (3) full days will be needed for adequate sea trial/engine break-ins.
QUESTION NO. 11:
Work Item D-03, No. 1 Main Diesel Engines Lube Oil Coolers, Clean & Inspect for Debris, paragraph 3.4.3; Please confirm the intent is to “remove the cooler” from the engine room, as this will have a significant impact to main diesel engine work.
ANSWER: The Coast Guard believes this cooler will have significant debris and that for proper cleaning it is best to remove from the engine room. Rev. 2 of the specification also requires hydro test of the cooler which will probably be easier in a shop.
QUESTION No. 12: Work Item O-05, Main Engine Lifting and Realignment Crankline Repairs, paragraph 3.4.2.3.2; contractor recommends re-assembly of the MDE to be completed with installation of both crankshafts, blower and all major heavy components prior to re-alignment.
ANSWER: This paragraph has been removed from work item O-05 and paragraph has been clarified in Work Item D-06 under Revision 2 of the specification. The Coast guard agrees that all re-assembly will be completed prior to re-alignment.
QUESTION NO. 13: Work Item O-05, Main Engine Lifting and Realignment Crankline Repairs; contractor is confirming that no “In-Place Machining” is required for the installation of the new lower crankshaft, is this correct?
ANSWER:
Work Item O-05 requires the lower crankshaft to be removed so inspections and optical measurements can be taken of the lower crankshaft. A CFR will be submitted and work request will be issued to address any needed repairs. See Section 3.9.
QUESTION NO. 14: Work item No. 2, Sea Trial Performance, Provide Support, paragraph 1.1; Contractor recommends Fairbanks Morse(FME) tech be required for dock & sea trials.
ANSWER: Fairbanks Morse Tech representative will not be necessary for dock and sea trials. Coast Guard provided tech representative will be present to oversee this evolution. A FME tech representative will only be required if there are warranty issues on previous contractor work.
QUESTION No. 15: Work Items D-04, O-05 & O-06; FME does not know how to breakout the quote to prevent overlap of CG Provided VS. Contractor provided tech representative, therefore contractor request a set number of FME tech support days be established for contractor’s bidding purposes.
Item 4: paragraph 3.1.4 & 3.3.1, request tech representative , paragraph 3.6 then transfers the tech representative cost to the Coast Guard.
ITEM O-05: paragraph 3.1.2.2, paragraph 3.6.1, paragraph 3.8.1 and paragraph 3.9 all request tech representative, however, not during assembly/reassembly and directs the contractor to 48 hours notice when the FME rep will be required.
ITEM O-06; paragraph 3.6.1 same request as work item O-05 above:
ANSWER: These work items has been revised as shown on Revision 2 of the specification. The CG is not bringing in a FME Tech rep from an outside contract. The CG will be having its own tech representative that is adequately familiar with the engine to oversee all CG work. The Contractor provides FME tech representative is only needed for all specific work being conducted by the contractor as per the specification.
